At the meeting, Secretary of the Provincial Party Committee Quan Minh Cuong informed the Vice President about some general features of the local situation. In recent years, with the attention of the Party and the State, the Party Committee and people of all ethnic groups in Cao Bang province have always been united, made efforts and determined to carry out well the political , economic and social tasks. The average GRDP growth rate in the period of 2021 - 2025 is estimated at 4.46%/year. The scale of the economy has been significantly increased, the average GRDP per capita in 2025 is estimated at 50.73 million VND; an increase of 1.4 times compared to 2020. Early completion of the organization of a streamlined, efficient, effective apparatus and stable operation of the two-level local government model.

The province strives to remove bottlenecks in strategic transport infrastructure with the Dong Dang - Tra Linh expressway; construction standards for the Bac Kan - Cao Bang route. Effectively implement ethnic policies, focusing on the National Target Program for socio-economic development in ethnic minority and mountainous areas. The average annual poverty rate decreases by 4.24%; in the period 2020 - 2025, over 19,000 poor and near-poor households will receive housing support from the Program to eliminate temporary and dilapidated houses. State budget revenue in 2025 exceeds 100% of the plan. National defense and security are strengthened, national borders are maintained.

However, the province is facing many difficulties and challenges, such as: Small economic scale; weak and unsynchronized socio-economic infrastructure (transportation, tourism - services, border gates, urban areas, rural areas, etc.). Agricultural land accounts for only 10% of the natural area; fragmented and small-scale production, not yet linked to processing and consumption of products; the rate of poor and near-poor households is still high compared to the general level of the whole country... The province proposes 3 key groups of contents: Regarding strategic infrastructure and border gate economy; mechanisms to attract investment and develop heritage tourism; improve the quality of human resources and reduce poverty. Accordingly, priority is given to allocating central budget/ODA capital to key transport infrastructure projects to connect Cao Bang with economic centers, highways and border belt roads to serve border gate economic development. Issue specific mechanisms and policies to attract strategic investors in the field of deep processing of agricultural and forestry products; Simplify procedures, create incentives on land and taxes, attract capital, technology and international tourism management experience, making tourism in the province a key economic sector. Prioritize resources and technical support for the province to effectively implement the National Target Program on socio-economic development in ethnic minority and mountainous areas, focusing on sub-projects on vocational training, livelihood creation, and sustainable poverty reduction.

Pleased to meet the delegation of ethnic minorities from Cao Bang province visiting Hanoi and the Presidential Palace, Vice President Vo Thi Anh Xuan expressed her excitement at the significant changes in the socio-economic situation and people's lives in the province; the local ethnic minority cadres are increasingly younger. She emphasized that the Party and State's ethnic policies have always been implemented with attention and achieved many important results.

The Vice President suggested: Cao Bang province continue to thoroughly grasp and effectively implement the Party's guidelines and viewpoints, the State's policies and laws, and the key programs and tasks that have been set out. Regularly propagate and mobilize ethnic minorities, especially those in remote, isolated and border areas, to comply with the Party's guidelines and the State's policies and laws, actively participate in production development; promote the cultural identity of ethnic groups combined with the development of community tourism to create momentum for socio-economic development, improve people's livelihoods...

Vice President Vo Thi Anh Xuan hopes that the outstanding ethnic minority delegates of Cao Bang province will continue to effectively promote their role as a "bridge" between the Party and the people, be the active nucleus to spread and inspire to build the great national unity bloc, and develop a stronger economy. In addition to the major goals of socio-economic growth, in the immediate future, Cao Bang needs to focus on caring for and paying attention to the issue of housing and employment for the people. People must live in solid houses, have a stable livelihood and income in their homeland. Along with that, attention must be paid to developing healthcare, education and training, cultural institutions, infrastructure, improving the quality of human resources, especially local human resources, the highest goal is to improve the quality of life, so that people can have the happiest life, in the most livable place.

The Vice President expressed his belief that each representative of ethnic minorities will continue to be a shining example in the community, constantly studying, improving political capacity, qualities, ethics, lifestyle and knowledge, having a spirit of innovation, and the will to escape poverty. Innovating propaganda methods and methods to mobilize people to preserve national cultural identity, stay close to the village, stick to the border, firmly maintain the sacred territorial sovereignty of the Fatherland; participating in building a truly clean and strong Party and government, contributing to building the homeland of Cao Bang to become increasingly rich, beautiful, prosperous, happy, and firmly step with the whole country into a new era.
