Before the merger, the Department of Science and Technology of Hai Duong (formerly) and the Department of Science and Technology of Hai Phong coordinated to review all 12 shared systems and agreed to select the most modern platforms that could respond immediately after the merger to effectively promote the information technology projects and tasks being implemented on both sides.
The Data Center (DC) is considered the "heart" of the city's digital transformation, where most of the shared applications are stored and operated after the merger, and is well-invested with many advanced and synchronous technological devices. Mr. Do Duc Thuat, Deputy Director of the Center for Information Technology and Communications (Department of Science and Technology of the city) said that after the merger, following the direction of the City People's Committee, the department has accelerated the progress of gradually transferring the city's application systems to the DC. Up to now, the DC Xu Dong in the West of the city has installed 50 application systems, of which 19 are systems and applications of the new Hai Phong city. The information security monitoring system for the Data Center (SOC) is operated stably and continuously to ensure information security for the entire data center.

The Intelligent Monitoring and Operation Center (IOC) is one of the core components and tools of digital government. Currently, the IOC synthesizes data sources from the city's shared data warehouse, the professional software system, databases of departments, branches, localities and the national database on population. Since July 1, the IOC system has built many criteria such as public service indicators, budget revenue and expenditure, public investment disbursement, FDI investment, feedback and recommendations...
According to the Information and Communications Technology Center, information and data sources on the IOC system are updated promptly to analyze and provide intuitive, intelligent and accurate reports on each specific issue and field, contributing to improving the effectiveness in directing, operating and making decisions of leaders at all levels. The IOC system is evaluated by the Ministry of Public Security for system source code, information security criteria, and ensuring conditions for connecting to the national population database.
The document management system and official email are also being upgraded and expanded to serve smooth operations at the government level. Currently, all 114 communes, wards and special zones of the city are equipped with online video conferencing systems. The Department of Science and Technology has issued about 2,020 organizational digital certificates and nearly 10,000 individual digital certificates to serve the operation of digital government. Operational software and digital applications are being completed, connecting and sharing data effectively.
Focus on building a Data Strategy
"We identify that digital infrastructure is not simply technical, but the foundation for maintaining operations, management and service to people and businesses. Hai Phong builds a specific plan to maximize the potential of data, turn data into the main means of production, promote the rapid development of big databases, data industry, data economy, contributing to increasing the effectiveness of state management in the digital environment, connecting and operating smoothly between agencies in the political system," said Mr. Nguyen Cao Thang, Deputy Director of the City Department of Science and Technology.
In the coming time, the Department of Science and Technology will coordinate with departments, branches and localities to focus on building the city's Data Strategy; deploy many management and operation solutions based on data and linked to the business processes of sectors and fields. The Department will also continue to expand the infrastructure at the DC Center, add server devices (GPU) to ensure computing performance and deploy AI applications; coordinate with units to build more operating scenarios on the IOC Center. It is expected that in October 2025, the IOC system will complete 3 more targets on education, health and internal affairs. Ensuring data security and safety will be of special concern.
An increasingly complete, modern and synchronous digital infrastructure is an important foundation in the digital transformation process and will be the "backbone" to help the apparatus operate smoothly. "In the coming time, Hai Phong will increase investment in digital infrastructure through solutions to promote infrastructure construction, shared infrastructure, encourage the private sector to invest in digital infrastructure, new services such as cloud computing, 5G, IoT, Big Data, AI...", Mr. Nguyen Cao Thang added.
