In an interview with Hoa Binh Newspaper on the occasion of the 77th anniversary of War Invalids and Martyrs Day (TB-LS) July 27, 1947 - July 27, 2024, comrade Nguyen Ngoc Diep, Member of the Provincial Party Committee, Director of the Department of Labor - Invalids and Social Affairs, Deputy Head of the Standing Committee of the Provincial Steering Committee for Caring for People with Meritorious Services (NCC), affirmed that the implementation of preferential policies for NCC and TB - LS work is the sentiment and responsibility of the political system and the whole society.

The Steering Committee for Caring for People with Meritorious Services in Hoa Binh City awarded funding and started building a house of gratitude for people with meritorious services in difficult circumstances in Group 6, Ky Son Ward.

PV: Could you please tell us how Hoa Binh province has paid attention to and implemented policies for NCC in recent times?

Comrade Nguyen Ngoc Diep: In recent years, under the leadership of the Provincial Party Committee and the Provincial People's Committee; with the effective coordination of sectors and levels, the work of caring for the lives of the elderly in the province has become a political and social activity of profound significance and achieved important results in all areas. A bright spot in the leadership and direction of the implementation of preferential policies for elderly people is that the Provincial Party Standing Committee has issued Directive No. 21-CT/TU on strengthening the Party's leadership over the work of elderly people in the province until 2025 and the following years, focusing on the timely and complete implementation of policies according to the Ordinance on preferential policies for elderly people, ensuring that elderly people enjoy full preferential policies according to regulations, and have a material and spiritual life that is increasingly higher than the average living standard compared to the population in the same residential area.

The lives of policy households and NCC are increasingly improving both in spirit and income. The whole province currently has over 99.6% of NCC households with a standard of living equal to or higher than the average living standard of the people in the same area; 100% of communes, wards and towns are recognized for doing well in TB-LS and NCC work. Preferential policies such as monthly allowances, health insurance, nursing care, housing improvement support, incentives in education and training, and solidarity movements are fully and promptly implemented, without any violations or negativity, and there are no pending cases that have not been reviewed or resolved. Compassion movements and socialization of NCC care are promoted.

Up to now, Hoa Binh province has confirmed and resolved preferential policies for nearly 40,000 NCCs. Of which, monthly preferential allowances are being paid to 7,310 NCCs and their relatives, and health insurance policies are being resolved for over 12,000 people; over 3,200 NCCs and relatives of martyrs are receiving annual care and health rehabilitation; each year, over 50,000 gifts are given to beneficiaries on the occasion of Lunar New Year and War Invalids and Martyrs Day with a total budget of over 15 billion VND/year.

Reporter: Besides implementing preferential policies for beneficiaries, how has Hoa Binh province deployed social resources to take care of the lives of beneficiaries and policy families, sir?

Comrade Nguyen Ngoc Diep: The movements "Repaying gratitude", "All people take care of policy families and beneficiaries" have been responded to and actively participated in by Party committees, authorities, the Fatherland Front, organizations and armed forces, enterprises, organizations and individuals inside and outside the province. In the context of low resources for implementing preferential policies, socialized resources have contributed funds and materials to support the construction of gratitude houses, giving savings books, taking care of Vietnamese Heroic Mothers, visiting and encouraging beneficiaries, policy families and other "repaying gratitude" activities...

Through propaganda and mobilization, the movements have become more and more regular and widespread. On average, each year, agencies, organizations and individuals have mobilized to support the "Repaying gratitude" fund with over 5 billion VND at all 3 levels (province, district and commune). The fund has contributed to taking care of the lives and supporting housing for policy families and war invalids; renovating, repairing and upgrading works honoring martyrs in the province, making an important contribution to stabilizing the socio-economic life in the locality. The gratitude and care of the entire political system and the social community have encouraged and motivated war invalids, sick soldiers, relatives of martyrs and war invalids to overcome difficulties and continue to contribute their strength and intelligence to the cause of building the homeland and the country.

PV: To better implement the work of TB-LS, taking care of the lives of policy families and NCC, what solutions is Hoa Binh province interested in in 2024 and the following years, comrade?

Comrade Nguyen Ngoc Diep: To effectively carry out the work of TB-LS and NCC in 2024 and the following years, all levels and sectors need to thoroughly implement Directive No. 21-CT/TU of the Provincial Party Standing Committee on NCC work to promote the combined strength of the entire political system and all classes of people in implementing the State's preferential policies in the locality. In addition, strengthen the leadership and direction of Party committees and authorities at all levels on TB-LS work. Widely propagate the Party and State's policies and guidelines on NCC, the "Repaying gratitude" movement among cadres, party members and all classes of people. Promote socialization work, carry out deeper and more frequent socialization of gratitude movements, such as building gratitude houses, supporting the "Repaying gratitude" fund... Strive to have no more poor NCC households; Focus on resolving difficulties, obstacles, and backlogs in implementing preferential policies for NCC; regularly and promptly honor exemplary NCCs who overcome difficulties, commend outstanding collectives and individuals in implementing the movement "Repaying gratitude"...

On the occasion of the 77th anniversary of the War Invalids and Martyrs' Day, in addition to launching the "Repaying gratitude" movement, the province has implemented many meaningful programs and activities to show gratitude to families of policy beneficiaries and war invalids, such as: organizing visits and giving gifts to war invalids and their relatives in localities in the province and war invalids' care and nursing centers, ensuring timeliness and completeness; organizing incense offering, commemorating heroic martyrs and lighting candles to show gratitude to heroic martyrs at martyrs' cemeteries in the province; organizing delegations of key leaders of the province to visit the Truong Son National Martyrs' Cemetery, the Road 9 National Martyrs' Cemetery (Quang Tri) and the Vi Xuyen National Martyrs' Cemetery ( Ha Giang ); mobilizing support for the "Repaying gratitude" fund at all levels...
