Plan for managing and utilizing public land and buildings in An Giang province.

The An Giang Provincial Land Development Center has submitted a report to the An Giang Provincial People's Committee on the plan for managing and exploiting public land and property assets assigned to the Center by the Provincial People's Committee for management, development, and exploitation in accordance with the law.

Specifically, in An Giang province (before and after the merger), based on the recommendations of the Department of Finance, the Provincial People's Committee issued 24 decisions assigning the Provincial Land Fund Development Center to manage, develop, and exploit 476 properties (houses and land).

The Provincial Land Development Center has taken the lead, in coordination with relevant departments, agencies, and units, as well as the People's Committees of communes, wards, and special zones, in the handover and acceptance of land and buildings to the center for management, protection, development, and exploitation.

The land and property at No. 18, Le Loi Street, Rach Gia Ward (An Giang Province) is managed, developed, and exploited by the Provincial Land Fund Development Center under the direction of the An Giang Provincial People's Committee, in accordance with the law.

From September 10th to November 28th, 2025, throughout An Giang province, the Land Development Center and related agencies and units conducted legal document checks and on-site inspections (recording images) of 476 land and property properties. Handover and acceptance records were completed for 307 out of 476 properties, covering a total land area of ​​866,293 and a building area of ​​123,217 . As of November 28th, 2025, the total number of land and property properties managed, developed, and exploited by the Provincial Land Development Center under the Provincial People's Committee is 307.

Currently, the unit is updating the state asset management software in accordance with regulations; for the transferred land and property facilities, the data has been digitized and stored as required.

The properties (houses and land) transferred to the Provincial Land Fund Development Center are distributed across diverse areas (urban, towns, plains, hills, etc.) in many communes, wards, and special zones of the province. Some properties (37 out of 307) are well managed and protected, still have essential systems (electricity, water, lighting) to operate the buildings, and can continue to be used for various purposes; some of these properties are of high value…

The land and property at No. 9, Huynh Tinh Cua Street, Rach Gia Ward, is managed, developed, and exploited by the Provincial Land Fund Development Center of An Giang Province in accordance with the law, as assigned by the Provincial People's Committee.

In the coming period, the An Giang Provincial Land Development Center will review and classify land and property assets to develop a protection plan with appropriate protection methods and prepare a budget for protection to be submitted to the competent authority for approval; organize the placement of boundary markers, fences, and signs indicating public property; review, inspect, and evaluate existing records combined with on-site inspections of land and property assets to compile a list of land and property assets that need to be surveyed and have their cadastral coordinates determined in accordance with the law on surveying and mapping…

Regarding the task of exploiting land and housing facilities, the planned exploitation plan includes 4 groups. Group (1) land and housing facilities that are in accordance with land use planning and urban and rural planning and are eligible for auction of land use rights according to Decree 102/2024/ND-CP, dated July 30, 2024 of the Government detailing the implementation of some articles of the Land Law includes 8 land and housing facilities.

Group (2) of dilapidated and severely damaged land and buildings that cannot be repaired needs to be processed, liquidated, and demolished before proceeding with the auction of land use rights according to Decree 102/2024/ND-CP, including 14 land and building establishments.

Group (3) basic land and building facilities with complete infrastructure for building operation, located in convenient locations in centers with high profit potential, can continue to be used for public purposes (prioritizing healthcare, education , etc.) or public property later and still maintain the form of State ownership, suitable for medium and small-scale investors, short-term land use period with annual land lease payment according to Decree 108/2024/ND-CP, dated August 23, 2024 of the Government (retained for exploitation according to Decree No. 108/2024/ND-CP) includes 28 land and building facilities.

Group (4) remaining land and housing facilities will be temporarily leased out for short-term periods (not exceeding 5 years) according to Decree No. 102/2024/ND-CP. During this time, the Land Fund Development Center will coordinate with the Department of Agriculture and Environment, the Department of Construction, the People's Committee of communes, wards, and special zones where the land and housing facilities are located to carry out procedures, review and adjust land use planning, urban and rural planning..., and then process and exploit them.

During the exploitation process, depending on the actual situation and conditions, the Provincial Land Development Center will report to the competent authority to make appropriate adjustments.
