"Putting the interests of the people at the center of all decisions" - this has been the overarching message in the National Assembly's activities from the beginning of its term to the present. Deeply understanding this mission, the Quang Ninh Provincial Delegation of National Assembly Deputies has brought to the parliament voices full of responsibility, combining traditional humanistic thinking with the progressive vision of the times, contributing together with the National Assembly to building a solid foundation for the happiness of the people.

The "roots" for building a civilized and compassionate society.

In his closing remarks at the session, reflecting on the progress made, the Speaker of the National Assembly happily affirmed that the fields of "culture, people, and society have achieved positive results and made progress in many aspects." However, to achieve the goal of Vietnam becoming a high-middle-income country by 2030, a strong reform of thinking in social security and education policies is required. Along with the National Assembly, the National Assembly deputies from Quang Ninh province made profound contributions, addressing the core issues of human development.

During the parliamentary session, National Assembly Deputy and Venerable Thich Thanh Quyet delivered insightful remarks during the discussion of the amended Education Law. In the context of a modern society with many shifts in values, the Venerable emphasized that education is not simply about transmitting scientific knowledge, but its core is teaching how to be a good person and building character. With the dedication of a religious practitioner and the responsibility of a representative, the Venerable proposed that the Government and the education sector should further strengthen moral education, lifestyle education, and humanistic values ​​in schools. This is the "root" for building a civilized and compassionate society.

In particular, aiming for social justice and "leaving no one behind," Venerable Thich Thanh Quyet suggested that the State should have policies prioritizing more practical care for vulnerable groups, including poor children, children in remote areas, and people with disabilities. Simultaneously, to revitalize education, the delegate proposed a system of honor and appropriate remuneration for teachers. Only when their material and spiritual lives are ensured can teachers – the "engineers of the soul" – feel secure in their schools and classrooms, dedicating themselves fully to the noble cause of educating future generations.

Besides nurturing the "spiritual" aspects through education, the Quang Ninh Provincial Delegation of National Assembly Deputies also approached the issue of livelihoods for the poor with a fresh perspective. During discussions on the National Target Program for the period 2026-2035, National Assembly Deputy Do Thi Lan proposed changing the method of support from in-kind assistance to direct financial assistance for poor and near-poor households, especially in mountainous areas.

According to the delegates' analysis, the distribution of in-kind assistance (such as livestock and crops) is sometimes unsuitable for the soil or farming capacity of each household, leading to waste. Conversely, direct financial support empowers people, allowing them to decide on the most suitable livelihood for their circumstances. This approach not only eliminates passivity and dependence but also stimulates the economic thinking of the people.

At the same time, delegate Do Thi Lan also suggested the need to design flexible mechanisms, simplify procedures, and strongly decentralize power to local authorities. The ultimate goal is to ensure that policy funds reach the people as quickly and promptly as possible, becoming a real "lever" to help them rise out of poverty sustainably.

Protecting people from new challenges.

Entering a new era, alongside the opportunities presented by the 4.0 revolution, people also face unprecedented non-traditional security challenges. Closely adhering to this context, the Quang Ninh National Assembly Delegation has focused on contributing ideas to build strong legal "shields" to protect people both in real life and in cyberspace.

Given the complex and increasingly youthful nature of drug-related crimes, which directly threaten the future of the younger generation, delegates Do Thi Lan and Tran Thi Kim Nhung expressed both strict and humane views when contributing to the revised Law on Drug Prevention and Control. The delegates proposed that the National Assembly thoroughly consider a drug rehabilitation model for individuals aged 12-18. This is not merely an administrative measure but a deeply humane proposal aimed at "saving" the future of misguided children just as they are beginning their lives. The delegation suggested flexible regulations on rehabilitation duration; strengthening support measures for rehabilitation at home and in the community… so that these children are not isolated from society for too long, and have the opportunity to correct their mistakes, reintegrate, and become useful citizens.

On the other hand, in the context of rapid digital transformation, where personal data becomes a valuable asset, the risk of privacy violations also increases. Discussing the draft amendments to 10 laws related to security and order, delegates Tran Thi Kim Nhung and Vu Dai Thang supported the principle of simplifying residency and identity card procedures to maximize convenience for citizens and businesses, but also firmly demanded the establishment of technical and legal barriers to strengthen privacy protection.

Specifically, delegates proposed strict and transparent regulations on the management and retrieval of surveillance data and images, emphasizing that administrative convenience should not come at the expense of citizens' privacy. This would ensure that in this "era of progress," every Vietnamese citizen not only benefits from technological advancements but also lives safely, freely, and with their dignity respected.

The strength and depth in the speeches of the Quang Ninh delegates did not come naturally; they stemmed from a deep, inseparable connection with the voters. Before the session, all nine delegates in the delegation directly met with more than 6,054 people, listening to and refining 45 groups of opinions and recommendations. These sentiments were transformed into legislative language and national policy decisions. "Dare to speak, dare to act, dare to take responsibility for the people," the Quang Ninh Provincial National Assembly Delegation has been fulfilling its role as a solid bridge, contributing to building a prosperous and happy Vietnam.
