Promoting the spirit of responsibility, creating favorable conditions for sand mining in My Yen village

Leaders of Cam Xuyen district ( Ha Tinh ) asked people to promote their sense of responsibility towards the community and the country; agree and create favorable conditions for sand mining in My Yen village, Cam My commune to serve the North-South expressway project.

Many people from My Yen village, Cam My commune attended the dialogue conference.

On the morning of November 2, Cam Xuyen District People's Committee held a dialogue conference between the Chairman of the District People's Committee and the people of My Yen village, Cam My commune regarding sand mining for the North-South expressway project.

The sand mine in My Yen village, Cam My commune is a construction material mine approved by the Provincial People's Committee in Decision No. 431/QD-UBND dated February 6, 2014; and is also integrated into the Ha Tinh Provincial Planning for the period 2021-2030, with a vision to 2050 according to Decision No. 1363/QD-TTg dated November 8, 2022 of the Prime Minister .

The mine was approved by the Provincial People's Committee to add the area for exploiting common construction materials to the area where mineral exploitation rights are not auctioned in Ha Tinh in Decision No. 1602/QD-UBND dated July 6, 2023.

Mr. Luu Nhu Luat (My Yen village, Cam My commune): requested the district to review and complete the sand mine information.

The sand mine in My Yen village is demarcated at 3,479 hectares; it is the annual crop land of 86 households (nearly 1.7 hectares) and the land managed by the People's Committee of Cam My commune (more than 1.7 hectares). The expected sand mine reserves are nearly 90,000 ^m3 . The mining depth is equal to the current river bottom (cosd -0.1m).

Regarding the purpose of exploitation, the sand mine in My Yen village is only used for the North-South expressway project, not for other purposes. The exploitation method is only allowed to use excavators and transport vehicles, not sand suction method.

Mr. Nguyen Van Vinh (My Yen village, Cam My commune): The government needs to consider exploiting sand mines safely and effectively.

At the dialogue conference, people of My Yen village, Cam My commune expressed their agreement, appreciation and recognition of the local government for organizing the dialogue conference to listen to the thoughts and aspirations of the people.

At the same time, the people also proposed many contents related to the policy of exploiting sand mines to serve the North-South expressway project such as: the government needs to consider to exploit safely and effectively, especially pay attention to the issue of landslides; the government must compensate the people for land and assets on the land; request the district to review and complete the information of sand mines accurately; propose to move sand exploitation to the upstream area of ​​Ke Go instead of exploiting the downstream area of ​​Ke Go...

Chairman of Cam Xuyen District People's Committee Ha Van Binh dialogued and answered people's opinions.

In a frank and open spirit, Chairman of Cam Xuyen District People's Committee Ha Van Binh received and satisfactorily answered the concerns and questions of the people of My Yen village, Cam My commune. The Chairman of Cam Xuyen District People's Committee affirmed: Sand mining in My Yen village, Cam My commune is a national key task, with full legal basis, comprehensively assessed by all levels and sectors, both scientifically and practically. Therefore, sand mining in My Yen village does not affect the environment, there is no risk of landslides; requesting the people to promote their sense of responsibility to the community and the country; agree to exploit the sand mine in My Yen village to serve the North-South expressway project.

After the dialogue conference, Cam Xuyen District People's Committee will summarize the recommendations to report to the Provincial People's Committee to ensure the rights of the people. In particular, compensation will be implemented on the basis of ensuring the rights and interests of the people; the exploitation process will invite the people to supervise the implementation to ensure the provisions of the law.
