Questioning session: Responsibility and solutions must be clear

Today (June 6), the National Assembly (NA) will conduct a question and answer session. This activity will last for two and a half days. Minister of Labor, War Invalids and Social Affairs (MOLISA) Dao Ngoc Dung and Minister and Chairman of the Ethnic Committee Hau A Lenh will answer questions on the first day.

A series of "hot" issues

In the morning, Minister Dao Ngoc Dung will answer questions on the first group of issues in the field of Labor, Invalids and Social Affairs such as: solutions for developing human resources - especially high-quality human resources to meet the development requirements of industries and fields; planning, arrangement, organization, restructuring and improving the training quality of vocationaltraining institutions, ensuring adequate supply of skilled workers in key areas and fields; the current employment situation for workers and solutions to remove difficulties and obstacles in creating jobs for workers; solutions to overcome shortcomings and limitations in the field of social insurance.

Deputy Prime Minister Tran Hong Ha and the ministers of Finance, Planning and Investment, Education and Training, and Home Affairs participated in answering questions and explaining related issues.

In the afternoon, the National Assembly will question the second group of issues under the scope of the Ethnic Committee, including: the implementation of national target programs on new rural construction, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas; policies to attract resources to support investment in the development of ethnic minority and mountainous areas, areas with difficult and especially difficult socio-economic conditions; solutions to remove difficulties and obstacles in ethnic policies related to the demarcation of communes and villages in ethnic minority and mountainous areas; and the resolution of difficulties in residential land and production land for ethnic minorities to overcome the situation of spontaneous nomadic and shifting cultivation, and deforestation.

Deputy Prime Minister Tran Luu Quang and the ministers of Planning and Investment, Finance, Home Affairs, Agriculture and Rural Development, Transport, Construction, Labor, Invalids and Social Affairs, Culture, Sports and Tourism, Information and Communications, Natural Resources and Environment; and the Governor of the State Bank of Vietnam also participated in answering questions and explaining related issues.

Need clear roadmap to remove obstacles

National Assembly Delegate (NAD) of Hanoi Do Duc Hong Ha, Vice Chairman of the Judicial Committee, expects the questioning activities at this session to continue to be innovative, substantive, and lively, meeting the interests of voters, people nationwide, and NA deputies. The answers of the ministers need to be concise, go straight to the point, and demonstrate a serious and open-minded attitude. It is important to propose solutions and have a specific roadmap to overcome existing shortcomings and limitations in order to create changes in the areas of responsibility.

"Ministers do not need to report on the current situation but must focus on clearly defining personal responsibilities and specific solutions to overcome them. The promises of ministers on "hot" issues of public concern need to have a basis for implementation and implementation assurance; it is necessary to clearly define targets, clear quantitative criteria, tasks, solutions and specific completion deadlines; and have drastic and effective solutions to implement the issues that ministers have committed to" - Deputy Do Duc Hong Ha emphasized.

In addition to questioning the leaders of the Ministry of Labor, Invalids and Social Affairs and the Ethnic Committee, in the question and answer program at this session, the National Assembly also included two "hot" groups of issues: transportation and science and technology. Deputy Hoang Anh Cong (Thai Nguyen delegation) assessed the above four groups of issues as "correct and accurate", of interest to voters, people and the National Assembly deputies themselves.

Deputy Hoang Anh Cong hopes that through this question-and-answer session, National Assembly deputies will give frank and enthusiastic opinions, clearly pointing out the responsibilities of the ministries in charge of each sector. Thereby, ministers must seriously acknowledge and clearly explain the causes of the limitations and shortcomings in each sector and field. The Government must also come up with short-term and long-term solutions to overcome the limitations, rectify the shortcomings and promote the good points of the sectors and fields.

"What is more important than "good questioning" and "good answering" is what changes must be made in practice after the questioning, demonstrated through the specific actions of the ministers and heads of sectors - not only the four ministers and heads of sectors responsible for answering but also the entire Government apparatus to better implement policies and more effectively execute their functions and tasks. Only then can we meet the wishes and aspirations of voters and people" - Deputy Hoang Anh Cong expressed.

I hope that the National Assembly deputies will question "hot" issues that still have many limitations. I hope that the ministers' answers to the questions will meet the expectations of voters and people.

Questioning and answering must address current "hot" issues, provide solutions to problems and take immediate action to achieve the highest efficiency.

I hope that after the question and answer session, the "hot" issues that voters are concerned about will be quickly resolved, bringing clear results, and not just being asked and answered and then left there.

Solve labor and employment problems immediately

I believe in the success of the question-and-answer session because the preparation work has been carried out very carefully, early, and remotely. Personally, I will question all four ministers, especially the Ministry of Labor, Invalids and Social Affairs. Data on the labor and employment situation in the first months of 2023 released by the Ministry of Labor, Invalids and Social Affairs shows that the number of employees in enterprises whose jobs are affected accounts for about 3.4% of the total number of employees in enterprises, not including employees in households and freelance workers. The number of employees in enterprises whose jobs are affected is up to 509,903 people.

The impact on employment will impact the lives and social security rights of workers, especially unemployment. Therefore, I hope that Minister Dao Ngoc Dung will propose a system of solutions to fundamentally, synchronously and effectively overcome the problems of the industry.
