Based on the reflection from some media agencies about the "Cosmetic service matrix in Ho Chi Minh City", the Inspector of the Ho Chi Minh City Department of Health inspected two facilities including Louis Academy Trading and Service Joint Stock Company (Dr.Han) and Gia Dinh General Hospital.

Regarding Dr. Han, through an inspection on December 19, 2024, the Ho Chi Minh City Department of Health discovered that this facility showed no signs of medical examination and treatment activities, with only one security guard. However, through checking the social network account "Dr. Han Plastic Surgery", this facility was still advertising medical examination and treatment services in the field of aesthetics.

In addition, through inspection, this facility did not have an operating license, did not have a practice certificate, and seriously violated the use of drugs and devices to intervene in the human body when it was not a specialized cosmetic hospital. The inspectors drew up a record of administrative violations and continued to strictly handle them according to regulations.

On the same day, the Department of Health Inspectorate inspected Gia Dinh General Hospital. Here, the hospital representative confirmed that there was no cooperation contract with Dr. Han Cosmetic Clinic, however, the hospital received customers introduced by Dr. Han and performed consultation and surgery.

This violates the regulation of “medical practitioners who do not register to practice medical examination and treatment”. The Inspectorate has imposed an administrative penalty and announced the penalty decision on the Department of Health's electronic information portal.

In addition to the two facilities, the Department of Health Inspectorate inspected the General Clinic of Y Dao Medical Services Consulting Investment Joint Stock Company (46-48 Ngo Quyen, District 10) after receiving complaints about the doctor's unprofessional behavior when performing ultrasounds on female patients and children.

However, there was no formal complaint from the patient. Upon inspection, the doctor had a full practice license, but the clinic violated the regulations on not registering to practice medicine as prescribed. The Health Department Inspectorate requested compliance with legal regulations and professional ethics.

The Health Department Inspectorate has issued many decisions on administrative sanctions in the health sector for facilities violating regulations on medical examination and treatment and service advertising, including:

Phuong Dong Luxury Business Household (51A Ba Thang Hai, Ward 11, District 10): Fined VND 88 million and suspended medical examination and treatment activities for 18 months for providing medical examination and treatment services during the suspension period and advertising without a license.

AB Dental World Company Limited (141 Phan Dang Luu, Phu Nhuan District): Fined 20 million VND for violations in recording medical examination records and practitioners not registering to practice.

Cam Tu Dental Joint Stock Company (4B Tran Hung Dao, District 1): Fined 45 million VND for advertising products and services in violation of regulations.

Business household of Pulmonary Clinic (Hung Vuong Apartment, District 5): Fined 2 million VND for not fully recording medical examination books.

Ivy Beauty business (27B Nguyen Dinh Chieu, District 1): Fined 60 million VND and suspended medical examination and treatment activities for 4.5 months for using drugs, devices that interfere with the body and advertising services without a license.

Happy Cosmetic Surgery Company Limited (70-72 Nguyen Thien Thuat, District 3): Fined 45 million VND for advertising without content confirmation before implementation.

Mr. NHP (501 Hoang Sa, District 3): Fined 61.1 million VND for practicing without a practice certificate and advertising without a business license.

115 An Tam Company Limited (C4/12L/3 Pham Hung, Binh Chanh): Fined 49 million VND for violations in recording medical examination records and advertising against regulations.

Minh Chau T Pharmacy (103 Doc Lap, Tan Phu): Fined 4 million VND because the person in charge of professional expertise was absent when the facility was operating.

Minh Thanh Pharmacy (289C Tan Ky Tan Quy, Tan Phu): Fined 4 million VND because the person in charge of professional responsibility was absent.

Hoa Thanh Oriental Medicine Joint Stock Company (72 Trieu Quang Phuc, District 5): Fined 4 million VND for selling medicinal herbs that do not meet quality standards.
