Standing Deputy Secretary of the Provincial Party Committee Nguyen Khac Toan works with the Party Committees of Thanh Son and Ba Cum Nam communes.

On the morning of July 4, Mr. Nguyen Khac Toan - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Khanh Hoa province had a working session with the Party Committees of Thanh Son and Ba Cum Nam communes (Khanh Son district) on the results of implementing political tasks in 2023 and the first 6 months of 2024. Attending the working session were leaders of provincial departments and branches; leaders of the District Party Committee and People's Committee of Khanh Son district.

Mr. Nguyen Khac Toan delivered a concluding speech at the meeting.

In 2023 and the first 6 months of 2024, the Party Committee, People's Committee and political system of Thanh Son and Ba Cum Nam communes have made efforts and comprehensively implemented all aspects of Party building, political system building, socio -economic development, and initially achieved some positive results. Particularly in the first 6 months of 2024, the 2 communes had a number of targets that were higher than the annual plan such as: Thanh Son commune's budget revenue reached 257.4%; Ba Cum Nam commune reached 137%; Thanh Son commune's new party member admission rate reached 91.6%; Ba Cum Nam commune reached 42.85%...; it is expected that by the end of 2024, both communes will achieve 15/19 criteria for new rural construction. Social security work continues to receive attention, political security, social order and safety continue to be maintained. However, the two localities still have some common shortcomings and limitations that need to be overcome, such as: Propaganda and mobilization work to change people's thinking and awareness in vocational training, job search, and implementation of new rural criteria is not very effective; reviewing and classifying vocational training groups, creating livelihoods, and socio-economic development models to increase income for people have not been proactively implemented; the rate of poor households and the rate of children under 5 years old with stunted malnutrition are still quite high...

On this occasion, Thanh Son commune proposed that the provincial leaders pay attention to supporting 500 million VND to upgrade and expand the village road in Apa 1; supporting 1.1 billion VND to invest in building fences, expanding some schools at Ta Giang 2 village school; investing in resettlement areas to disperse the population in Ta Giang 1 and Ta Giang 2 villages; supporting funds to improve nutrition for children. Ba Cum Nam commune proposed that the provincial leaders support 3 billion VND to build a commune hall; study the investment in building a tunnel through Khanh Son pass, the road connecting Ba Cum Nam commune with Phuoc Thanh commune (Bac Ai district, Ninh Thuan province).

At the meeting, leaders of departments, branches, and Khanh Son District People's Committee discussed and guided Thanh Son and Ba Cum Nam communes so that localities could effectively implement a number of issues related to the implementation of new rural construction criteria; remove obstacles related to land procedures to build houses for poor and near-poor households; reduce poverty quickly and sustainably; prevent and control epidemics; ensure food safety and hygiene, etc.

Concluding the meeting, Mr. Nguyen Khac Toan affirmed that Khanh Son in general and Thanh Son and Ba Cum Nam communes in particular have never had such an opportunity to develop as they do now. Therefore, the Party Committees, authorities, and political systems of the two communes must see the opportunities, be concerned, and find breakthrough solutions to develop and successfully complete their local political tasks in the last 6 months of 2024; this is an important premise for localities to prepare well for the next term's commune-level Party Congress. He requested that in the last 6 months of 2024, the Party Committees of Thanh Son and Ba Cum Nam communes focus on implementing a number of key tasks such as: Continuing to carry out well the work of Party building, building the political system, focusing on promoting the strength of the entire political system in solving big and difficult tasks in the locality; Urgently carry out the work of preparing for the commune party congress according to Directive No. 35/2024 of the Politburo on party congresses at all levels towards the 14th National Congress of the Party. The provincial leaders also requested the two localities to focus on leading and directing the effective implementation of the National Target Program on New Rural Development, focusing on synchronously deploying solutions to complete the new rural criteria of 2024 and 2025 according to the set plan, in which it is important to pay attention to implementing well the criteria on residential housing, labor, production organization and rural economic development; have a specific plan to implement and complete the remaining criteria; continue to maintain good political security, order and security in the locality, strengthen management, strictly handle violations in illegal exploitation of forest products and minerals, focus on measures to prevent and control epidemics, etc.

Mr. Nguyen Khac Toan requested the Khanh Son District Party Committee, People's Committee, and provincial departments to study and resolve difficulties and problems of the localities according to their authority. Regarding the proposals on financial support for construction works proposed by the two localities, he requested the communes to review and re-identify the works and items that need investment to aim at completing the new rural criteria that have not been achieved (such as school facilities, health care, clean water, etc.), on that basis, have a written report, propose support, ensure effective promotion of the funding sources in charge of the areas of the members of the Provincial Party Standing Committee.
