Continuing the question and answer session at the 25th session of the National Assembly Standing Committee (NASC), on the afternoon of August 15, at Dien Hong Hall, the NASC organized a question and answer session online from the National Assembly House to 62 delegations of the National Assembly and People's Councils of provinces and cities nationwide regarding the field of the Ministry of Agriculture and Rural Development (MARD). National Assembly Chairman Vuong Dinh Hue chaired the question and answer session.
At Cao Bang bridge, comrade Be Minh Duc, member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation chaired. Attending were comrades: Nguyen Trung Thao, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; Hoang Van Thach, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; Doan Thi Le An, Deputy Director of the Department of Culture, Sports and Tourism; and a number of related sectors.
Speaking at the question-and-answer session, Minister of Agriculture and Rural Development Le Minh Hoan said: The issue of agriculture, farmers and rural areas selected for questioning at the session is both a responsibility and a motivation for the Ministry of Agriculture and Rural Development to listen to issues that have been discovered for a long time and new issues arising from practice. For example, ensuring food security and rice export has received public attention, the media has reflected, National Assembly deputies have discussed in detail, localities, businesses and farmers have sent directly to the Ministry of Agriculture and Rural Development, these contents are not only important in the direction and management, but each news about prices, rice prices is the anxiety, worry, joy and excitement of the people who make rice grains.
Agriculture has always been a pillar in the difficult economic context. The agricultural sector has been, is and will be facing climate change, market fluctuations, and changes with the world's consumption trends towards green and sustainable. From these practices, the agriculture and rural development sector has persisted in implementing a long-term overall strategy, flexibly handling situations, and synchronously managing in the short term.
Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, National Assembly deputies questioned the Minister of Agriculture and Rural Development on a group of issues: Solutions to remove difficulties for agricultural exports (narrowing output markets, many businesses without orders, prices of some key agricultural products falling, income and life of farmers affected...). Activities of exploiting, protecting and developing aquatic resources; solutions to remove the "yellow card" of the European Commission (EC) for aquatic products. Conversion of land use purposes, recovery of rice-growing land area, ensuring food security and rice export.
At the question and answer session, there were 26 questions and 3 debates. The questions of the National Assembly deputies were answered by the Minister of Agriculture and Rural Development with related issues such as: Are the solutions to remove the yellow card synchronous, complete and thorough? Solutions for the sustainable development of the Vietnamese cashew industry; What solutions are there to manage fishing vessels in a unified manner according to the requirements of IUU fishing? Solutions to ensure national food security; forecasting and responsibility of ministries to increase the export value of Vietnamese agricultural products; Farmers still have low incomes and unstable lives; clarifying the content related to rice land planning; solutions to create links between production and consumption of agricultural products; assessing the impact of the Fisheries Subsidy Agreement on Vietnam; solutions to soon remove the yellow card warning of the European Commission; solutions to support funding for cases of forced destruction of livestock due to disease; solutions to overcome legal shortcomings related to IUU...
The questions were clarified by Minister of Agriculture and Rural Development Le Minh Hoan; the answers were focused, not evasive, and provided practical, effective, and feasible solutions for both the short and long term to improve the capacity, effectiveness, and efficiency of state management in the field of agriculture and rural development. Relevant ministries and branches participated in answering questions, clarifying some related opinions that were of interest to National Assembly deputies, meeting the expectations of voters and people nationwide.
Concluding the question-and-answer session, National Assembly Chairman Vuong Dinh Hue stated that after a day of working enthusiastically, urgently, seriously with a high sense of responsibility, the question-and-answer session of the National Assembly Standing Committee attracted the attention of the people and voters nationwide, completed the entire content of the planned program and achieved the set requirements. The groups of issues in the two areas selected for questioning at the session were correct and accurate, consistent with the actual developments of life, judicial reform, closely following the order of priority in many issues of interest to National Assembly deputies, people, voters and public opinion. The developments of the question-and-answer session showed that the issues questioned and answered were close to reality and practical, recognizing the dedication, frankness, and high responsibility of the questioners and the questioners.
The Standing Committee of the National Assembly and National Assembly deputies highly appreciated the answers to the questions; at the same time, they acknowledged the solutions and commitments of the Minister of Justice, the Minister of Agriculture and Rural Development as well as the opinions of relevant ministries and branches at the question and answer session. The Standing Committee of the National Assembly requested the Government, the Ministry of Justice, the Ministry of Agriculture and Rural Development, and relevant ministries and branches to focus on implementing a number of key tasks and solutions, creating strong changes in state management in the areas being questioned.
In the judicial sector, it is necessary to tighten discipline and order, enhance responsibility in law-making work, especially the responsibility of leaders. Continue to thoroughly grasp and seriously implement the tasks, solutions, requirements for innovation, and improve the quality of law-making activities set forth in Conclusion No. 19-KL/TW, Plan No. 81/KH-UBTVQH15 and resolutions and conclusions of the Standing Committee of the National Assembly on legislative work since the beginning of the term. Focus on overcoming the situation of slow dossiers, proposals for law-making, and resolutions of the National Assembly that are not in accordance with the provisions of the Constitution and the Law on Promulgation of Legal Documents. Strictly control the development and promulgation of documents detailing and guiding the implementation of laws, ordinances, and resolutions. Thoroughly overcome the situation of arrears, slow promulgation or detailed regulations.
Directing the synchronous and complete implementation of solutions to improve the quality of law-making work. Strengthening the mechanism of social supervision and criticism, the role of people's supervision in the work of building and promulgating legal documents. Focusing on enhancing the effectiveness and efficiency of state management of auctions; regularly inspecting, checking, promptly handling violations and negativity in asset auction activities...
The Ministry of Agriculture and Rural Development urgently completes policies and laws on developing trademarks and brands of key agricultural products. Updates, analyzes, and evaluates information and market developments comprehensively and carefully to promptly disseminate and support people and businesses to overcome difficulties and take advantage of market opportunities. Strengthens existing markets and opens new markets for Vietnamese agricultural products. Organizes sustainable agricultural production.
Closely monitor the market developments and food prices in the world, have a plan to fully meet domestic rice demand, ensure food security, and meet increasing export demand. Implement programs to investigate and evaluate the overall aquatic resources and aquatic habitat every 5 years; adjust the structure of vessels for some occupations in the sea area in accordance with the allowable capacity of aquatic resources. Negotiate, sign, and delimit overlapping and undelimited sea areas between Vietnam and other countries. Investigate and strictly punish cases of illegal fishing in foreign waters. Strictly control the conversion of rice-growing land, especially land specialized in rice cultivation, to non-agricultural land, especially industrial park land. Strictly handle cases of land encroachment, change of land use purpose and illegal house construction...
At the end of the question and answer session, the Standing Committee of the National Assembly will issue a resolution as a basis for implementation.
