According to the report of the unit preparing the feasibility study report, the detailed construction plan at a scale of 1/500 was just approved by the Provincial People's Committee on June 5. The work of agreeing on the water connection for the project is currently not stuck. The investor is coordinating with the Department of Industry and Trade to complete the procedures for the route plan and the location of the 110kV pillar foundation to release the project's power capacity. The environmental impact assessment report is being revised according to the opinions of the appraisal council.
However, the project is currently facing many difficulties and obstacles. Specifically, the time for appraisal of environmental impact assessment reports must comply with legal regulations on listing, public consultation, and environmental impact assessment consultation, which cannot be shortened. Changes in legal regulations have resulted in the project's technology no longer being in line with the National Technical Regulations on technical infrastructure works for solid waste collection and treatment, and investors must contact central ministries and branches to resolve the issue. The project's technology appraisal council believes that the 1-incinerator option will be more effective than the 2-incinerator option as proposed.
From there, the unit preparing the feasibility study report recommended that the Provincial People's Committee assign departments and branches to advise and support the investor to speed up the project implementation process. At the same time, assign the Department of Finance to extend the progress of preparing the feasibility study report and agree to let the investor implement the 1-incinerator technology plan according to the opinion of the technology appraisal council.
Vice Chairman of the Provincial People's Committee Duong Minh Dung said that this project is a major policy of the province to improve the effectiveness of environmental protection and develop renewable energy sources. However, the work of preparing the feasibility study report has been extended many times but is still slow.
The provincial People's Committee leader requested the investor to rebuild the project's progress critical road, then focus on resolving existing problems and issues so that the project is eligible to start construction on the occasion of National Day September 2 and to celebrate the Party Congress.
In addition, it is necessary to proactively work with central ministries and branches to get the environmental impact assessment report approved before July 15. At the same time, closely coordinate with departments, branches and localities to complete the direction of power lines; synchronize planning.
The Vice Chairman of the Provincial People's Committee also requested the Department of Finance to support investors so that the project can have an investment policy as soon as possible; prepare bidding steps to select investors. At the same time, review and propose the Provincial People's Committee to handle the unit that prepared the dossier if it does not complete the task according to the committed critical path milestone.
The project of the Waste-to-Energy Treatment Plant in Vinh Tan Commune, Vinh Cuu District under the form of public-private partnership was approved by the Provincial People's Council in Resolution No. 28/NQ-HDND dated September 22, 2022. The project has a total investment capital of nearly 2.3 trillion VND, including 2 investment phases, with a total waste treatment capacity of 1.2 thousand tons/day, generating 30MW of electricity. This is also the first waste-to-energy project in the province.
