Launching the Month of Action for Children and Opening Summer Activities 2025

(Haiphong.gov.vn) – On the morning of June 2, at the City Children's Cultural Palace, the City People's Committee organized the Program to launch the Month of Action for Children and open the Summer Activities 2025.

Attending the program were comrades, Vice Chairman of the City People's Committee; Secretary of Hai Phong City Youth Union; Deputy Director of the Department of Health ; and representatives of leaders of related and nearby departments, branches, sectors and units in the city.

The Month of Action for Children and the annual Summer Activities have become a beautiful tradition, demonstrating the deep concern of Party committees, authorities and the whole society for the work of protecting, caring for andeducating children. This is an opportunity to recognize and evaluate the results achieved, point out the shortcomings and limitations that need to be overcome; thereby raising awareness and responsibility of all levels, sectors and the whole community in solving issues related to children right at the grassroots level.

The series of summer activities also contributed to attracting and gathering union members and young people to participate in traditional education programs, celebrating major holidays, thereby fostering love for the homeland and country, promoting the spirit of initiative, creativity and volunteering for the community. The campaign "For beloved juniors" continued to be widely deployed, mobilizing the participation of the whole society, especially the close coordination between families, schools and socio- political organizations.

Implementing Directive No. 28-CT/TW dated December 25, 2023 of the Politburo, in recent times, Hai Phong city has actively implemented many practical policies for children. The city has allocated significant resources to support tuition fees for 100% of students at all levels; giving Tet gifts to all children in special circumstances; and issuing health insurance cards to children from poor, near-poor and newly escaped poverty households.

In the 2021-2024 period, the city budget has allocated nearly VND 20,000 billion for child protection, care and education; of which, more than VND 19,100 billion is for education, nearly VND 664 billion for health care and more than VND 176 billion for social security. Along with that, socialized resources have also been strongly mobilized, with a total budget of more than VND 232 billion in the period from 2021 to present, supporting over 1.2 million children in difficult circumstances.

The above results are clear evidence of the attention and cooperation of the entire political system and society, towards the goal of "No child is left behind", contributing to building a future generation with comprehensive physical, intellectual and moral development.

By 2024, 85% of Hai Phong city’s communes, wards and towns will meet child-friendly standards – a remarkable result, demonstrating the efforts of all levels and sectors in caring for the younger generation. However, the living environment for children in some localities is still not really safe and healthy. Children are still facing many risks such as accidents, injuries, violence, abuse, as well as a lack of space for play, entertainment and comprehensive development.

In particular, in the context of strong digital technology development, social networks have many potential risks of negative impacts on children, while the work of controlling and protecting children in cyberspace is still limited. Some areas still have high potential risks related to violence, abuse and injuries to children. Life skills education and mental health care for children in some localities and units have not received due attention. The work of ensuring children's rights, especially food safety and hygiene, disease prevention in some child care and nurturing facilities still has many potential risks that are difficult to control.

Management, education and organization of summer activities for children in some localities have not received the synchronous participation of commune-level authorities, mass organizations and residential areas. Many places still lack close coordination, the content and form of organizing summer activities are still monotonous, not really attractive enough to attract a large number of children to participate. Currently, the whole city has more than 5,000 children in special circumstances, in great need of timely attention and support so that they have the opportunity to study, integrate and develop with society.

Speaking at the launching ceremony, Vice Chairman of the City People's Committee Hoang Minh Cuong emphasized that in 2025, the Ministry of Health launched the Action Month for Children with the theme "Prioritizing resources to complete goals for children" and the city organized Summer Activities with the theme "Happy, healthy - Safe, useful summer". Vice Chairman of the City People's Committee Hoang Minh Cuong requested that departments, branches, sectors, districts and towns focus on implementing Directive 28-CT/TW of the Politburo, ensuring full implementation of children's rights and organizing at least one practical activity for children in each locality.

All levels need to strengthen propaganda to raise awareness about child protection and care, and mobilize social resources to participate. At the same time, organize dialogue activities, visit and give gifts to children in special circumstances, organize safe and healthy summer activities, and instruct children in life skills and self-protection.

In particular, the campaign to build and repair the “Red Scarf House” and develop a space for children to play and live. The Vice President also called on young people to promote volunteer activities, care for children and propose solutions to reduce injuries and drowning in children.

On this occasion, the Organizing Committee awarded 60 scholarships from the City Children's Fund, 20 gifts from the City Youth Union and 60 gifts from the Children's Fund to disadvantaged students. At the same time, Certificates of Merit and the title of "Golden Heart" were awarded to outstanding sponsors who have made positive contributions to the construction of the City Children's Fund in 2024.
