Party Secretary and Chairman of the People's Council of Hoa Xuan Commune, Dang Hong Linh, said that 10 out of 13 villages in the commune were flooded, many of them very deep. As of 10:30 a.m. on November 23, some villages were still flooded about 1 meter deep, the water was receding slowly; some inter-village roads such as Thach Tuan 1, Thach Tuan 2, Phu Khue 1, Phu Khue 2, Phuoc Giang... were not yet accessible.
During the flood days, the Hoa Xuan commune government mobilized canoes and motorboats to reach people and provide food and drinking water to isolated areas.
People are not temporarily hungry but are in dire need of blankets, mosquito nets, warm clothes, a source of light, a family medicine cabinet and clean water to stabilize their lives.
The floodwaters have receded in some villages, but have left behind large amounts of mud and rubbish, and many wells need to be cleaned. The locality has yet to fully assess the damage caused by the floods.

After conducting a field survey of the flooded areas, Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council Cao Thi Hoa An requested functional forces, organizations and units to immediately increase support for Hoa Xuan commune, focus on means and human resources to help people clean up the environment, overcome the consequences and soon stabilize their lives.
Comrade Cao Thi Hoa An emphasized the need to ensure adequate distribution of food and necessities, not to let any people go hungry or lack drinking water in this difficult time. The Standing Deputy Secretary of the Provincial Party Committee also requested the locality to urgently mobilize local forces, coordinate with external support units to help people overcome floods, and at the same time distribute relief goods properly and sufficiently, not leaving too much in one place and too little in another, especially in deeply flooded areas.
