On the morning of June 19, the provincial working delegation led by Mr. Nguyen Trung Thao, Vice Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Provincial Civil Defense, Disaster Prevention and Control and Search and Rescue Committee inspected the area at risk of landslides at the Provincial Drug Rehabilitation Center (Center 2) in Bach Dang Commune (Hoa An). Also accompanying were leaders of a number of departments, branches and sectors.
At the actual inspection site, the location of the positive slope behind the Drug Rehabilitation House No. 02 and the dining room for visitors was in a situation where rainwater eroded the slope surface into deep crevices, causing landslides in some locations on the slope, forming deep holes, exposing local orphaned rocks, with a high risk of large landslides, not ensuring safety during the exploitation and use of the house below close to the foot of the slope and directly affecting the safety of more than 100 drug rehabilitation subjects and staff working here. The initial cause was believed to be that in previous years, in Na Roac hamlet, Bach Dang commune, heavy rains often occurred on a large scale, the water collection and drainage system on the slope had not been fully invested; the geology of the slope was layers of soil interspersed with loose rocks, susceptible to water erosion and landslides.
After inspecting the site, the working group worked with the Investment and Construction Project Management Board and the Provincial Drug Rehabilitation Center. Based on the assessment of the current situation, the Project Management Board proposed the urgent construction of a natural disaster prevention and control project - reinforcing the slope to prevent landslides. The expected solution is to build a revetment at the foot of the slope with a total length of about 89 m, reinforcing the lowest level slope with reinforced concrete beams and precast concrete slabs. Cut a part of the top of the second-level slope to reduce the slope and reduce the slope load; invest in a drainage system on the slopes, leading rainwater from the slope gutters to the general drainage system of the area. The delegates gave their opinions on the design of the project, drainage plan, arrangement of investment capital, procedures and implementation time to ensure reasonableness, efficiency and savings.
Concluding the meeting, Vice Chairman of the Provincial People's Committee Nguyen Trung Thao requested the Project Management Board and relevant departments and branches to quickly reassess the entire situation, risks, and extent of landslides; at the same time, develop a detailed and specific remedial plan to advise the Provincial People's Committee to urgently direct the handling. Calculate additional safety plans when implementing measures to cut off the mechanism, reduce the load and the drainage system below, and promptly remedy the situation to protect the safety of people's lives and state assets.
While waiting for the project implementation procedures to be implemented, temporary remedial measures are needed. During the exploitation and use process, the provincial drug rehabilitation center needs to conduct regular inspections, dredge drainage ditches, and have a plan to relocate drug addicts out of dangerous areas to avoid damage if an incident occurs. Agree to use funds from the provincial Disaster Prevention, Control and Search and Rescue Fund.
