According to the National Civil Defense Steering Committee, the center of storm No. 10 is currently over the sea area of Quang Tri - Da Nang with strong winds of level 12, gusts of level 15. It is forecasted that from the afternoon of September 28, the wind on the mainland of Thanh Hoa - Northern Quang Tri will gradually increase to level 6-7, then increase to level 8-9; the area near the storm center will be level 10-12, gusts of 14. The strongest wind will be from the evening until the end of the night of September 28, the time the storm will stay on land will last about 6-8 hours. Storm No. 10 moves quickly, has strong storm intensity, wide range of influence, can cause combined effects of many types of natural disasters such as strong winds, heavy rain, floods, flash floods, landslides and coastal flooding in the affected provinces, the storm is currently causing heavy rain in the provinces and cities: Thanh Hoa, Nghe An, Hue, Da Nang and the Northern Delta region, Southern Phu Tho...
In anticipation of the storm's impact, the provinces have counted and guided 67,970 vehicles/286,677 workers to safe shelters, out of the storm's path. 11 provinces and cities from Quang Ninh to Quang Ngai have implemented sea bans. Provinces and cities from Ninh Binh to Hue have organized the evacuation of 4,694 households/11,177 people in dangerous areas, as well as quickly harvested the crop area and aquaculture area of the people.
At the conference, representatives of leaders of provinces, ministries, departments and central branches reported the initial damage and plans to prevent and combat storm No. 10. As of 11:00 a.m. on September 28, 4 people were missing, 76 houses were damaged and had their roofs blown off by storms, 3 temporary bridges were swept away; some underground spillways and traffic routes in Thanh Hoa, Nghe An, Quang Tri and Hue were flooded.
In Thanh Hoa province, the locality has mobilized more than 4,920 officers and soldiers from the provincial military command, the provincial police, along with many vehicles and equipment, ready to participate in response work when required. Departments, branches, localities and related units, based on their assigned functions and tasks, have proactively prepared the necessary conditions to respond to storm No. 10.
Mr. Mai Xuan Liem, Vice Chairman of Thanh Hoa Provincial People's Committee, said, Up to this point, Thanh Hoa province has called on all boats and evacuated 330 households/1,372 people to safety. The province has directed localities to mobilize maximum forces and means with the support of the police and army to speed up the harvest of rice and autumn crops. Determining that the storm circulation will greatly affect the Thanh Hoa area, the province has mobilized maximum human and material resources to support local people to minimize damage caused by storms and rains. This afternoon, September 28, the province will establish a working group stationed in Hoi Xuan commune, including police, border guards, medical and agricultural forces ready to be on duty and handle any situations that arise, putting the safety of people's lives and property as the most important.
Speaking at the conference, Deputy Prime Minister Tran Hong Ha highly appreciated the proactive response of localities in the prevention and control of storm No. 10. At the same time, localities need to pay attention because this is a very strong storm, moving quickly through the area where many ships are operating, heading towards the mainland of the North Central region that has just suffered heavy damage due to storm No. 3, storm No. 5 and the floods after the storm. The storm is expected to make landfall at night, so localities absolutely must not be subjective or negligent, and must urgently review and complete response scenarios, especially to prepare for sudden and unexpected situations that may arise when the storm makes landfall. Thoroughly evacuate people in dangerous areas, resolutely not allowing people to return to their homes, cage areas, and aquaculture areas when safety is not yet guaranteed.
Deputy Prime Minister Tran Hong Ha also requested localities to refer to Thanh Hoa province's approach in mobilizing functional forces in key areas, simultaneously implementing storm prevention in both coastal and mountainous areas, minimizing casualties and damage caused by natural disasters. In addition, relevant ministries and branches closely monitor post-storm circulation developments, promptly warn of dangerous weather patterns, tighten dam inspections and expand the area of affected areas to avoid being subjective in any situation, ensure adequate conditions to maintain communications; power grid to serve storm prevention, control and overcoming the consequences of natural disasters.
