The 4th meeting of the Central Steering Committee to implement the elimination of temporary and dilapidated houses nationwide

On the morning of May 11, the Central Steering Committee for the Elimination of Temporary and Dilapidated Houses Nationwide (Steering Committee) held its 4th meeting chaired by Prime Minister Pham Minh Chinh, Head of the Steering Committee.

Also attending were Politburo members, Deputy Heads of the Steering Committee: Permanent Deputy Prime Minister Nguyen Hoa Binh; Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; leaders of ministries, branches, and central agencies who are members of the Steering Committee. The meeting was connected online to the headquarters of the People's Committees of provinces and centrally run cities.

Attending the conference at Ha Nam bridge were comrades: Nguyen Minh Tien, member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Internal Affairs Committee, Permanent Deputy Secretary of the Party Committee of the provincial Party agencies; Tran Xuan Duong, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; members of the Steering Committee for the implementation of eliminating temporary and dilapidated houses in the province.

According to the report of the Ministry of Ethnic Minorities and Religions , up to now, 100% of localities have issued plans to implement the elimination of temporary and dilapidated houses. 100% of localities have reviewed and determined the progress of eliminating temporary and dilapidated houses in the province to be completed before October 31, 2025, ensuring compliance with the target required by the Prime Minister. As of May 7, 2025, the whole country has supported the elimination of nearly 209,000 temporary and dilapidated houses (an increase of nearly 87,000 houses since the 3rd meeting of the Steering Committee); 15 localities no longer have temporary and dilapidated houses; up to now, about 77% of the temporary and dilapidated houses that need to be eliminated have been started and completed. From now until October 31, 2025, the whole country needs to start construction of 61,800 houses.

Regarding the funding to support the elimination of temporary and dilapidated houses, up to now, agencies, units, banks, corporations, general companies and enterprises have transferred 3,142.8/3,464 billion VND according to the resource mobilization plan in the program launched on October 5, 2024 (reaching nearly 91% and increasing by 912.8 billion VND after the 3rd meeting). In addition to the funding from the program, a number of units have proactively promoted the spirit of mutual love and support, leaving no one behind, providing additional funding to eliminate temporary and dilapidated houses for a number of localities such as: The Ministry of Public Security supported an additional 283 billion VND, bringing the total support funding to 645 billion VND; The Ministry of National Defense supported an additional 195 billion VND, bringing the total support funding to 595 billion VND; The banking sector mobilized credit institutions to supplement nearly 130 billion VND, raising the total support of the sector to nearly 1,350 billion VND... Up to now, the Central "For the Poor" Fund has received over 84.44 billion VND to support the elimination of temporary and dilapidated houses.

Concluding the meeting, Prime Minister Pham Minh Chinh, Head of the Steering Committee, emphasized: The program to eliminate temporary and dilapidated houses nationwide is a program of profound humanitarian significance of the Party and State; demonstrating the spirit of gratitude to those who have contributed to the country; promoting the spirit of great solidarity, the tradition of mutual love and support of the nation; demonstrating the sense of responsibility and sharing of the community towards the disadvantaged, the poor, people in remote areas, and ethnic minorities. The Prime Minister acknowledged, commended, and highly appreciated the determination and efforts of ministries, branches, agencies, and localities in implementing the program to eliminate temporary and dilapidated houses in the past time. At the same time, it is affirmed that completing the elimination of temporary and dilapidated houses is a particularly important political task, requiring ministries, branches and localities to make great efforts, have great determination, take drastic and more effective actions, focus on key points, and complete each task to successfully implement the program's goals, towards celebrating major holidays in 2025 and competing to achieve achievements to welcome party congresses at all levels, towards the 14th National Party Congress.

The Prime Minister directed to strengthen information and propaganda work, especially propaganda of good models and good practices to create a spillover effect, support and response from people, businesses and the whole society in implementing the program to eliminate temporary and dilapidated houses in a comprehensive, widespread and inclusive manner with the spirit of "leaving no one behind"; diversifying resources to implement the program with the spirit of "Whoever has something to help, those with meritorious services help meritorious services, those with wealth help wealth, those with little help little, those with much help much". Ministries prioritize allocating resources to eliminate temporary and dilapidated houses for people with meritorious services, relatives of martyrs and families of martyrs.

The Prime Minister requested that the Heads of Steering Committees at all levels in localities and local leaders must have high determination, make great efforts, and be resolute in directing and operating, striving to basically complete the goal of eliminating temporary and dilapidated houses by October 31, 2025. Localities should promote the spirit of self-reliance, self-reliance, autonomy, flexibility, and creativity in organizing and implementing the program, not waiting or relying on others in implementing the program; leading economic localities need to support localities that are still facing difficulties in implementing the program; regularly urge, grasp, and promptly resolve difficulties and problems in the implementation process; continuously update and synthesize the results of eliminating temporary and dilapidated houses according to the statistical software that has been instructed to promptly synthesize and report to the Central Steering Committee according to regulations...

The Prime Minister requested the Ministry of Finance to promptly submit to competent authorities the allocation of housing support funds for people with revolutionary contributions and martyrs' relatives for implementation by localities. The Ministry of Construction shall preside over the review, revision and supplementation of guiding documents, ensuring that the level of housing support under the two national target programs is consistent with the general provisions of the program. The Ministry of Ethnic Minorities and Religions shall coordinate with relevant ministries and branches to organize a preliminary review of the program, expected at the end of June 2025, to comprehensively assess the implementation situation, thereby adjusting and perfecting solutions appropriately and effectively. The Ministry of Home Affairs shall coordinate with ministries, branches and localities to review and propose rewards for collectives and individuals with outstanding achievements in implementing the program to eliminate temporary and dilapidated houses, etc.
