Forest development by planting fruit trees on sloping land combined with mixed garden renovation

Recognizing the policy of promoting economic development and stabilizing people's lives as an important political task of the Party Committee, for many terms, the Party Cell and the Management Board of Vang Lung village (Chieng Hac commune, Yen Chau district) have thoroughly grasped and studied the province's policies and guidelines, and have struggled to find appropriate directions and measures to effectively exploit and promote the potential of land and labor... to increase income and further improve the economic life of the people.

Since 2005, the Party Cell has focused on directing, propagating, mobilizing and the people of Vang Lung village have begun to pay attention to planting fruit trees suitable to local conditions such as mango, longan... initially reaching 21 hectares. In 2010, Vang Lung village was chosen by the Chieng Hac Commune Party Committee as a pilot model for converting crop structure towards commodity production, so the movement of renovating mixed gardens and planting fruit trees has developed strongly, expanding the area to 45 hectares, in 2015 it increased by 71.5 hectares, many high-yield fruit varieties have been planted such as green-skinned Tuong mango, round Australian mango, flat Australian mango, longan, fragrant longan... The income of households from planting fruit trees has increased significantly, in 2005 the average income reached 8.7 million VND/person/year, in 2010 it reached 17.3 million VND/person/year. In 2018, the green-skinned Tuong mango product of Vang Lung village was granted a production area code, opening up new opportunities for farmers specializing in fruit trees.

On September 28, 2021, the Provincial Party Standing Committee issued Directive No. 11-CT/TU on promoting the implementation of the emulation movement "Skillful Mass Mobilization" for the period 2021 - 2025; the Yen Chau District Party Standing Committee issued Plan No. 65-KH/HU dated October 22, 2021 on promoting the implementation of the emulation movement "Skillful Mass Mobilization" for the period 2021 - 2025; the Chieng Hac Commune Party Executive Committee issued Plan No. 08-KH/DU dated March 23, 2022 on organizing the emulation movement "Skillful Mass Mobilization" for the period 2021 - 2025 associated with promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle. Studying and thoroughly grasping the policies and directives of the Provincial Party Committee, District Party Committee, Commune Party Committee, Party Cell, and Vang Lung Village Management Board, clearly identified that building the emulation movement "Skilled Mass Mobilization" is the task of the political system and all the people in the village. Inheriting and promoting the achieved results of fruit tree planting, the Party Cell has chosen to build a model of "Forest development by planting fruit trees on sloping land associated with mixed garden renovation", with the main objective of: Sustainable development, increasing the income of households from planting fruit trees on sloping land; contributing to greening sloping land areas, improving the current environmental status.

In order to effectively direct and implement the model, the Party Cell has developed a detailed plan, clearly defining each content and group of related tasks to ensure consistency, practicality and suitability with the actual conditions of the village, especially the investment capacity of each household when participating in the model implementation; assigning specific tasks to the Village Management Board, the Front Working Board, mass organizations, self-managed inter-family groups, prestigious people, and heads of clans in the village to regularly participate in inspection, urging, propagating, and mobilizing people to raise their awareness and self-awareness, and exchange experiences in labor production; grasping the aspirations of the people to promptly remove difficulties and obstacles. Regularly maintain contact and ensure two-way information with the Party Committee, government, Fatherland Front, and mass organizations of Chieng Hac commune during the model implementation process; strengthen, proactively inform, and closely coordinate with the Social Policy Bank of Yen Chau district; Yen Chau District Agricultural Service Center, Chieng Hac Safety Cooperative for support, technical advice, and measures on capital needs to meet the requirements for implementing tasks related to model building; promptly commend collectives, individuals and households that are active and exemplary in the process of participating in model implementation.

During the implementation of the model, in 2022, the Department of Science and Technology, the Department of Agriculture and Rural Development, the Center for Mountainous Environment and Resources, Thai Nguyen University, selected the model of "Forest development by planting fruit trees on sloping land associated with renovating mixed gardens" of the village to carry out a scientific project on the application of unmanned aerial vehicles (UAV) integrated with 4.0 technology to monitor the growth and health of some crops (Mango, Longan) in Son La province. Therefore, the model of "Forest development by planting fruit trees on sloping land associated with renovating mixed gardens" of Vang Lung village was consulted and assisted by experts from the project group of the Center for Mountainous Environment and Resources, Thai Nguyen University; Yen Chau District Agricultural Service Center in terms of management measures, economic accounting, planting techniques, care... of fruit trees grown on sloping land. Therefore, the model of "Forest development by planting fruit trees on sloping land associated with renovating mixed gardens" of Vang Lung village was deployed, achieving important results. In 2022, the total area of fruit trees in the village reached 136 hectares, the total output reached over 2,800 tons, and the income of people reached 80 million VND to 200 million VND/household. In the two years 2003 and 2024, the fruit output of Vang Lung village reached an average of over 3,900 tons, from 90 to 350 million VND/household. The fruit products of Vang Lung village have been consumed domestically and in the Chinese market. In addition to economic efficiency and increased income of households, over 90% of the village's production land area has been covered with fruit trees, achieving the set model building goals. The model has become a place for people in the commune to visit, study and exchange experiences, and other units in the district, the province and some other provinces. It was recognized by the competent authority as a model of "Skillful Mass Mobilization" at the provincial level in 2023 and was awarded a Certificate of Merit by the Chairman of the Provincial People's Committee (Decision No. 2449-QD/UBND dated November 20, 2023).

Renovating mixed gardens, planting fruit trees on sloping land

Through the practical implementation of the model, the Van Lung village Party Cell continues to coordinate with the district Social Policy Bank, functional agencies, research centers, and local agricultural technology transfer centers to support and advise people on borrowing capital to invest in production, promote the application of technology and techniques in agricultural production to improve product quality and design to meet consumer tastes, towards sustainable organic agriculture with high economic and environmental value; promote the chain of fruit tree products consumption for farmers to ensure stability.

From the practice of building the model, it can be seen that Vang Lung Party Cell has flexibly and creatively applied and effectively implemented the "Skillful Mass Mobilization" work in the locality. Through the "Skillful Mass Mobilization" work, the strength of solidarity has been promoted, awakening the sensitivity, creativity and diligence of the people in economic development in particular, improving living standards, contributing to the construction of new rural areas associated with the development and protection of forests and the environment, strengthening Party building, consolidating the political system, ensuring national defense and security in the locality./.
