
On the morning of May 31, in Hanoi, Prime Minister Pham Minh Chinh chaired a discussion with businesses and Business Associations on Resolution 68-NQ/TW, dated May 4, 2025 of the Politburo on private economic development.

In his opening speech at the conference, Prime Minister Pham Minh Chinh stated that the Resolutions of the Politburo , the National Assembly, and the Government were very synchronous and complete. The issue is how to organize and implement them well and effectively in the spirit of "thinking deeply and doing big".

From there, we can find the most effective way to best promote the capabilities of nearly 1 million businesses and 5 million business households. Each person contributes, each household contributes, then the whole society will have great resources to "change the state, turn the situation around", and bring the country to develop quickly and sustainably.
The Prime Minister suggested that it is necessary to clearly define what the State must do, what local authorities must do, what businesses must do, and what people must do to implement the Resolutions of the Politburo, the National Assembly, and the Government on private economic development.

At the same time, promote solidarity and unity to work together, with the spirit of "The Party has directed, the Government is unified, the National Assembly agrees, the People support, the Fatherland expects, then only discuss action, not retreat".
Resolution 68/NQ-TW sets out 8 groups of tasks and solutions demonstrating the spirit of innovation, breakthrough, and strong reform, ensuring adherence to 3 strategic breakthroughs and in the overall 4 important Resolutions of the Politburo that the General Secretary concluded as the "Quad Pillars".
The Resolution sets a target of 2 million enterprises operating in the economy by 2030, 20 enterprises operating per thousand people; and at least 20 large enterprises participating in the global value chain.
The average growth rate is about 10-12%/year, higher than the growth rate of the economy; contributing about 55-58% of GDP, 35-40% of total state budget revenue. At the same time, creating jobs for about 84-85% of the total workforce; labor productivity increases on average about 8.5-9.5%/year.

Level, technological capacity, innovation, and digital transformation are among the top 3 ASEAN countries and top 5 Asian countries.
The seminar listened to contributions and recommendations on policies, tasks and solutions for private economic development in the coming time. Thereby affirming the position and role of the private economy, making an important contribution to the rapid and sustainable development of the economy and society.
