Promoting the role of the Fatherland Front and socio-political organizations

The amendment of the 2013 Constitution continues to attract the active participation and contributions of many cadres, party members and people from all walks of life. Comments suggest that the amendment of the Constitution should better promote the role of the Fatherland Front and socio-political organizations.

I highly agree with the content of amending and supplementing a number of Articles of the 2013 Constitution in the draft Resolution and am very pleased with two contents:

Correctly identify the position and role of the Vietnam Fatherland Front as "a part of the political system of the Socialist Republic of Vietnam led by the Communist Party of Vietnam; the political foundation of the people's government"; The position and role of the Vietnam Trade Union, the Vietnam Farmers' Association, the Ho Chi Minh Communist Youth Union, the Vietnam Women's Union, and the Vietnam Veterans' Association are "political and social organizations under the Vietnam Fatherland Front".

Second, clearly define administrative units according to the two-level model of "provinces, centrally-run cities and administrative units below provinces and centrally-run cities" and organize local governments in administrative units including "People's Councils and People's Committees organized in accordance with the characteristics of rural, urban, island, and special economic administrative units".

I believe that with the amendments and supplements as in the draft Resolution, the Vietnam Fatherland Front and local authorities will truly be close to the people, serve the people.

I would like to comment on Clause 1, Article 1 (draft Resolution), amend and supplement Article 9 as follows: Clause 2, Article 9, propose to amend and supplement the sentence "and mass organizations assigned tasks by the Party and State" before the word "directly under". Reason for the proposed addition: Implementing the Resolution of the 13th Central Executive Committee Conference, the Vietnam Fatherland Front has reorganized the organizational structure of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned tasks by the Party and State under the Vietnam Fatherland Front; enhancing the position, role, and responsibility of mass organizations assigned tasks by the Party and State.

In the last sentence of Clause 2, Article 9, "together with other member organizations of the Democratic Consultative Front, coordinate and unify actions under the leadership of the Vietnam Fatherland Front", I propose to replace the word "under" with the more appropriate word "by". In Clause 3, it is proposed to add the phrase "organizations under the Vietnam Fatherland Front" after the word "Vietnam" (first line, page 2). The reason is to distinguish organizations under the Vietnam Fatherland Front from member organizations of the Vietnam Fatherland Front.

Implementing the Party's policy on studying and rearranging socio-political organizations and mass organizations assigned by the Party and the State to be directly under the Vietnam Fatherland Front to reduce the focal points and improve the operational efficiency of organizations in the political system, while at the same time synchronizing with the current Party organizational structure, is necessary for socio-political organizations to adapt to the new situation, meet the requirements of being close to the people, representing and protecting better the legitimate and legal rights and interests of the people.

The Draft Resolution also reaffirms the central position of the Vietnam Fatherland Front, the operating principles of the Front and its member organizations, which are democratic consultation, coordination and unified action under the leadership of the Front. Regarding the activities of the Women's Union, I also know that after the amendment of the Constitution, the Vietnam Fatherland Front and its organizations will have to amend their charters and methods of operation.

However, at the local/grassroots level, specifically at the commune and ward levels, the reality shows that the network of the Women's Union through branches, groups, hamlets, villages and communes is a quite dynamic network and brings many benefits to the community. It is necessary to realize that in order for the Unions to exist, they need members, and currently the Women's Union has had and is having an extremely valuable grassroots network that has been formed and developed over many decades. So how will the grassroots Front negotiate, coordinate and unify specific actions to maintain and develop this network more effectively for information collection and gender-sensitive communication?

Therefore, I propose that in the Draft Resolution amending and supplementing a number of articles of the 2013 Constitution, a sentence on "ensuring the specificity of member organizations" should be added, because these words will be the legal basis for specifying the contents in the amended charter of the Front as well as of its member organizations.

Therefore, local Associations at all levels need to focus on consolidating and developing the network of members, members, and types of clubs; coordinating with other member organizations to enhance capacity and develop the economy, increasing income for members.

Based on the requirements for innovation in the state apparatus, administrative reform, and promoting the role of socio-political organizations in the new situation, I am interested in organizing local governments after there are no more district-level administrative units; at the same time, I see the need to clarify the monitoring and coordination mechanism between the provincial and communal levels, in order to ensure unity and consistency in state management, avoiding the situation of dispersion or overlapping of functions and tasks.

Regarding the role of the Vietnam Fatherland Front, I see that although the Constitution has expanded and affirmed the role of the Front, there needs to be more specific and clear regulations on the actual operating mechanism, avoiding formalities. In particular, the responsibilities and powers of the Front in social criticism and supervision should be clearly defined to improve implementation efficiency.

I also propose to amend a number of specific articles and clauses: Article 9, clause 1: “…represent and protect the legitimate and legal rights and interests of the People…”; propose to amend: “…represent and protect the legitimate and legal rights and interests of the People independently and objectively…”. The reason for adding the phrase “independently and objectively” is to emphasize the role of social criticism of the Fatherland Front, avoid dependence and increase transparency.

In recent days, the Women's Union of Lieu Giai Ward has also disseminated information to its members, guiding women to give their opinions on the VNeID application; at the same time, it has posted information on the Zalo group calling on its members, families and people to use the VNeID application to give their opinions.

In the context of digital transformation being promoted, the application of information technology in collecting opinions is extremely necessary to make this activity more comprehensive, objective and closer to the people.
