Deputy Prime Minister issues ultimatum to speed up progress on highways, airports, and beltways

(Dan Tri) - A drastic directive has just been issued by Deputy Prime Minister Tran Hong Ha through document No. 1444/TTg-CN to speed up the progress of a series of key national infrastructure projects.

This document is considered an "ultimatum", setting specific timelines and requiring ministries, branches and localities to take immediate action to remove the biggest obstacle slowing down mega-projects, which is site clearance.

The document has specified strict timelines for each project. Notably, the remaining component projects of the North-South Expressway in the East phase 2017-2025 must be completed by the end of 2025. Long Thanh International Airport (component projects 2 and 3) must be completed by December this year.

Two key belt routes, Ho Chi Minh City Belt Route 3 and Hanoi Capital Region Belt Route 4, are also required to be basically completed by 2025 and 2026, respectively, and put into operation in 2026 and 2027.

These are strong commitments, creating great pressure but also a positive signal showing the Government's determination to complete the infrastructure network, creating momentum for economic development and the real estate market.

The biggest bottleneck pointed out in the document is site clearance. The appendix attached to the document lists in detail the problems in many projects.

The Ring Road 4 Project - Hanoi Capital Region, although 98.53% of the land has been cleared, is facing a "sticky rice" situation, mainly in residential areas, making construction unsynchronized. Similarly, the North - South Expressway Project in the 2021-2025 period is still stuck at 2 rest stops and traffic monitoring items in Can Tho, An Giang and Ca Mau.

More serious are the problems related to the relocation of technical infrastructure. A series of 220kV and 500kV high-voltage power lines have not yet been relocated at the Khanh Hoa - Buon Ma Thuot, Bien Hoa - Vung Tau, and Ho Chi Minh City Ring Road 3 expressway projects.

The Deputy Prime Minister's direction requires the People's Committees of provinces and cities to "resolutely direct" and focus on completely removing these obstacles to hand over the entire clean site to the construction unit.
