Identifying that Party cell activities and improving the quality of Party cell activities are decisive factors for the leadership role and fighting strength of grassroots Party organizations, right from the beginning of the term, the Standing Committee of Dien Ban City Party Committee established working groups to participate in grassroots Party cell activities, thereby creating positive effects.
Towards the base
As a routine, from the 1st to the 10th of every month, 11 village party cells and 7 agency party cells of Dien Hoa commune (Dien Ban town) conduct regular party cell activities. According to the schedule announced by the commune Party Committee at the beginning of the year, members of the Town Party Committee's working group arrange time to attend with the standing committee members of the commune Party Committee.
In addition to providing professional guidance on party work, members of the working group also convey policies, directives and resolutions from all levels to party members and standing committee members, as well as discuss issues on local socio -economic development, security and order, and promptly direct the resolution of problems and issues arising related to people's lives.
Dien Ban Town has 20 Party Committees of communes and wards, 4 Party Committees of agencies with a total of 335 Party cells (7,102 Party members); including 140 Party cells of villages and residential blocks, 148 Party cells of agencies directly under the Party Committee, 47 Party cells directly under the Town Party Committee. In 2023, the Town Party Committee assigned 12 working groups, participating in activities at 52 Party cells of villages and residential blocks, 70 Party cells of agencies under the Party Committee, 14 Party cells directly under the Town Party Committee.
Members of the working groups were recruited from cadres and leaders of the advisory agencies assisting the Dien Ban City Party Committee, including the Organizing Committee, the Mass Mobilization Committee, the Propaganda Committee, the Inspection Committee, and the City Party Committee Office.
The cadres assigned to the task have a firm grasp of expertise and are proficient in guiding documents on improving the quality of Party cell activities such as Directive No. 10 dated March 30, 2007 of the Central Executive Committee, Instruction No. 12 dated July 6, 2018 of the Central Organizing Committee, Regulation No. 15 dated November 14, 2018 of the Provincial Party Standing Committee on the framework of criteria for assessing and classifying the quality of Party cell activities and professional documents of advisory agencies.
In addition to the task of guiding the process of organizing Party cell activities, members of the working group also grasp the situation, listen to and absorb the opinions of grassroots Party cell members, and report to the Standing Committee of the City Party Committee through meetings to have leadership orientation.
Members of the working groups assigned to be in charge of units always uphold their sense of responsibility, do a good job of guiding the improvement of the quality of Party cell activities, and at the same time help localities concretize and implement Party resolutions and State laws and policies in accordance with the actual situation at the grassroots level.
In the process of performing tasks, members of the working groups closely followed the resolutions, programs and plans of the City Party Committee, helping the grassroots Party cells to operate their activities in depth, achieving the set targets and plans. Many Party cells had weaknesses, the working groups flexibly asked for guidance from superiors to promptly overcome them, creating a strong driving force for change in many areas.
Practical effectiveness
According to the assessment of many localities, since the working group of the City Party Committee participated in the activities, the grassroots Party cells have seriously maintained the regular activities, strictly followed the principles of Party organization and activities, the content of Party cell activities ensured leadership, education , fighting spirit, self-criticism and criticism, and raised the sense of organization and discipline in the Party. Democracy among Party members was promoted, and lively discussions were held, with quality opinions close to the actual situation of the Party cell and locality.
Ms. Nguyen Thi Thom (Party member of Ha Dong village Party cell, Dien Hoa commune) said: "Previously, Party cell activities were conducted based on experience. Party cell meetings took place at night, and many times, discussing crop and field production was a long-standing idea.
Since the working group of the City Party Committee came down to guide, the Party cell activities have become more organized and the quality has clearly improved. The Party cell meeting time has also been shortened according to regulations from 90 minutes to 120 minutes.
In addition, the Party cells always do a good job of organizing thematic activities. Many Party cells have organized 4 thematic activities in a year. The content of the thematic activities is closely linked to the political tasks of the locality, agency, and unit. The Party cell committee, secretary, and deputy secretary clearly demonstrate their roles and responsibilities in preparing the content of implementation and managing the Party cell activities fully and closely.
Grasp the ideological situation of party members, evaluate the implementation of the Party cell's tasks last month, clearly state what has been done, what has not been done, the causes and solutions; review the implementation of tasks assigned by the Party cell by party members, propose a number of specific tasks to be carried out in the coming month according to the functions and tasks of the Party cell and the direction of the superior Party Committee.
Mr. Huynh Quang Trung - Head of the Organizing Committee of Dien Ban Town Party Committee said that the assignment of working groups to attend grassroots Party cell meetings in the area in recent times has brought practical results to the leadership and management of the Standing Committee of the Town Party Committee.
Thereby, we can grasp the situation of cadres and party members at the grassroots level, overcome limitations, improve the quality of grassroots party organizations and the role and responsibility of Party committees and branches. Working group members attending Party cell meetings also have contact and get close to grassroots cadres and party members, and gain more experience in practical work.
