This is an event of special significance, demonstrating the deep concern and support of the Party and State for the cause of education and training, socio- economic development, and strengthening national defense and security in the border areas of the Fatherland.

The Muong Khuong Primary and Secondary Boarding School, Y Ty Primary and Secondary Boarding School (in Y Ty commune), Pha Long Primary and Secondary Boarding School (in Pha Long commune), A Mu Sung Primary and Secondary Boarding School (in A Mu Sung commune) are invested synchronously with classrooms, dormitories, multi-purpose halls, libraries, kitchens, technical infrastructure... with a scale of 28 to 36 classrooms. The boarding housing area for students has from 123 to 158 closed rooms, serving from 980 to more than 1,200 students per school; the teacher housing area has from 18 to 28 rooms per school... The campus of each school ensures a land area of 5.4 - 8.2 hectares; the design is synchronous, modern but still flexible to adapt to the terrain and climate of each region.
The total investment of the 4 schools is 945 billion VND from the central budget, provincial budget and other legally mobilized capital sources. The projects were started with a construction period of 9 months, striving to be completed before August 30, 2026.
The remaining schools: Primary and Secondary Boarding Schools in the border communes and wards of Ban Lau, Trinh Tuong, Si Ma Cai, Bat Xat and Lao Cai will be built in 2026 and are expected to be completed in 2027. The total investment cost of the 9 schools is expected to be nearly 1,480 billion VND.
At the groundbreaking ceremony, Chairman of Lao Cai Provincial People's Committee Tran Huy Tuan said: The policy of building a system of inter-level boarding schools in border communes is a strategic visionary decision imbued with the profound humanity of our Party and State. This is not only an educational project, but also a project of faith and national solidarity, demonstrating the steadfast will of "strong borders, prosperous people".

Lao Cai commits to hand over clean land, creating the most favorable conditions for the construction unit to implement the project on schedule, ensuring quality and safety. Lao Cai province directs sectors and localities to closely coordinate and provide maximum support to the investor and construction unit throughout the construction process; ensuring completion progress in August 2026. Localities strengthen inspection, supervision, strictly implement regulations on investment management, prevent negativity, loss, waste; direct full preparation of conditions in terms of staff, programs, and facilities so that when the project is completed, the schools truly become "second homes" for students in the highlands, a place to nurture knowledge, and light up the aspirations of students to rise up in the border of the Fatherland.

On the occasion of the groundbreaking ceremony, Deputy Prime Minister Pham Thi Thanh Tra presented 200 gifts to 200 disadvantaged students in Muong Khuong, Pha Long, Y Ty and A Mu Sung communes; and presented gifts to Muong Khuong Kindergarten, Muong Khuong commune on the occasion of Vietnamese Teachers' Day, November 20.

On this occasion, the Vietnam Bank for Agriculture and Rural Development donated 4 computer rooms worth 1 billion VND to 4 schools.
Immediately after the groundbreaking ceremony, Deputy Prime Minister Pham Thi Thanh Tra is expected to visit and work in Muong Khuong commune, Lao Cai province.
Lao Cai is a mountainous border province in the North, with a 182 km long border adjacent to Yunnan province (China); with 9 border communes and wards stretching across Lao Cai ward and the communes: Si Ma Cai, Muong Khuong, Bat Xat, Y Ty, Pha Long, A Mu Sung, Trinh Tuong, Ban Lau. More than 90% of the population in the border communes are ethnic minorities, with many difficulties in life, in which highland education is still a field that needs special priority.
The province currently has more than 1,000 educational establishments with nearly 500,000 students, including 17 ethnic boarding schools, 182 semi-boarding schools, with nearly 65,000 students enjoying the State's support policies. Thanks to the attention of the Central Government, the determination of the entire political system and the efforts of the teaching staff, the quality of education in Lao Cai has been increasingly improved, ranking among the leading groups in the Northern mountainous region.
However, the learning and living conditions of students in the highlands and border areas are still lacking; many places still lack classrooms and boarding houses, and the living conditions of teachers and students are still difficult. Therefore, the groundbreaking ceremony of the construction of 4 inter-level boarding schools today is a great joy, a new milestone in the education career of the highlands on the journey of national development; contributing to improving people's knowledge, training human resources, and nurturing talents.
