Discussing in groups yesterday morning, National Assembly delegates emphasized that the whole country and the entire political system have implemented tasks very quickly, strongly and decisively, unprecedentedly. Large-scale changes from the two-level local government and the reorganization of the apparatus have received consensus from the people to officials at all levels. Based on the results achieved, delegates also suggested that the Government analyze more carefully and deeply the challenges posed in the new period to proactively find effective solutions.

In the 2021 - 2025 period, the growth rate reached 6.3%, although it has not reached the target of 6.5 - 7%, but this is a fairly good growth rate in the context of great challenges and the impact of the pandemic. Although GDP growth is good, the indicators of ICOR, labor productivity, growth quality in the industrial, processing, manufacturing sectors or related to the digital transformation industry are not high. Therefore, it is necessary to evaluate more carefully and specifically because we are shifting the economic structure in the direction related to improving labor productivity and growth quality in these sectors.

On the other hand, the domestic economy is still heavily dependent on foreign direct investment (FDI). The proportion of exports dependent on FDI is 75% and imports also depend on this sector by nearly 70%. The localization factor only reaches 36.6%. Internal factors in the country show that the economic structure is not yet stable, making the economy vulnerable and easily affected by fluctuations in the world .

Regarding the target of increasing budget revenue, the Government's report sets the target of increasing budget revenue in 2025 by at least 10% compared to 2024. This is a target that can be achieved, but it is necessary to ensure balance and carefully assess the impact on this target for the following year and the following years. If the target of increasing budget revenue is set but unreasonable policies are designed, causing businesses to be exhausted, not having enough financial capacity to reinvest or affecting people's income and life, it will lead to a trend of tightening domestic spending, posing a challenge to the target of economic growth.

In the current period, the set goals need to be compatible and go hand in hand with the general policy, that is, the expansionary fiscal policy, to create more favorable conditions for businesses to have better cash flows to expand investment and production.

In the field of investment and infrastructure development, it is necessary to focus on planning railway routes connecting major ports with export processing zones and industrial parks. Currently, Vietnam's logistics costs are very high, averaging 16-17% of GDP, while the world's average logistics costs are about 10-12%. Developing freight railways will help solve the problem of reducing logistics costs and reducing container movement by road, solving traffic congestion and environmental pollution.

Also related to the field of investment and infrastructure development, there are still conflicts between plans, especially between 1/500 plans and higher-level plans (level 1/2 and above), leading to the need to adjust the plans, causing time loss for investors, so the project investment preparation stage is prolonged. Therefore, it is recommended to resolve these conflicts completely so that projects, both public and private, can be implemented quickly.

In 2025, we have implemented tasks very quickly, strongly and decisively, unprecedentedly. Large-scale changes from the two-level local government and the organizational arrangement have received consensus from the people to officials at all levels.

It is recommended that the Government report should analyze more thoroughly and deeply the challenges posed in the new period. Especially in the context of implementing a two-level local government, the arrangement of cadres requires us to have a more "sophisticated" team to handle the work. Therefore, it is necessary to focus on training and educating commune-level cadres, focusing on self-study, to meet the requirements and tasks of the job, ensuring the right people are used, the right people are selected and the right jobs are assigned. At the same time, it is necessary to focus on salary policies and conditions to ensure that commune-level cadres feel secure in their work.

Regarding the National Target Programs, we currently have the National Target Program on New Rural Development, the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period, the National Target Program on Cultural Development for the 2025-2035 period, and the National Target Program on Drug Prevention and Control until 2030. The Government is proposing and submitting to the National Assembly for consideration the National Target Program on Modernization and Improvement of Education and Training Quality for the 2026-2035 period and the National Target Program on Public Health Care, Population and Development for the 2026-2035 period, with the target groups greatly affected. Therefore, the Government must clearly analyze and carefully consider resources to implement these Programs, ensuring effectiveness and objectives as set out.

A growing problem in the school environment is school violence. In just a short period of time from the beginning of October until now, a series of serious school violence incidents have occurred and spread rapidly on social networks. More alarmingly, these acts of violence do not stop at students to students, but also spread to the relationship between students and teachers.

If school violence is not controlled promptly, comprehensively and strongly enough, it will not only erode moral values ​​in schools, but also seriously threaten school security, the safety of teachers and students, as well as the quality of education in general.

The Ministry of Education and Training has implemented many solutions to control, prevent and combat school violence; however, in the face of the increasingly dangerous nature of school violence, it is recommended that the Ministry of Education and Training continue to have unified direction, coordination mechanisms, and strict control mechanisms to effectively prevent and combat school violence. In particular, the Ministry of Education and Training needs to coordinate with the Ministry of Home Affairs to develop separate job titles, separate payrolls and clear recruitment mechanisms for the position of school psychologists, ensuring that this is a specialized department with qualifications, responsibility, in-depth activities and specific work performance evaluation according to criteria. Strengthen the integration of school violence prevention and combat content in the official curriculum; review and adjust the civic education program, career guidance experience activities... to ensure that moral and personality education for students is carried out regularly and substantially.

At the same time, it is necessary to strengthen the responsibility of families and establish a close and effective coordination mechanism between families and schools in moral and personality education for students, especially coordination in implementing post-violence recovery measures for victims and re-education for students who violate. This is the core condition to create a "circle of protection" for students. When schools do not stand alone in moral and behavioral education, but have the real accompaniment of students' families, then it is possible to prevent, detect early and thoroughly handle acts of school violence.

In recent times, many important policies and guidelines in the field of education have been issued, creating breakthrough changes to improve the quality of education and training. In addition, the legal policy system related to social security has also been supplemented and improved, creating trust and support from the people.

I propose that the Government continue to pay attention to resolving and handling a number of existing issues in the socio-cultural field. Specifically, the issue of violence and child abuse, especially on the internet and in the school environment, is still very complicated; the situation of fraud against young people, children and the elderly on social platforms is increasing and has not been dealt with decisively. Therefore, the Government needs to have more drastic solutions to address these issues. In particular, strictly control the situation of child care in non-public nurseries and preschools and improve the capacity of the local child protection system.

At the same time, it is necessary to perfect the legal framework and technical tools to protect children in the online environment; strengthen and expand the team of collaborators working on children, ensuring that this team is trained in professional skills and able to handle intervention situations when problems arise.

In addition, pay attention to supporting people, especially the elderly, to access services, information technology, digital transformation and implementation of online public services. Continue to develop and expand the network of elderly care facilities and have stronger preferential policies on land, tax and credit for investment projects in this field. Research to continue raising social assistance standards closer to the income poverty line and soon issue policies for poor households without the ability to work, expanding the eligible subjects to receive care at social assistance facilities.
