On the morning of October 17, in Hanoi, the Ministry of Agriculture and Environment held an online meeting with localities to implement Circular No. 60 dated October 14, 2025 of the Ministry of Agriculture and Environment guiding the functions, tasks, powers and organizational structure of public service units performing agricultural extension work at the provincial and commune levels.

Attending at the Hai Phong bridge point were comrade Bui Van Thang, member of the Standing Committee of the City Party Committee, Director of the Department of Agriculture and Environment; leaders of a number of departments, branches, offices, and the city's Agricultural Extension Center.

At the conference, representatives of the Ministry of Agriculture and Environment disseminated and thoroughly grasped the basic contents of Circular No. 60 dated October 14, 2025; the basic contents of Official Dispatch No. 145 dated October 8, 2025 of the Steering Committee for the Arrangement of Administrative Units at All Levels and the Construction of a 2-level Local Government Organization Model (Government Steering Committee) on perfecting the organizational system for implementing agricultural extension tasks at the local level.

Accordingly, the People's Committees of provinces and centrally run cities urgently deploy the arrangement of the two-level agricultural extension organization system (provincial and communal levels). In particular, at the provincial level, the model of the Provincial Agricultural Extension Center under the Department of Agriculture and Environment will be unified, ensuring the correct functions and tasks according to regulations, focusing on the tasks of guiding, coordinating, urging, inspecting and supporting the communal level in implementing agricultural extension work.

For the commune level, direct the People's Committee at the commune level to submit to the People's Council at the same level to establish a public service unit under the People's Committee at the commune level to provide basic and essential public services to meet practical requirements in the area. The public service unit is guaranteed by the state budget, providing public services in the fields of culture, sports, tourism, information, communication, environment, agricultural extension, urban areas, etc., to be completed before October 30, 2025.

The People's Committees of provinces and centrally run cities direct the Department of Agriculture and Environment to develop plans to terminate the operations of regional agricultural extension centers and stations under the provincial Agricultural Extension Center. Transfer the functions, tasks and agricultural extension officers at regional agricultural extension centers and stations to work at public service units providing basic and essential public service services at the commune level to carry out agricultural extension tasks.

Based on the number of agricultural extension officers working at the provincial level and regional agricultural extension centers and stations, direct the arrangement and assignment of 2-3 full-time agricultural extension officers at the commune level with agricultural and fishery production to work at public service units to perform agricultural extension tasks, in combination with officers and civil servants in charge of the agricultural sector under the People's Committee at the commune level, ensuring that at least each commune has 5-6 officers, civil servants and public employees performing tasks related to the agricultural extension sector; do not increase the total number of agricultural extension officers.

Directing commune-level authorities to pay attention to directing the implementation of agricultural extension work well, not "outsourcing" to public service units at the commune level; continuing to consolidate, improve and improve the operational efficiency of community agricultural extension teams; directing the promulgation of coordination regulations between the Provincial Agricultural Extension Center and the Commune-level People's Committee in implementing agricultural extension tasks in the area in a timely and effective manner...

Concluding the meeting, Deputy Minister of Agriculture and Environment Tran Thanh Nam emphasized that in order to promptly complete the organizational system for implementing agricultural extension tasks at the local level, he requested that localities immediately start implementing the work contents according to Circular No. 60 dated October 14, 2025 of the Ministry of Agriculture and Environment, striving to complete the arrangement before October 30, 2025.

During the implementation process, localities focus on arranging agricultural extension officers with the right expertise and profession to effectively promote their strengths at the grassroots level.

The Department of Agriculture and Environment advises the Provincial People's Committee to develop a coordination regulation between the Provincial Agricultural Extension Center and the Commune People's Committee. Communes focus on developing specific plans and programs to effectively organize and implement grassroots agricultural extension work...

Hai Phong City currently has 237 officials, civil servants, and agricultural extension workers working in agricultural extension, of which 50 officials and civil servants work at the Agricultural Extension Center and production farms, and 187 officials and agricultural extension workers work at regional agricultural extension stations. According to Circular 60, 187 officials and agricultural extension workers at regional agricultural extension stations will be transferred to public service units under the People's Committees of communes, wards, and special zones with agricultural production.
