Managing extracurricular tutoring outside of school is very complex.
Regarding the drafting of regulations on supplementary tutoring in Ho Chi Minh City after the merger, the Ho Chi Minh City Department of Education and Training acknowledges that supplementary tutoring is a real and growing need, existing alongside the education sector. The issue of supplementary tutoring affects and influences many stakeholders (students, parents, teachers) and is influenced by societal pressures and expectations regarding students' learning. Therefore, managing supplementary tutoring is essential to improve the quality of education and ensure the rights of all stakeholders.
According to this department, there are two basic types of supplementary tutoring in Ho Chi Minh City: those organized within schools and those organized outside of schools. Of these, supplementary tutoring outside of schools takes many forms, such as: after-school cultural enrichment centers; tutoring centers; home tutoring; tutoring groups, etc. Therefore, management is very complex and sometimes difficult, making strict control impossible.
Leaders of the Ho Chi Minh City Department of Education and Training recognize that public opinion remains divided. For example, tutoring stems from the needs of students and teachers. However, it also harbors many potential problems such as academic pressure, financial burdens, and improper tutoring methods can lead to negative consequences such as academic stress, anxiety, an imbalance between studying and leisure, and impaired self-learning abilities. Tutoring can also reduce the quality of classroom education because teachers focus on tutoring instead of teaching the main curriculum.
Furthermore, since July 1st, with the merger of Ho Chi Minh City with the former provinces of Binh Duong and Ba Ria - Vung Tau , the Ho Chi Minh City People's Committee's new decision regulating tutoring in the city is essential to building a legal framework for managing tutoring activities more effectively.

The Department of Education and Training is seeking feedback on regulations regarding extra tutoring.
Accordingly, the Ho Chi Minh City Department of Education and Training has released the draft regulations on supplementary tutoring at https://hcm.edu.vn/gop-y-du-thao-van-ban-qppl/vbdtplus/42305/0/0/0 , seeking feedback from educational institutions and relevant agencies and organizations in the field of education and training. The aim is to ensure that the regulations become an effective tool for managing this activity more efficiently.
Specifically, the draft regulations on supplementary tutoring in Ho Chi Minh City consist of 5 chapters and 10 articles, specifying: the scope of regulation and applicable subjects; the responsibilities of the Department of Education and Training, the People's Committees of wards, communes, special zones, and educational institutions in managing supplementary tutoring activities; inspection, examination, and handling of violations, etc.
In the draft, the Department of Education and Training outlines the responsibilities of the People's Committee at the commune level to manage extracurricular tutoring activities for schools, organizations, and individuals under its jurisdiction. This includes guiding and inspecting the implementation of regulations on extracurricular tutoring by schools, organizations, and individuals under its management; handling or recommending to competent authorities the handling of violations; and monitoring and inspecting compliance with legal regulations on working hours, overtime hours, and regulations on security, order, safety, environmental hygiene, and fire prevention by organizations and individuals providing tutoring services.
The principal is responsible for organizing supplementary tutoring within the school in accordance with regulations. At the end of each semester and school year, they must review the students who need supplementary tutoring, develop a plan for supplementary tutoring for these students according to regulations, and report to the competent authorities to allocate budget funds for organizing supplementary tutoring within the school, in accordance with the school's situation and characteristics.
The principal is responsible for managing teachers who are teaching at the school while they are participating in extracurricular tutoring; coordinating and monitoring the extracurricular tutoring activities of teachers currently teaching at the school.
Before organizing supplementary classes, supplementary education facilities are responsible for reporting the following information to the local education management agencies: Business registration in accordance with the law; list of supplementary classes; timetable for supplementary classes; list of supplementary instructors; reports from teachers currently teaching at the educational institution who participate in extracurricular supplementary teaching; supplementary tuition fees; and supplementary teaching plan for monitoring and inspection as required. They must also ensure adequate facilities for supplementary teaching and comply with current legal regulations regarding working hours.
