From the province's cement source to support the construction of new rural infrastructure in 2023, up to now, Pho Yen City has allocated 2,100 tons of cement.

Accordingly, the city has supported 5 communes including: Phuc Thuan (nearly 500 tons); Van Phai (399.8 tons); Minh Duc (400.5 tons); Phuc Tan (402.9 tons); Thanh Cong (396.9 tons).
Localities have allocated to each hamlet and implemented 18 traffic projects, equivalent to 11,641km. Thereby, contributing to raising the rate of hardened traffic roads in the communes to over 95%.
Up to now, the three communes of Phuc Thuan, Minh Duc and Thanh Cong are gradually completing the criteria for building advanced new rural areas and model new rural areas in the 2021-2025 period as planned.
