
At the reception, Deputy Prime Minister Ho Duc Phoc highly appreciated the WB's support for Vietnam in recent times. Since 1993, the WB has always been one of the international donors with the largest scale of support for Vietnam. By the end of 2024, the WB has funded 180 programs/projects for Vietnam with a total capital of more than 26 billion USD, of which the total signed loan value is about 23 billion USD. The above projects have created conditions for Vietnam to develop strongly, especially infrastructure development projects, technical assistance in the fields of treasury, banking, etc.
According to Deputy Prime Minister Ho Duc Phoc, in the report "Vietnam Rising - The Path to a High-Income Future" recently published by the World Bank, four very practical recommendations for Vietnam were made: In-depth investment in people and digital transformation; Expanding public investment and improving public investment efficiency; strengthening financial sector management and supervision to reduce systemic risks; promoting green transformation - improving human resource capacity and fundamental institutional reform.
Proposing the main cooperation orientation in the coming time, Deputy Prime Minister Ho Duc Phoc suggested that the WB strengthen cooperation in areas where the WB has strengths and Vietnam has urgent needs such as strategic infrastructure, logistics, clean energy, urban development, digital transformation, data management, climate change adaptation; ODA cooperation and preferential capital with new forms of development finance for transport infrastructure, coastal adaptation; implementing climate loans according to the "climate co-benefits" method;...
Regarding the WB's lending activities in Vietnam, the Deputy Prime Minister discussed with Vice President Carlos Felipe Jaramillio some difficulties in implementing WB projects; loan costs; implementing non-refundable aid projects, thereby requesting the WB to apply more flexible standards in applying conditions and standards on bidding, environment, and society; consider and create conditions for applying appropriate interest rates for some loans; be flexible in handling policy differences... to speed up project implementation progress.

The Deputy Prime Minister said that in the coming time, Vietnam will implement many important projects; he hopes to continue to cooperate effectively with the WB in implementing projects on transport infrastructure development, energy, digital transformation, climate change, etc. He asked the WB Vice President to continue to pay attention, accompany and coordinate closely with the WB Country Director in Vietnam to promote the effective implementation of cooperation initiatives and realize common priorities between the two sides.
Highly appreciating Vietnam's development goals and orientations in the coming time, WB Vice President Carlos Felipe Jaramillio, his colleagues and Deputy Prime Minister Ho Duc Phoc discussed frankly the following contents: Implementing reforms to reduce time and promote project progress; mobilizing capital to implement large projects on the basis of combining state and private capital sources; investing in projects applying science, technology, digital transformation, innovation; applying high technology in infrastructure development; responding to climate change; preventing landslides, subsidence, saline intrusion, and flooding in the Mekong Delta and Ho Chi Minh City; implementing the "Project for sustainable development of 1 million hectares of high-quality and low-emission rice cultivation associated with green growth in the Mekong Delta"; supporting capital for private enterprises to implement wind power, solar power, and mining projects...
