Reporter: Sir, the merger of two provincial Social Insurance agencies is a big step. Can you share the advantages and disadvantages of the merger?
Mr. Ngo Chi Dung: The merger of two provincial social insurance agencies is not simply an administrative merger, but a comprehensive restructuring of the organizational model, management method and operating process. The biggest challenge is the difference in scale, development conditions, organizational structure and human resource level between the two localities. Thai Nguyen is an industrial province with a high population density and a large number of units participating in social insurance; while Bac Kan is a mountainous province with a large area, sparse population and many socio -economic difficulties. How to design a suitable management model that harmonizes the advantages of both provinces is not a simple problem.
However, we received strong direction from Vietnam Social Security and the support of the leaders of the two localities. Thanks to that, the merger process was implemented methodically, closely, step by step. The work of organizing staff was carried out carefully, ensuring democracy, transparency, and minimizing disruption. All professional activities were maintained continuously, without affecting the interests of people and businesses.
PV: Operating an inter-provincial agency certainly requires strong innovation in management and operation. What solutions has Social Insurance Region X implemented to improve operational efficiency, sir?
Mr. Ngo Chi Dung: We clearly identify the top priority as ensuring that the agency's operations are not interrupted, and that the rights of people and businesses are not affected. Therefore, Social Insurance of Region X has synchronously deployed many solutions to maintain stable and continuous operations. Receiving and processing people's records is still carried out smoothly through flexible channels: National Public Service Portal, Vietnam Social Insurance Public Service Portal, one-stop department of Social Insurance agencies, Public Administration Centers at all levels, etc.

The professional software system is also adjusted synchronously and promptly, ensuring that the process of processing documents is not interrupted. Information about changes in address, name, and location for receiving documents is widely publicized on the media, helping people easily access and implement. In addition, the unit also strengthens close contact with the grassroots, directs professional departments and affiliated units to grasp difficulties and problems that arise, and propose solutions. Along with the organization improvement, Social Insurance of Region X promotes the application of information technology and digital transformation in professional stages.
PV: After 2 months of operating under the new model, how do you evaluate the results achieved, both in terms of organizational efficiency and service quality?
Comrade Ngo Chi Dung: After 2 months of operation, the staff of the unit is confident in their work, showing a high sense of responsibility. The comrades who moved from Bac Kan to Thai Nguyen have settled down and quickly adapted to the new working environment. The settlement of social insurance regimes and policies is paid promptly and to the right beneficiaries. In just the first two months of operation under the new model, the unit has paid pensions and social insurance benefits to more than 217,300 people in the two provinces, with a total cost of over 1,283 billion VND. Health insurance examination and treatment work is carried out continuously and promptly so that people with health insurance cards in the two provinces can enjoy all benefits in accordance with regulations. The work of collecting and developing social insurance and health insurance participants continues to be focused on and implemented synchronously. In addition, Social Insurance of Region X regularly coordinates with Thai Nguyen Newspaper, Thai Nguyen Radio and Television Station, and media agencies to promote propaganda on social insurance and health insurance policies, focusing on new points of the Social Insurance Law and Health Insurance Law.
Currently, the Social Insurance of Region X has 8 specialized departments and 8 affiliated inter-district Social Insurances, with 439 officers and employees. In terms of organization, we have streamlined 15 intermediary units, significantly reducing internal management costs. The functional departments have been reorganized according to specialized functions, helping to improve work efficiency. In the future, when applying the provincial government model with only 2 levels (province and grassroots), the unit will continue to improve service quality, ensuring that the organization and implementation of social insurance and health insurance policies are not interrupted when converting the model.
With the spirit of solidarity, determination to innovate and develop, the collective of cadres, civil servants and employees of Social Insurance in Area X is striving to overcome difficulties and effectively carry out assigned political tasks.
