182 community reintegration models
Every year, the whole province has about 2,000 CHXAPT people returning to reside locally, of which nearly 40% are subjects serving sentences for drug-related crimes, more than 20% are subjects committing crimes of theft, robbery, and more than 10% are subjects committing crimes of disturbing public order and intentionally causing injury.
Identifying the significance and importance of implementing measures to ensure community-based education for the poor, the Steering Committee for crime prevention and control, social evils and building the movement "All people protect national security" (Steering Committee 138) of Thanh Hoa province has advised the Provincial Party Committee and the Provincial People's Committee to implement the Party's guidelines and policies, the State's policies and laws on community-based education. Directing the Provincial Police to coordinate with the Provincial Party Committee's Propaganda and Mass Mobilization Department, the Provincial Fatherland Front Committee, provincial departments, branches and mass organizations to regularly inspect and urge the implementation of community-based education at the grassroots level. Party committees and authorities at all levels focus on directing agencies, departments, branches and mass organizations to regularly do a good job of propagating, disseminating and thoroughly understanding the Party's and Government's policies and laws, and local regulations on community-based education. At the same time, do a good job of managing,educating and helping CHXAPT people return to their place of residence.
With the efforts of the entire political system and the support of the people, the work of community service for the CHXAPT in the province has had many positive changes. The police force coordinates with departments, branches, organizations, local Party committees and authorities, and units to regularly encourage, educate, and help the CHXAPT overcome their inferiority complex and strive to improve their lives. The social community gradually eliminates prejudice, stigma, and discrimination against the CHXAPT. Many models of community service to help the CHXAPT return to their localities have been established in communes, wards, and towns and are being spread and replicated throughout the province.
After nearly 2 years of implementation, up to now, the whole province has had 182 models of community-based youth development. Among them, the following models stand out: "Reforming, educating, and helping people with community-based youth development"; "Managing, reforming, educating, and helping to create jobs for bad youth"; "Joining hands to reform, educate, and help people who have made mistakes in the community"; "Veterans with community-based youth development work"; "Self-managed clans"; "Helping people who have made mistakes"; "Enterprises with community-based youth development work" in Nhu Xuan district...
Many steering committees of the THNCĐ model in localities have effectively promoted their role in directing and organizing the implementation of job creation, eliminating inferiority complexes, helping CHXAPT people return to their localities to stabilize their lives, bringing high efficiency. Typically: The model "Veterans join hands to help THNCĐ people" in Nghi Son town, through the process of operation, has been replicated in 29/30 communes and wards and supported in finding and introducing jobs for 63 CHXAPT people to work as workers at enterprises: Annora Vietnam Shoes Co., Ltd., B85 Garment Joint Stock Company, Giang Son Construction and Trade Co., Ltd., Dai Duong Cement Joint Stock Company. The model "Group 3 on 1" in Rung Thong ward (Thanh Hoa city) mobilizes Minh Huong Investment, Construction and Trade Joint Stock Company to annually receive 2 to 3 cases of THNCĐ to work, creating stable income, some have risen to become households with good economic income in the locality. The model "Enterprises with community service" in Hoang Hoa district has created jobs for 12 CHXAPT people to work in enterprises with stable income. The model "Departments, branches and unions of Tan Phong town (Quang Xuong) carry out community service" has received and oriented, finding stable jobs for 20 CHXAPT people; in which Mr. Do Duy Tai in Phong Luong residential group is a typical individual who has risen up to develop the economy and was awarded a Certificate of Merit by the Director of the Provincial Police. The model "Fatherland Front with community service" in Ngoc Lac town has supported in finding and introducing jobs for 20 CHXAPT people to stabilize their lives. The model "Entrepreneurs with security and order" in Nga Son district has consulted and introduced jobs for 46 CHXAPT people returning to the locality. The model "Reintegration to develop the marine economy" in Quang Vinh ward (Sam Son city); The model "3/1 about THNCĐ" in Cam Ngoc commune (Cam Thuy) introduced jobs for CHXAPT people to work at PMT Shoe Company Limited with a stable income...
The models of community rehabilitation in the province are built on the basis of absorbing good practices, effective models and researching and innovating methods of implementing the construction and replication of models suitable to the socio-economic conditions and the situation and characteristics of the CHXAPT in the locality. Most of the models have attracted the participation of a large number of members, the attention and support of the Party Committee, the government, organizations and the coordination of families and the masses. From there, helping the reformed people have more confidence and the will to strive to integrate into the community.
"Light up" the belief in goodness
In order for the CHXAPT to quickly integrate, the local community where they live needs to have a more open and forgiving view. Because, even if they are determined and try, if the people around them do not accept them and discriminate against them, their positive psychology will gradually disappear, which can once again push them down the wrong path. Realizing this, in recent times, the Party Committees and authorities at all levels in the province have done a good job of educating, helping the CHXAPT to return to their locality to live. 100% of the CHXAPT when returning to their locality are received, guided to carry out procedures for residence registration, issuance of citizen identification cards, and guided in other administrative procedures according to regulations and are directly managed, supervised, educated, and assisted by organizations and individuals. The selection, assignment of management and education of CHXAPT people are specifically assessed by relevant agencies, departments and branches based on the personal characteristics of CHXAPT people and the actual situation in the locality.
In order to raise awareness and responsibility for local authorities and the masses in providing advice, orientation, vocational training, and job placement for CHXAPT people in the community and THNCĐ people, the Provincial Police coordinated with the Department of Labor - Invalids and Social Affairs (now the Department of Home Affairs), Thanh Hoa City People's Committee, Hoang Hoa, Yen Dinh, Nong Cong districts to organize a forum for legal advice, job placement, and loan support for nearly 1,500 people serving criminal sentences in the community and THNCĐ people in the province. Along with that, the Provincial Police organized the program "Human Love Market" with the participation of 13 enterprises and vocational training institutions in the province to participate in consulting, job recruitment and 359 people serving criminal sentences in the community and THNCĐ people in Quang Xuong district. This is a creative way of the Provincial Police to support, connect, and create jobs for CHXAPT people to have conditions to stabilize their lives and gradually become members of the community.

In localities in the province, the steering committee of the community-based model and socio-political organizations have implemented many measures to encourage and help those who have made mistakes to achieve sustainable community-based learning. There are cases where people who have made mistakes, with the help of their families, society and the government, have come back strongly and become shining examples in rebuilding their lives. A typical example is: Mr. Truong Dinh Thai in An Hung ward (Thanh Hoa city), after completing his sentence for "Illegal possession of narcotics", encountered many difficulties in community-based learning. However, with his own efforts, the trust and encouragement of his family, and the attention of the local government, he was determined to establish a workshop to process and produce stone tiles. Up to now, Mr. Thai's production facility has created regular jobs for 15 workers with an average income of more than 10 million VND/person/month. Mr. Le Trong Thang in Nguyen Binh ward (Nghi Son town) opened a wooden furniture factory, with a monthly income of 15 - 20 million VND; creating jobs for 4 seasonal workers with an income of 370,000 - 400,000 VND/person/day. Mr. Ha Dinh Quy in Xuan Cao commune (Thuong Xuan) has invested in raising pigs and growing acacia seedlings in his home garden. Up to now, the average annual income of Mr. Quy's family has reached 300 - 500 million VND, creating seasonal jobs for 7 - 10 workers with an income of 6 - 8 million VND/person/month...
With the motto "Leave no one behind", the specific and practical spiritual and material support and assistance activities of the entire political system and the People have given the wrongdoers the motivation to rebuild their lives, "light up" their faith in goodness, continue their unfinished dreams and plans, strive for economic development, stabilize their lives, and sustainably build a strong community.
Lieutenant Colonel Nguyen Tien Dung, Head of the Criminal Enforcement and Judicial Support Department, Thanh Hoa Provincial Police, said: Currently, the whole province has more than 5,000 CHXAPT people who have been received, managed, educated and assisted. In practice, community rehabilitation work is a difficult and complicated process, requiring perseverance, synchronous and long-term efforts of the whole community. Inferiority complex, and difficulty in finding stable jobs are the main reasons why CHXAPT people returning to their localities have difficulty integrating into the community, leading to the risk of reoffending. In order to effectively manage, educate and assist CHXAPT people with community rehabilitation, in the coming time, the criminal enforcement agency, the Provincial Police will continue to do a good job of advising the Party Committees and authorities at all levels in implementing measures to ensure community rehabilitation in the province. Innovate the work of propaganda, dissemination and education of the law on community-based education with rich and diverse content, methods and forms suitable for each locality and specific target, focusing on propaganda on digital platforms. Effectively implement the construction and replication of advanced models and typical examples in community-based education work. Coordinate well in the work of receiving, managing, educating and helping people from the CHXAPT return to reside in the locality. Periodically conduct preliminary and final reviews of the implementation of this work to review and evaluate the results achieved, as well as the difficulties and obstacles; shortcomings and limitations to find solutions to remove and overcome; at the same time, commend and reward collectives and individuals with outstanding achievements in community-based education work, contributing to the effective implementation of crime prevention and ensuring security and order in the locality.
Every person who has made a mistake desires to be given a chance to strive to rebuild their life. Helping them integrate into the community is not only the responsibility of the whole society but also a way to spread noble human values.
