Classify and report 2024 disbursement results periodically every half month

To ensure the accuracy and completeness of the disbursement of the 2024 investment capital plan, the Provincial People's Committee assigned the Department of Planning and Investment to preside over and coordinate with the Department of Finance, the State Treasury of Quang Nam and other units and localities to urgently review and advise on the content of periodic reports every 2 weeks (on the 1st and 15th of each month). The results will be specifically evaluated and classified as: excellent, good, fair, average, weak, poor... for each department, branch, industry, association, district, town and city People's Committee.

Departments, branches, sectors, associations, People's Committees of districts, towns and cities are responsible for periodically reporting on the allocation and disbursement of investment capital plans to the Department of Planning and Investment for synthesis and reporting to competent authorities for monitoring and direction.

The Provincial Party Standing Committee, Provincial People's Council, and Provincial People's Committee will monitor, direct, and urge units and localities to speed up disbursement progress as required.

On February 26, 2024, the Chairman of the Provincial People's Committee issued Directive No. 03, striving to disburse 100% of public investment capital in 2024 (by the end of the second quarter, it will reach more than 40%, by the end of the third quarter, it will reach more than 60%, by December 31, 2024, it will disburse more than 90% and by the end of January 2025, it will disburse 100% of the 2024 capital plan).

According to statistics, in the first quarter of 2024, the disbursement rate only reached 8.9% compared to the 2024 capital plan after adjustment (not including the capital source extended from 2023 to 2024 which is being considered and decided). Quang Nam ranked 57/63, among the 10 provinces and cities with the lowest disbursement rate.
