Celebrating the 94th Anniversary of the Traditional Day of the Party Building and Organization Sector (October 14, 1930 - October 14, 2024)

(QBĐT) - Continuing the tradition of dedication and growth over the past 94 years, the Quang Binh Party Organization and Construction sector has continuously developed, been active and proactive in its work, achieved many important results, and made worthy contributions to the common achievements of the province.

Promote solidarity and excellently complete assigned tasks

Since the beginning of the 17th term, the team of cadres and civil servants of the Party Organization and Building sector of the province has always upheld the spirit of responsibility, dedication, creativity, and strived to excellently complete all assigned tasks.

Firstly, it has proactively advised on systematizing directive and guidance documents, creating a new change in the Party building work of the province.

Thoroughly grasping the spirit of the Resolution of the 17th Provincial Party Congress and the Resolution of the 13th National Party Congress, right from the beginning of the term, the Provincial Party Committee's Organizing Committee advised the Provincial Party Committee's Executive Committee to issue an Action Program on human resource development and improving the quality of personnel work, which is one of the four breakthroughs in the term of the Provincial Party Committee. On that basis, the Provincial Party Committee's Standing Committee issued directive documents and concretized them into specific projects, programs, regulations, plans, instructions, etc.

The Provincial Party Committee's Organizing Committee has advised on the issuance of 3 projects: Project on perfecting the team of leaders and managers at the department, branch and local levels, associated with creating a source of female and young cadres; Project on innovating some steps in the process of appointing and introducing candidates; Project on training and fostering leaders and managers. Through that, a team of leaders and managers with sufficient quantity, quality and appropriate structure will be built. The above important projects not only prepare a step of human resources for the 2025-2030 term but also create a large space to prepare human resources for Party committees at all levels in the following terms.

At the same time, the Provincial Party Committee's Organizing Committee has advised on the promulgation, amendment and supplementation of a number of other important regulations and documents, creating consistency and connectivity in personnel work, such as: Decentralization of personnel management and appointment and introduction of candidates; responsibilities and handling of responsibilities of leaders and deputy leaders in performing assigned duties and tasks; framework of title standards, criteria for evaluating cadres; exemplary responsibility of cadres, party members, leaders and managers at all levels; rotation of cadres; cadre planning; on continuing to innovate the Party's leadership and governance methods over the province's political system in the new period... to update and specify the new regulations of the Central Government on personnel work. Party committees at all levels thoroughly grasp and concretize projects and regulations suitable to the practical situation of localities and units, ensuring synchronous and effective implementation, creating new changes in personnel work and building cadres at all levels in the province.

Second, synchronously and resolutely deploy, ensure the completion of the proposed contents and tasks, and prepare in one step the contents of the consultation for organizing party congresses at all levels, the 18th Provincial Party Congress, term 2025-2030.

The work of planning cadres for the 2025-2030 and 2026-2031 terms has changed, basically ensuring both quantity, quality and structure; the proportion of female cadres and young cadres has increased significantly, reaching 27.5% and 11.7% (for the provincial level), 20.5% and 10.9% (for the district level), respectively. For the planning of the provincial Party Committee, there are 9 female cadres (accounting for 15.5%), 4 young cadres under 40 years old (accounting for 6.9%); for the district and commune levels, the proportion of female cadres and young cadres is 27.17%-22.74% and 42.11%-37.70%, respectively. In the upcoming review and supplement of the staff planning, the Party Committees at all levels will actively advise on adding more female and young staff to ensure compliance with the regulations and instructions of the Provincial Party Committee Standing Committee.

The work of appointment and nomination of candidates is carried out in accordance with the regulations and plans of the Provincial Party Committee Standing Committee; all cases of first-time appointment and nomination for higher positions have reported their action plans to the Standing Committee and the Party Committee Standing Committee before being appointed or nominated for candidacy. The work of mobilizing and rotating cadres ensures and creates conditions for cadres, especially young cadres, to train, contribute and mature in practice. Focus on advising on arrangement, assignment, consolidation, assignment, mobilization, appointment and nomination of candidates in conjunction with the implementation of the policy of arranging cadres who do not hold positions for two consecutive terms in a locality or unit and implementing the cadre rotation plan in conjunction with the preparation of human resources for the Party Congresses at all levels for the 2025-2030 term.

There have been many changes in the work of party organization and party members, focusing on improving the quality of party committees, party committee activities and developing new party members. Along with focusing on building, consolidating and improving the leadership capacity and fighting strength of grassroots party organizations, the Provincial Party Committee's Organization Board has advised the Provincial Party Committee's Standing Committee to strengthen leadership and direction in developing party members. Party committees at all levels have implemented many specific and practical solutions, thereby increasing the rate of new party members admitted in the whole province; only the number of new party members who are students admitted in the first 9 months of 2024 is twice that of the whole year of 2023.

The work of organizing the apparatus and staffing was carried out methodically and closely. Resolutely and synchronously implementing the innovation, rearranging the apparatus, streamlining the staffing associated with restructuring the staff, civil servants and public employees to ensure compliance with the province's staffing streamlining roadmap until 2026. The work of training and fostering cadres was ensured according to the plan and project; training courses were organized to update knowledge, training courses for provincial and district Party committees and commune-level secretaries, training courses for leaders and managers of provincial departments, branches and sectors... to prepare a step for the personnel work in the next term. The work of protecting internal politics was carried out strictly, objectively and within authority, contributing to building a clean and strong Party and political system of the province. Regimes and policies for cadres were implemented in accordance with regulations. Pay attention to building a team of cadres and civil servants in the Party Organization and Building sector to be increasingly professional, operate effectively, and meet task requirements.

In particular, thoroughly implement Directive No. 35-CT/TW, dated June 14, 2024 of the Politburo on party congresses at all levels towards the 14th National Congress of the Party; Instruction No. 27-HD/BTCTW, dated August 26, 2024 of the Central Organizing Committee, the Provincial Party Committee's Organizing Committee promptly advised the Provincial Party Committee Standing Committee to issue Plan No. 173-KH/TU, dated August 8, 2024 on implementing Directive No. 35-CT/TW, dated June 14, 2024 of the Politburo on preparing and organizing party congresses at all levels for the 2025-2030 term, the 18th Provincial Party Congress, towards the 14th National Party Congress and Instruction No. 02-HD/TU, dated September 26, 2024 on a number of contents on preparing and organizing party congresses at all levels for the 2025-2030 term. Advise on the establishment of subcommittees of the Congress, prepare important contents to ensure the leadership and direction of the Party Congresses at all levels, the 18th Provincial Party Congress, term 2025-2030 of the Provincial Party Committee, and the Standing Committee of the Provincial Party Committee are successful according to the plan and requirements set out.

Determined to make an important step forward in the new phase

2025 is a very important year, the year of organizing Party Congresses at all levels for the 2025-2030 term, the 18th Provincial Party Congress, towards the 14th National Party Congress; this is also the year the Party Organization and Construction sector celebrates the 95th anniversary of its tradition (October 14, 1930 - October 14, 2025). To meet the requirements of the new period, the Quang Binh Party Organization and Construction sector is determined to resolutely and effectively implement the Party Organization and Construction work to ensure synchronization, connectivity, and comprehensiveness, creating new and important changes in building a clean and strong Party and political system in the province. Accordingly, the whole sector focuses on implementing the following important contents and tasks:

Firstly, advising on the successful organization of Party congresses at all levels, the 18th Provincial Party Congress, term 2025-2030. This is the biggest, most important and also extremely heavy task, requiring high concentration of cadres and civil servants of the Party Organization and Building sector. At this Party congress at all levels, the Politburo emphasized the requirement to continue to rectify and strongly innovate cadre work and personnel preparation work. The work of advising on personnel preparation for the new term must ensure the direct and comprehensive leadership of the Party and Party committees at all levels; ensure strictness, correct subjects, standards, conditions, quantity, quality and personnel structure, and proper implementation of the Party's procedures and regulations in the spirit of Directive No. 35-CT/TW of the Politburo, Plan No. 173-KH/TU of the Provincial Party Standing Committee and current regulations.

Focus on reviewing the planning of leaders and managers; planning personnel for Party committees, Party committee standing committees and key positions at all levels to prepare personnel for the new Party committee term, in conjunction with perfecting, arranging, assigning, and mobilizing leaders and managers and policies on personnel work of the Provincial Party Standing Committee. Advise on summarizing personnel work for the 2020-2025 term, clearly pointing out advantages, disadvantages and limitations, drawing profound lessons from which to propose a higher-quality personnel plan for the new Party committee term, 2025-2030, ensuring a stable transition between generations. Proactively review, appraise, and closely and thoroughly examine personnel; resolutely screen, not allowing those who do not meet the standards and conditions to enter the new Party committee term, but not leaving out those who are virtuous, talented, and prestigious in the Party and among the people.

Second, continue to vigorously implement the contents according to the key work program; ensure connectivity and synchronization in all stages of personnel work. In particular, focus on thoroughly grasping and raising awareness about building a contingent of cadres at all levels with sufficient qualities, capacity and prestige, equal to the tasks, meeting the requirements and tasks of the new period when the country enters a new era. Continue to pay attention to discovering, advising on the arrangement and use of cadres with outstanding capacity, prioritizing female cadres and young cadres, striving to increase the proportion of female cadres and young cadres in Party committees and leaders at all levels in accordance with the reality of the province; focus on perfecting the contingent of leaders and managers associated with preparing a step of personnel for the new Party committee, term 2025-2030.

Continue to innovate the work of recruitment, planning, training, appointment, nomination, mobilization, rotation of cadres; boldly pilot and implement innovation in a number of effective stages and models. Pay attention to the work of party development, especially among students, university students, and demobilized soldiers. Thoroughly grasp and implement the projects of the Provincial Party Standing Committee, control power, fight against the abuse of positions and power; build job positions associated with management, use of payroll, restructuring the team of cadres, civil servants, and public employees according to plan. Implement well the work of cadre management associated with strict implementation of discipline. Strengthen the work of protecting internal politics, contributing to building a clean and strong Party Committee and political system of the province. Strengthen the work of inspection and supervision of the implementation of cadre work; promote the supervisory role of the Front, socio-political organizations and the people.

Third, improve the political capacity, exemplary behavior, and service spirit of the cadres and civil servants of the Quang Binh Party Organization and Building sector. Promote the pioneering and exemplary role of cadres and civil servants; strengthen internal solidarity, innovate scientific and effective working methods, styles, and routines. Develop ethical standards and codes of conduct, ensuring the building of a cadre and civil servant team of the Quang Binh Party Organization and Building sector that is "united, loyal, honest, exemplary, pure, proficient, and professional", with the capacity, will, and aspiration to rise up; know how to combine theoretical research and summarize practical activities. Promote information, propaganda, and digital transformation work associated with the patriotic emulation movement, making achievements to welcome the Party Congresses at all levels, term 2025-2030, the 18th Provincial Party Congress, towards the 14th National Party Congress and celebrate the 95th anniversary of the tradition of the Party Organization and Construction sector.

Promoting the tradition of the sector, the staff and civil servants of the Quang Binh Party Organization and Construction sector are always proud and clearly aware of their responsibilities, making efforts and determination to excellently complete all assigned tasks; striving to build the provincial Party Organization and Construction sector to be "refined, compact, strong, effective and efficient", meeting the requirements and tasks in the new period, new era of the homeland and country.
