The Lower Communal House was built long ago in Thong Nhat 4 hamlet, Vo Tranh commune, to worship the village's tutelary god and national hero Duong Tu Minh. Up to now, with the efforts of the local government and people, the communal house has been restored and rebuilt in the traditional style, with a Dinh-shaped design, including a 3-room house with a high roof, and a rear palace with a reinforced concrete structure imitating wood. The communal house's construction area is over 120m2, the main front of the communal house faces the southwest.

There are still two stone steles engraved with Han Nom characters, dated the 5th year of Minh Mang (1822) and the 2nd year of Thieu Tri (1942).
Besides its historical value, Duoi Communal House is also a place for traditional cultural activities, festivals, and performances of traditional art forms... of the local people. With these values, Duoi Communal House is recognized as a provincial relic.
