The dissemination content is structured into 4 main parts, including: Overview of the situation; Evaluation of the implementation results of the Resolution for the term 2020-2025; Viewpoints, goals, tasks, and solutions for the term 2025-2030; Implementation organization.

The conference also listened to the detailed implementation of the 03 full-term working programs of the Ward Party Executive Committee, associated with 03 strategic breakthroughs. Specifically:
The program "Building a streamlined political system with efficient, effective and efficient operations; improving the quality of disciplined, responsible and creative cadres, civil servants and public employees to meet the requirements of two-level local government" was implemented by comrade Le Thuy Linh - Member of the Standing Committee, Head of the Party Building Committee.
The program "Promoting comprehensive digital transformation, focusing on building digital infrastructure and applying digital transformation in the operations of the political system, towards building digital government, digital economy and digital society in Bo De ward, period 2025-2030" was deployed by comrade Dao Thi Hoa - Member of the Standing Committee, Vice Chairman of the Ward People's Committee.
Comrades of the Standing Committee of the Party Committee of Bo De Ward detailed the 3 full-term working programs of the Party Executive Committee of the Ward.
The program "Continuing to invest in renovating urban infrastructure to promote cultural, commercial and service development; improving the quality of people's material and spiritual life in the period of 2025-2030" was implemented by comrade Le Thanh Xuan - Member of the Standing Committee, Vice Chairman of the Ward People's Committee.
Comrade Le Thuy Linh - Member of the Standing Committee, Head of the Party Building Committee also deployed the Party Committee's Directive on leading the election of deputies to the 16th National Assembly and the election of People's Council deputies at all levels for the 2026-2031 term.
Speaking at the Conference, Comrade Vu Thi Thanh - Party Secretary, Chairman of the People's Council of Bo De Ward affirmed that the Conference helped all cadres and Party members grasp the viewpoints, goals and key tasks of the Resolution of the 1st Party Congress of the Ward, term 2025-2030.
Regarding the implementation of the goals and targets of the Resolution, the Party Secretary requested that the Party Cells, Party Committees and affiliated mass organizations immediately develop an Action Plan to concretize the Congress Resolution with a clear roadmap, assigning detailed responsibilities, especially the role of the leader.

Units need to register specific targets and tasks in each field to contribute to the completion of the 15 targets set by the Congress. In particular, it is necessary to be determined to successfully implement important targets such as: striving for 90% of party members to complete their annual tasks well; annual budget revenue to reach and exceed 5% compared to the City's assigned budget estimate; by the end of the term, there will be no poor households according to multidimensional standards;
Regarding the 3 full-term work programs associated with 3 breakthroughs, comrade Vu Thi Thanh pointed out that these are key areas, creating momentum for rapid and sustainable development during the term. Especially for the third breakthrough - Comprehensive digital transformation is an inevitable trend that requires focusing on building digital government, digital economy, digital society, developing synchronous and modern information technology infrastructure; strongly applying technology and artificial intelligence (AI) in management and operation. The specific goal is that by the end of the term, 100% of cadres, civil servants and public employees will proficiently apply technology and artificial intelligence in performing public duties; the rate of people and businesses using online public services will reach over 80%.

Regarding the preparation for the election of deputies to the National Assembly and People's Councils at all levels, the Party Secretary of the ward requested the entire political system to concentrate on the especially important task of preparing and organizing the election of deputies to the National Assembly and People's Councils at all levels for the 2026-2031 term. Party cells and units must thoroughly grasp the Directives and Plans of the city and ward.
