Speaking at the meeting of generations of National Assembly deputies from Hung Yen province, Vice Chairman of the National Assembly Nguyen Khac Dinh requested that the delegation of National Assembly deputies from the 15th term and the deputies continue to proactively and actively cooperate with and closely follow practical realities. From there, they should propose specific recommendations to the local Party committees, authorities, and National Assembly agencies regarding the concretization and effective implementation of laws and resolutions passed by the National Assembly.

Speaking at the Conference, Vice Chairman of the National Assembly Nguyen Khac Dinh emphasized that 2025 is a year of many important events for the country, with a heroic, proud, and enthusiastic spirit about the great achievements of the 80th anniversary of the founding of the Socialist Republic of Vietnam. The entire Party, people, and army are striving to achieve outstanding results to welcome the 14th National Congress of the Party, leading the country into a new era of prosperous and civilized development.

Regarding Hung Yen province, the province has been reorganized, its administrative boundaries expanded, and a two-tiered local government system implemented. The province successfully held its first Provincial Party Congress for the 2025-2030 term, opening a new chapter in the development of this land of "spiritual significance and outstanding people," rich in cultural, revolutionary, and heroic traditions, ushering in a new era and a new stage of development for Hung Yen province.

For the National Assembly, the Tenth Session was the final session of the 15th National Assembly. The session concluded after 40 consecutive working days, completing the largest volume of work at a National Assembly session in its 80-year history, with 51 laws and 39 resolutions passed, including many major, strategic, and long-term decisions that contribute to creating a legal basis for the country's development in the new era.

The Vice Chairman of the National Assembly stated that 80 years ago, during the historic days of the revolution, under the banner of the Party, the entire nation rose up to take control of its own destiny. Together with the whole country, voters and the people of the province, with aspirations for independence and freedom, enthusiastically participated in the General Election Day, electing worthy representatives to the First National Assembly. Aware of the honor and responsibility before the National Assembly, the Party Committee, the people, and voters in the province and the whole country, the delegation of National Assembly deputies from Hung Yen - Thai Binh province (and for a time Hai Hung province) has strived to improve and contribute to building a stronger National Assembly, fulfilling the tasks and practical requirements of the country; together with the Party Committee, the government, and the people of the province, they have achieved many important and glorious accomplishments in the revolutionary cause over the past 80 years.

This meeting is also part of the overall program commemorating the 80th anniversary of the founding of the Democratic Republic of Vietnam and the 80th anniversary of the first general election to elect the Vietnamese National Assembly according to the National Assembly's Project 1856.

Regarding information on activities celebrating the 80th anniversary of the first General Election to elect the Vietnamese National Assembly, the Vice Chairman of the National Assembly stated that, right from the beginning of the 15th term, the National Assembly had set out a plan to prepare for the 80th anniversary of the Vietnamese National Assembly; through which, the glorious traditions of the country and the nation under the leadership of the Party over the past 80 years were recalled.

Of these, 24 are major tasks, and to date, most have been completed or are nearing completion. The earliest task to be completed is the editing of the book "The National Assembly in the Process of Renovation to Meet the Requirements of Building and Perfecting the Socialist Rule of Law State of Vietnam" by General Secretary Nguyen Phu Trong, and its launch on July 16, 2024.

In addition, the Ministry-level special research project "The Vietnamese National Assembly - 80 Years of Construction, Renovation and Development" was completed, and two books were published based on the project. Simultaneously, the successful organization of the songwriting contest about the National Assembly and People's Councils; the "Back to the Roots" program of the National Assembly delegations from provinces and cities; the national-level scientific conference "The Vietnamese National Assembly - 80 Years of Formation and Development"; the completion of the Bui Bang Doan Memorial Area Project for the Head of the Standing Committee of the National Assembly, which was inaugurated on September 28th in Hanoi; the compilation of several books (bilingual photo book "80 Years of the Vietnamese National Assembly", History of the Vietnamese National Assembly, Volume V); the completion of the exhibition at the Museum of the Vietnamese National Assembly; the organization of an online competition to learn about 80 years of the Vietnamese National Assembly; the completion of the 8-part documentary film "80 Years of the Vietnamese National Assembly"; and the issuance of a commemorative postage stamp set for the 80th anniversary of the Vietnamese National Assembly...

From now until January 6, 2025, the Vice Chairman of the National Assembly stated that the National Assembly will continue to organize activities such as: holding the Fourth National Journalism Award Ceremony on the National Assembly and People's Councils; commemorating the 80th anniversary of the first General Election to elect the Vietnamese National Assembly at the National Assembly building; the "80 Years of the Vietnamese National Assembly" photo exhibition; and completing the preservation and restoration of the National Assembly Standing Committee historical site in Tuyen Quang.

Continue to innovate in organization and operating methods.

Regarding the 15th National Assembly term, the Vice Chairman of the National Assembly emphasized that this was a special term, operating in a challenging and turbulent context for the country, the National Assembly, and the delegations of National Assembly deputies from provinces and cities. The workload and pressure increased many times compared to previous terms, along with many important issues, new and complex problems, and unprecedented challenges. However, under the leadership of the Party and the coordination of the entire political system, the National Assembly, the delegations of National Assembly deputies, and the National Assembly deputies themselves have wholeheartedly and diligently completed many important tasks.

During this term, the National Assembly held 10 regular sessions and 9 extraordinary sessions; amended and supplemented several articles of the 2013 Constitution, passed 150 laws and 49 normative resolutions. The National Assembly also made many strong decisions, carried out many activities related to personnel work and streamlining the organizational structure, and merged provincial-level administrative units.

In highlighting the overall achievements of the 15th National Assembly, the Vice Chairman of the National Assembly emphasized that the Hung Yen Provincial Delegation of National Assembly Deputies has made many contributions and innovations, and has always received the attention of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, the Fatherland Front, and various departments and levels. In particular, the Provincial Delegation of National Assembly Deputies has organized voter outreach sessions not based on specific areas but on a comprehensive basis; instead of regular group outreach, they have conducted mobile group outreach sessions; they have held thematic outreach sessions to listen to the voices of each group involved in policy making; and they have done a good job in social welfare work.

The Vice Chairman of the National Assembly affirmed that the achievements and results of the 15th National Assembly were all inherited and built upon the experience of previous National Assembly deputies. Each stage of the National Assembly's journey has been imbued with the imprint of unity, wisdom, and discipline; of unwavering commitment to goals and flexible strategies; and of the Party's will blending with the people's aspirations and love for the country. The achievements of the National Assembly have been significantly contributed to by the National Assembly delegations and deputies throughout the years, including the intellectual contributions, courage, dedication, and responsibility of the generations of National Assembly deputies from Hung Yen and Thai Binh provinces in the past and Hung Yen province today.

“We are very honored and proud that over the past 80 years, the Hung Yen Provincial Delegation of National Assembly Deputies has had 516 members in various terms, with the participation of the General Secretary, many members of the Politburo and the Secretariat, many members of the Central Committee of the Party, Deputy Prime Ministers, Vice Chairmen of the National Assembly, Provincial Party Secretaries, Ministers, Heads of central agencies and organizations, leaders of provinces and cities, generals, officers, armed forces personnel, scientists, artists, businesspeople, managers, diplomats, and even those directly involved in labor and production activities on all fronts,” the Vice Chairman of the National Assembly stated.

The Vice Chairman of the National Assembly emphasized that, in each position and each period, under the leadership of the Party, the 516 National Assembly delegates from Hung Yen province over the past 15 terms have united, strived, and contributed their dedication, intellect, strength, and courage to the National Assembly and the country to successfully fulfill their mission as representatives of the people in the National Assembly - the highest power body in the country.

On behalf of the Party, State leaders and the Standing Committee of the National Assembly, Vice Chairman of the National Assembly Nguyen Khac Dinh expressed his deep gratitude and appreciation to the generations of National Assembly deputies from Hung Yen province throughout the years; the local Party committees and authorities; and the trust and support of voters and people in the province who have always cared for and accompanied the National Assembly deputies of the province and the Provincial National Assembly Delegation over the past 80 years. Noting that time is running out but is extremely important, Vice Chairman of the National Assembly Nguyen Khac Dinh stated that local authorities and sectors should continue to improve and ensure all necessary conditions for the two-tiered local government model to operate effectively, efficiently, and truly be close to the people, serving them better; while also building and effectively implementing action programs and plans, promoting patriotic emulation movements, and promptly bringing laws and resolutions of the National Assembly as well as resolutions of the Provincial Party Congress into practice; and preparing the best conditions to successfully organize the election of deputies to the 16th National Assembly and representatives to the People's Councils at all levels for the 2026-2031 term.

The Vice Chairman of the National Assembly also requested that the Hung Yen Provincial Delegation of the 15th National Assembly and its members continue to proactively and actively cooperate with and closely follow practical realities; thereby, proposing specific recommendations to local Party committees, authorities, and National Assembly agencies in concretizing and effectively implementing the laws and resolutions passed by the National Assembly.

The Vice Chairman of the National Assembly expressed confidence that, immediately after the election of National Assembly deputies and People's Council representatives at all levels for the 2026-2031 term, the 16th National Assembly delegation of Hung Yen province will build upon the glorious experiences and traditions of previous generations of National Assembly deputies from the province and of the Vietnamese National Assembly over the past 80 years; continue to innovate in organization and working methods, achieve many important results, and make even greater contributions to the country's reform process and the cause of building and developing the province; worthy of the trust and expectations of voters and the people.

Thanking the Vice Chairman of the National Assembly for his sentiments towards the delegation of National Assembly deputies and the deputies of Hung Yen province from previous terms, the Secretary of the Hung Yen Provincial Party Committee, Nguyen Huu Nghia, emphasized that over the past 80 years, the Vietnamese National Assembly has continuously grown stronger, becoming increasingly innovative, democratic, united, and intelligent. The National Assembly has enacted many laws to create a legal framework and foundation for the sustainable development of the country. The National Assembly has effectively fulfilled its role of supreme oversight and has made decisions on important national issues.
