Key directions and solutions for organizing party congresses at all levels - An important preparation step for Quang Binh and the country to enter a new era of development

1- Currently, the Quang Binh Provincial Party Committee has 13 subordinate Party Committees, including 556 grassroots Party organizations, with 78,062 Party members. Along with efforts to complete the goals and targets in the "sprint" year of implementing the Resolution of the 13th National Party Congress, the Resolution of the 17th Quang Binh Provincial Party Congress, term 2020 - 2025, in the past time, Party committees and grassroots Party organizations in Quang Binh province have focused on implementing the content of the work to prepare for Party congresses at all levels, towards the 14th National Party Congress. This is a very important task, ensuring the success of Party congresses at all levels, term 2025 - 2030, contributing to building our Party increasingly clean and strong.

During the 2020 - 2025 term, implementing Directive No. 35-CT/TW, dated May 30, 2019, of the Politburo, "On Party Congresses at all levels towards the 13th National Congress of the Party", the Provincial Party Executive Committee and the Provincial Party Standing Committee have focused on leading and directing the preparation and implementation of the congress in accordance with the requirements of Directive No. 35-CT/TW; ensuring the motto of inheritance, stability, innovation and development; promoting democracy along with upholding principles, tightening discipline and order; attaching importance to quality, efficiency, and promoting the responsibility of Party committees and Party organizations, first of all the leaders; ensuring safety, practicality, not showing off formalities, resolutely fighting waste and negativity. Leading and organizing well the discussion of draft documents of the 13th National Party Congress and Party congresses at higher levels; promote the intelligence and sense of responsibility of cadres, party members and people of all walks of life in contributing ideas to the draft documents of the congress. The documents submitted to the congress were carefully and meticulously prepared. The personnel work of the congress was carried out closely, systematically, thoroughly, in accordance with the principles, procedures and regulations of the Party, promoting democracy and the intelligence of the collective of Party committees and cadres and party members, impartially, objectively, openly and transparently. The congress was organized seriously, solemnly, safely and economically with a spirit of innovation, demonstrating an atmosphere of democracy, solidarity and responsibility, ensuring the principles of organization and operation of the Party and the regulations and instructions of the Central Committee.

From the preparation and successful organization of the Party Congresses at all levels of Quang Binh province, term 2020 - 2025, Quang Binh Provincial Party Committee has drawn some profound lessons, namely:

Firstly , the preparation, organization and operation of the congress must be carried out proactively, with close direction, early and clear assignment of tasks, timely request for direction from competent authorities, timely handling of unexpected and arising issues, such as having to postpone the congress and shorten the congress to focus on prevention, control and response to epidemics, storms and floods. To prepare for the congress organization, the 16th Provincial Party Executive Committee has established subcommittees to assist in the preparation and organization of the 17th Provincial Party Congress, assigning specific tasks to subcommittee members.

Second , the preparation of documents needs to be carefully and thoroughly prepared, from drafting documents for the congress, personnel work, to ensuring and organizing services; uniform distribution creates conditions for the management, research and discussion of documents; the content of the discussion needs to be concise, succinct and focused, avoiding spreading out, focusing on the main content of the Congress.

Third , personnel work and elections at the congress need to be carried out proactively, with close direction, early and clear assignment of tasks; personnel preparation work needs to be careful and thorough; personnel structure and standards need to be clear, in the direction of "Doing each step closely, each group of positions from low to high, ensuring caution, thoroughness, and solidity in each step". It is necessary to do a good job of grasping public opinion information before and during the congress, especially regarding personnel work, in order to promptly orient, create consensus, unity, and solidarity in the congress.

After successfully organizing the congress, Party committees at all levels and specialized agencies in the entire political system quickly completed the documents and materials of the congress, submitted them for storage in accordance with regulations; issued the congress resolution for implementation; clearly and specifically assigned responsibilities to each organization and individual, especially the leader, to strive to successfully complete the set goals and tasks. Timely issued working regulations, action programs, and work programs for the entire term of the Party committee, bringing the congress resolution into life...

2- The 14th National Party Congress is an important political event of the country, a broad political activity in the entire Party and people; organized at a meaningful time after 40 years of the country's renovation, 35 years of implementing the Platform for national construction in the transitional period to socialism , 5 years of implementing the Resolution of the 13th National Party Congress with many important achievements. General Secretary To Lam affirmed: "The time to start a new era is the 14th National Party Congress, from now on, all Vietnamese people, hundreds of millions of people as one, under the leadership of the Party, will unite, join forces, make the most of opportunities and advantages, push back risks and challenges, bring the country to comprehensive and strong development, breakthrough and take off" ⁽¹⁾ .

In order to well prepare for the organization of party congresses at all levels for the 2025-2030 term, towards the 14th National Congress of the Party, on August 8, 2024, the Quang Binh Provincial Party Committee issued Plan No. 173-KH/TU, implementing Directive No. 35-CT/TW, dated June 14, 2024, of the Politburo, "On party congresses at all levels towards the 14th National Congress of the Party", preparing and organizing party congresses at all levels for the 2025-2030 term, the 18th Provincial Party Congress, towards the 14th National Congress of the Party; The Provincial Party Standing Committee issued Instruction No. 02-HD/TU, dated September 26, 2024, guiding a number of contents on preparing and organizing party congresses at all levels for the 2025-2030 term. In the spirit of seriously and promptly grasping and seriously implementing Directive No. 35-CT/TW, the Quang Binh Provincial Party Committee determined the direction and a number of key solutions to organize party congresses at all levels in Quang Binh province, towards the 14th National Party Congress.

Promoting the strength of solidarity of the entire Party, the sense of responsibility of Party committees at all levels, cadres and Party members, seriously implementing the direction of the Central Executive Committee, the Politburo, the Secretariat and the guidance of the Central Party agencies, closely following the practical situation of the locality to focus on thorough, thoughtful, scientific preparation and organizing the Party Congresses at all levels for the 2025 - 2030 term seriously, achieving high results; making the preparation and organization of Party Congresses at all levels truly a particularly important political activity, towards the 14th National Congress of the Party. For the Congress to be held successfully, Quang Binh province focuses on effectively implementing a number of key tasks and solutions as follows:

Firstly , promote the leadership, direction, authority and responsibility of Party committees, Party organizations and heads of Party committees at all levels in preparing and organizing Party congresses at all levels, organize implementation in accordance with the Party's regulations and principles, especially the principle of democratic centralism; ensure the organization of Party congresses at all levels is safe, practical, effective, without formality, resolutely combat waste and negativity. Thereby, continue to improve the leadership capacity, governance, and fighting strength of Party organizations and Party members; consolidate and strengthen the great national unity bloc and the trust of cadres, Party members and people in the Party.

Second , focus on leading and directing the improvement of the quality of party congress documents at all levels; develop methodical and elaborate congress documents, honestly, objectively and comprehensively evaluate; organize thorough, in-depth and effective discussions on viewpoints, goals, policies and major orientations stated in draft congress documents; accurately assess and forecast the situation, clearly identify strengths, orientations and development focuses associated with strategies, tasks and solutions for socio-economic development of localities and units. In particular, focus on setting out key tasks and solutions of a breakthrough nature to realize the general goal by 2030 of building Quang Binh province into a dynamic economy in the Central region, focusing on outstanding service and tourism industries; clean industry, renewable energy, processing and manufacturing; high-tech, ecological, responsible and sustainable agriculture. Focus on investing in a synchronous and modern technical and social infrastructure system. Innovate leadership and management methods; promote administrative reform; strengthen discipline, tighten discipline; improve effectiveness and efficiency; focus on developing and improving the quality of human resources. Significantly improve people's material, cultural and spiritual life. Maintain political security, order and social safety. Improve capacity for natural disaster prevention and control, proactively adapt to climate change, and protect the ecological environment. By 2030, strive to make Quang Binh a fairly developed province in the Central region. Vision to 2050, Quang Binh province will be a dynamically developing economy of the Central region and the whole country, an important connecting point at the economic crossroads of North - South, East - West (towards the sea). Effectively promote the potential and strengths, especially the unique and outstanding global value of the World Natural Heritage Phong Nha - Ke Bang National Park, positioning Quang Binh as a leading tourist destination in Southeast Asia with a majestic cave system, diverse ecosystem, rich cultural values; a high-class resort and sports entertainment associated with community benefits and sustainable tourism development.

Develop a political report that honestly, objectively and comprehensively assesses the situation and results of the implementation of the congress resolution for the 2020-2025 term, especially the key tasks and breakthroughs in Party building and rectification and the political system, the fight against corruption, waste and negativity; socio-economic development, ensuring national defense, security and foreign affairs; clearly pointing out advantages, disadvantages, causes, especially subjective causes, drawing profound lessons in leadership, direction and implementation. At the same time, clearly identify the directions, goals, tasks and solutions for the coming term that are close to the actual situation of the locality and unit and are highly scientific and feasible.

Third , ensure the direct and comprehensive leadership of the Party and Party committees at all levels and promote the role and responsibility of the collective leadership and leaders in personnel work. Ensure the succession, innovation and continuous development of the staff; promote and attach importance to quality, have reasonable quantity and structure, strengthen in important and key positions, areas and fields. The new Party committee must be exemplary in political mettle, intelligence, qualities, ethics, lifestyle, capacity and prestige; truly be a center of solidarity, purity, strength, unity of will and action; have steadfast political mettle, vision, innovative thinking, closely attached to the people; have leadership and governing capacity, high fighting strength, meet the requirements and tasks in the new development stage to successfully implement the resolutions of Party congresses at all levels, the Resolution of the 18th Provincial Party Congress, and the Resolution of the 14th National Party Congress.

Wednesday, strictly and correctly implement the principles and regulations of the Party and the laws of the State on personnel preparation and election work; ensure synchronization, comprehensiveness, connectivity, strictness, democracy, science, objectivity, impartiality, transparency, and accountability; ensure high solidarity and unity; work carefully step by step, "doing it right"; closely link with the work of planning and preparing personnel for leadership of Party, State, Vietnam Fatherland Front and socio-political organizations for the next term, and at the same time closely follow the requirements of personnel work in the process of implementing the arrangement and streamlining of the apparatus of the provincial political system. Focus on discovering, selecting, and introducing outstanding cadres in terms of political mettle, qualities, ethics, who have experienced practice, dare to think, dare to do, dare to take responsibility, dare to innovate for the development of the locality and unit; have achievements, results, work products and policies for young cadres, female cadres, and ethnic minority cadres. Conduct comprehensive, objective, substantive, and proper cadre assessment in accordance with regulations and authority; take the political qualities, ethics, lifestyle, work efficiency and prestige of cadres as the basic measure and criteria for assessment. Inherit, strongly innovate and synchronize the work of personnel assessment on the basis of expanding and maximizing the responsibility of competent agencies; proactively review, examine, and closely and thoroughly assess the standards, conditions, declaration of assets, income, information and responsibilities of personnel related to the conclusions of inspections, audits or cases and incidents that competent agencies have considered, concluded and the results of handling complaints, denunciations, etc.

Fifth , effectively screen to avoid "missing" truly virtuous and talented people according to the correct mechanism and criteria; resolutely not let "slip" into the new term's Party Committee those who are not politically steadfast, not steadfast in the Party's guidelines and viewpoints; have reduced qualities, ethics, capacity, prestige, poor sense of organization and discipline, lack of solidarity; avoid, push, fear responsibility, do not dare to do; show signs of political opportunism, ambition for power, term-based thinking, flattery, lobbying, corruption, negativity, bureaucracy, localism, "group interests", show signs of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation"; violate Party discipline, State laws, regulations of the Provincial Party Committee; violate political standards, things Party members are not allowed to do and regulations on controlling power in personnel work; Untruthful declaration of assets and income, showing signs of getting rich quickly, having many assets without clearly explaining the origin; violating the responsibility to set an example, allowing oneself or one's spouse or children to have an exemplary lifestyle, taking advantage of one's position and power to gain illegal profits; allowing serious internal disunity or corruption, major losses, negative incidents causing bad influence in the locality, agency, or unit during the time in charge. Personnel who are not elected to the lower-level Party Committee will not be recommended for election to the higher-level Party Committee.

Sixth , lead and direct the good performance of political and ideological work, especially information and propaganda work during the preparation and regular conduct of the congress, ensuring high solidarity and unity; actively repelling negativity, using the "good" to eliminate the "bad"; attach importance to and focus on leadership and direction to successfully complete political tasks, socio-economic development, national defense, security, etc. of localities, agencies and units in conjunction with promoting the patriotic emulation movement, studying and following Ho Chi Minh's ideology, morality and style. Focus on promptly and effectively resolving and handling limitations, shortcomings, weaknesses and long-standing issues in localities and units that cause public outrage. Be proactive, positive and take effective measures to combat plots and tricks to sabotage and cause internal disturbances by hostile forces, political opportunists and discontented elements to protect the Party's ideological foundation and protect the regime.

The process of preparing and organizing party congresses at all levels, towards the 14th National Party Congress, is extremely important, as the late General Secretary Nguyen Phu Trong emphasized, "is a work of utmost importance, ensuring the success of the Congress". Therefore, in the coming time, along with efforts to complete the goals and targets in the "sprint" year to implement the resolutions of party congresses at all levels for the 2020-2025 term, promote socio-economic development, ensure national defense and security, build the Party and the political system in the province increasingly stronger, the important work that requires the Party Committee to pay great attention to is to prepare carefully, scientifically, methodically, seriously and organize the party congresses at all levels for the 2025-2030 term to be successful, contributing significantly to making Quang Binh homeland increasingly rich and beautiful, bringing the country into a new era, the era of national development; Building a strong Vietnam, with prosperous and happy people./.
