Developing Hon Khoai Island Cluster - a step forward for an aspirational and self-reliant Vietnam

The General Secretary requested Ca Mau to continue to speed up the completion of the Project to develop Hon Khoai Island Cluster to be strong in economy, stable in national defense and security, closely following national planning, efficiency, and resource capacity.

On the morning of November 19, General Secretary To Lam and the Central Working Delegation visited and worked with military units and the Party Committee and government of Ca Mau province at Hon Khoai Island (in Dat Mui commune, Ca Mau province).

Developing the Antarctic Continent in the New Era

Located in the southeast of Ca Mau cape, Dat Mui commune, Ca Mau province, including 5 islands (Hon Khoai, Hon Sao, Hon Go, Hon Doi Moi and Hon Da Le). Hon Khoai island is the largest island, the highest point is about 318m above sea level, rugged rocky terrain, fresh water source around the island, diverse and rich ecosystem.

At the meeting, Secretary of the Ca Mau Provincial Party Committee Nguyen Ho Hai reported to the General Secretary and the working delegation on the results of the implementation of the province's key tasks and the implementation of key projects. The province has developed a project to link the development of Hon Khoai with Hon Chuoi, Hon Da Bac and surrounding areas, and is studying the formation of a logistics area of ​​about 1,000 hectares (possibly reclaimed from the sea) to exploit synchronously with the Hon Khoai dual-use general port.

The province is completing the Project according to comments and plans to complete the Project and submit it to the Ministry of Finance in 2025 for consideration and reporting to competent authorities.

Besides, the province is actively coordinating with the Ministry of National Defense to implement the investment project to build the Southwestern Sea and Island Economic-Defense Zone of Military Region 9 until 2025 and the following years.

Regarding the implementation of key infrastructure projects in Ca Mau of the Ministry of National Defense: Ca Mau-Dat Mui expressway, the province is assigned the task of organizing the implementation of the work of recovery, compensation, support, and resettlement for the construction of the Ca Mau-Dat Mui expressway. In difficult conditions, but with the highest political determination, the province will continue to review and arrange sufficient capital plans to implement according to the direction of the Prime Minister.

Currently, the people on the route are highly in agreement and are receiving payment for site clearance. The province launched a high-point emulation movement to complete site clearance for key projects. The Provincial Party Committee Standing Committee established a Steering Committee, held weekly meetings with construction units and organized delegations to visit the site, promptly encouraged and resolved difficulties.

Regarding the road to Hon Khoai Island, the locality has completed the measurement, inventory, compensation and support plan, and is completing procedures to convert land use purposes, forest use, and hand over the site according to regulations.

Hon Khoai dual-use general port, the locality has completed site clearance and handed over 100% of affected forest land area.

After inspecting the implementation of two projects (Traffic route to Hon Khoai Island and Hon Khoai Dual-Use Port) implemented by the Navy and Army Corps 12 and listening to the report at the working session, General Secretary To Lam highly appreciated that in a very short time after the merger, Ca Mau has clearly demonstrated its political mettle, spirit of innovation and capacity for organization and implementation.

The Ca Mau Party Committee has thoroughly grasped and creatively applied the guidelines and resolutions of the Central Committee; promoted the strength of solidarity, proactiveness, creativity, knowing how to rely on the people and for the happiness of the people. The Politburo and the Central Committee highly appreciated and believed that the Provincial Party Committee will continue to strongly promote the achievements that have been made, creating new steps of development in the coming time.

The General Secretary emphasized that the construction of a road to Hon Khoai Island and the Hon Khoai dual-use port will contribute to forming a complete infrastructure "ecosystem" to realize the aspiration to reach out to the sea of ​​Ca Mau - a land rich in patriotic and revolutionary traditions, opening up a new vision for the development of the southernmost continent in the new era of development.

The General Secretary pointed out that building a road to the island and the Hon Khoai dual-use port, in terms of national defense and security, will promote the island's strategic role in protecting the sovereignty of the Southwest sea and supporting search and rescue.

Economically: Hon Khoai will be an important connection point of the Mekong Delta Key Economic Zone, reducing transportation and logistics costs, reducing the load on the port system in Ho Chi Minh City and the Southeast region, bringing agricultural and aquatic products for export directly to international shipping routes, opening up new development space for Ca Mau, maximizing the marine potential and the ability to develop the local economy, continuing to promote the processing industry and high-quality logistics services, forming a new international trade gateway of Vietnam.

The General Secretary requested Ca Mau province to seriously and effectively implement the Resolution of the 1st Provincial Party Congress, term 2025-2030; focus on synchronously implementing key programs, projects and schemes, especially transport infrastructure, regional connectivity and marine economic development.

Developing Hon Khoai Island Cluster with strong economy and stable national defense and security

The General Secretary requested that the province continue to accelerate the completion of the Project to develop the Hon Khoai Island Cluster to be strong in economy, stable in national defense and security, closely following national planning, efficiency and resource capacity; it is necessary to well plan the military zone, semi-military zone, economic zone and ecological zone of the Hon Khoai Island Cluster to have synchronous investment directions such as energy infrastructure, transportation, telecommunications, military works, dual-use deep-water port works, storm shelters, etc.

In implementing the Project and its component projects, special attention should be paid to socio-economic efficiency, protecting the ecological environment of forests, seas and islands, ensuring sustainable development, and not affecting the defense function. Gradually complete the routes connecting economic zones, industrial zones, urban areas, seaport logistics zones, and functional areas associated with Hon Khoai Port and Ca Mau Airport.

The General Secretary noted that the road to the island and the Hon Khoai dual-use port are strategic outpost projects, of special significance in terms of both socio-economic development and national defense and security. It is necessary to closely coordinate with ministries, branches, localities and contractors, concentrate the highest resources, ensure the construction is on schedule, of high quality, applying advanced technology, being environmentally friendly and absolutely safe.

Regarding the Hon Khoai Island project, the General Secretary requested that all forces at the construction site must thoroughly grasp the spirit that Hon Khoai is a national strategic focus; the seaport and the sea-crossing bridge not only serve the people's livelihood and economy, but also serve as the national defense and security axis in the southernmost part of the Fatherland. Therefore, the progress here is not the progress of a project, but the progress of people's trust, State prestige and responsibility for the country's future; not one hour late, not one step back, not letting any link delay the overall progress.

The General Secretary emphasized that Hon Khoai is not just a project - it is a national oath, a step forward for an aspirational and self-reliant Vietnam. Ahead are great tasks, urgent time, harsh conditions, but the Vietnamese spirit has never been defeated: difficulties are just tests, storms are just obstacles, will is the decisive strength.

The General Secretary requested all soldiers to strongly promote the spirit of Uncle Ho's soldiers and be determined to exceed the set plan. Each cadre, soldier, and worker on the island should deeply remember this: Each bridge span, each sea stile is a glorious mark of the Fatherland. We must not be discouraged by difficulties. Deep seas and high waves cannot stop determination. The more difficult it is, the more determined we are. Because we are building not only a seaport, but also a position for the country on the ocean; not only opening the way to the island but also paving the way for the future of Vietnam.

The General Secretary noted that defense tasks must not be neglected. Along with infrastructure construction, all forces must maintain the highest state of combat readiness, ensure construction site security, force safety, and proactively control all situations at sea. Hon Khoai is a strategic pivot; just one minute of negligence can cost years of effort. Therefore, while constructing quickly, we must maintain discipline, vigilance, and safety, ensuring that all activities are under the control of defense and security forces.

In the coming time, the workload is large, the progress requirements are higher, the General Secretary requested that the provincial leaders must be present at the scene regularly, assign leaders to promptly encourage the spirit and ensure material conditions for officers, soldiers, engineers and workers. Each trip to the island, each visit, each timely support will add strength for the brothers to stay, overcome the sun, wind, big waves, and maintain the construction pace. Spirit and material must go together; taking good care of the forces on the island means taking care of the progress, the quality of the project and the security at the front line of the Fatherland.

The General Secretary hopes that cadres, soldiers, the Party Committee and the government of Ca Mau, and the team of cadres, engineers and workers will promote the spirit: No matter how heavy the task is, we are determined to complete it on time; emphasizing, let's build the port faster than the waves, build a bridge stronger than the rocks, open the way to the sea with the steel will of the Vietnamese people. So that tomorrow, when the Fatherland looks to the South Pole, when history calls the name Hon Khoai, we will hear: A Hon Khoai rising - a Vietnam reaching out.
