Delegates were also introduced to two virtual assistant systems serving the government and people, including: Supporting officials and civil servants at provincial, district and communal levels to look up and clearly define functions, tasks, powers and procedures for performing public duties according to new decentralized regulations. Supporting people and businesses to look up, guide administrative procedures, and quickly respond to requests related to 1,800 current public services and will continue to expand.
At the same time, announce the hotline system of the Government and ministries and branches to receive and quickly handle problems arising in the process of implementing decentralization and delegation of power, especially at the grassroots level.
Speaking at the conference, Permanent Deputy Prime Minister Nguyen Hoa Binh emphasized that the significance of this conference is not only in the issuance of legal documents, but also has great practical value.
Firstly , create a complete, clear, and transparent legal basis to organize and operate the two-level local government system smoothly and stably, to perform well political tasks, and serve the people.
Second, continue to strongly innovate the administrative apparatus, improve the effectiveness and efficiency of state management in the direction of creation and service. The Government Office has introduced new contents of Decree No. 118/2025/ND-CP, especially on the Public Administration Service Center at the provincial and communal levels, and the National Public Service Portal. This is a big step forward in administrative reform, building a digital government, bringing the highest benefits to people and businesses.
Third, the deployment of virtual assistants helps officials and civil servants grasp the processes, tasks, and powers at each administrative level. At the same time, people can proactively look up and request the fastest public services, anytime, anywhere - regardless of administrative boundaries.
Fourth, establish a comprehensive support mechanism for both officials and people, who can call the hotline or access the virtual assistant system for immediate support when necessary. Any problems that arise will be compiled, analyzed and regularly reported to the Government Steering Committee for quick and timely resolution and guidance. Ministries and agencies have established hotlines at the request of the Government Steering Committee; the Government Office will compile, issue a document to fully announce and publicize the hotlines so that localities, officials and people know.
Fifth, this is also the premise for ministries, branches and localities to continue implementing the policy of arranging administrative units, implementing the 2-level local government model, rearranging offices and public assets in a scientific, economical and effective manner, avoiding waste, while ensuring that the operation of the government system is not interrupted or disrupted.
The Deputy Prime Minister said that on June 14 and 15, ministries, agencies and localities will continue to participate in professional training conferences related to organization, party building and state management. This will help localities resolve difficulties and problems that may arise in the process of arranging and organizing the apparatus, ensuring smooth operations, quality, efficiency, effectiveness and efficiency.
Do not let stagnation occur, causing difficulties for people
In that spirit, comrade Nguyen Hoa Binh requested the Chairmen of the People's Committees of provinces and cities to directly direct the implementation, organize training, and provide specific instructions to each cadre and civil servant at all levels on the contents stipulated in the 28 Decrees that will take effect from July 1, 2025. Any arising problems must be handled immediately at the grassroots level, not pushed aside or waited for; for unclear issues, they must be proactively guided through hotlines.

For cadres, civil servants and public employees, it is necessary to seriously study the contents of the Decrees. In particular, they must grasp the functions, tasks, powers, authority, order and procedures for performing decentralized and delegated tasks. At the same time, they must uphold the spirit of responsibility, dedication, and make every effort for the people, not push things away, avoid them, and not make people have to travel many times or wait for a long time.
In particular, it must be determined that the more empowered we are, the faster, more correct, more effective we must act, and the better we serve the people and businesses.
"I request that any locality that causes stagnation and difficulties for people and businesses must take responsibility before the Government and the Prime Minister," Comrade Nguyen Hoa Binh emphasized.
Ministries and sectors need to continue to improve technical processes, virtual assistant systems, hotlines, digital platforms, ensuring smooth, safe and convenient connections for users; promptly guide and resolve arising problems so that the two-level local government model operates smoothly, efficiently, with quality, effectiveness and efficiency in accordance with the direction of the Central Committee and the Politburo.
5,076 legal documents reviewed

At the conference, Minister of Home Affairs Pham Thi Thanh Tra said that 5,076 legal documents were reviewed, including: 199 Laws; 52 Ordinances of the National Assembly Standing Committee, 35 Resolutions of the National Assembly Standing Committee; 306 Decisions of the Prime Minister; 829 Decrees, 3,353 Circulars and 239 other documents.
According to Minister Pham Thi Thanh Tra, the results show a total of 6,738 tasks and authorities of ministries and ministerial-level agencies stipulated in legal documents in the management fields of the reviewed sectors and fields.
Accordingly, there are a total of 2,718 tasks and authorities to determine decentralization, delegation of authority and division of authority. Of which, 1,470 tasks and authorities have been reviewed and proposed for decentralization and delegation by ministries and ministerial-level agencies. Along with that, there are a total of 1,248 tasks and authorities determined to determine authority.
Minister Pham Thi Thanh Tra said that some ministries have a very large number of reviewed legal documents, covering many subjects and scopes in the field of state management, such as: Ministry of Agriculture and Environment (1,055 documents); Ministry of Public Security (400 documents); Ministry of Industry and Trade (674 documents); Ministry of Construction (609 documents); Ministry of Culture, Sports and Tourism (431 documents).
In total, the Ministries and ministerial-level agencies proposed 32 Decrees, including 28 Decrees on decentralization, delegation of authority and division of authority and 4 other related Decrees. Of the 28 Decrees, 11 Decrees divide authority when organizing 2-level local governments; 14 Decrees on decentralization and delegation of authority; 3 Decrees stipulate 2 contents including decentralization, delegation of authority and division of authority.
Minister Pham Thi Thanh Tra requested that ministries and ministerial-level agencies promptly announce administrative procedures within their authority immediately after this conference. This is the basis for applying administrative procedures to ensure smoothness and no interruption in the task of serving the people.
Localities need to have a plan to receive the workload of decentralization, delegation of authority and division of authority in 28 Decrees and organize training on the adjusted contents of the Decree. In the process of implementation, if any problems arise, the Ministry of Home Affairs requests units to contact the hotlines of Ministries and ministerial-level agencies or send feedback and recommendations for timely answers and solutions.
