The draft Decree proposing detailed regulations for some articles of the Law on Teachers, published by the Ministry of Education and Training for public comment until December 19th, stipulates that career advancement for teachers is the appointment of teachers to a higher-ranking position within the same educational level or training qualification, reflecting the professional development of teachers.
In this system, sequential promotion means that teachers who meet the professional standards for the next higher professional title within the same educational level and training qualification are considered for professional advancement according to regulations.
Special promotion refers to the case where an educator is granted a special appointment to the next or highest-ranking professional position within the same educational level or training qualification.
Special promotion applies to educators who have achieved exceptionally outstanding results in their professional activities or who have been recognized and appointed to the titles of professor or associate professor.
For teachers considered for special promotion, there will be no quota limit based on the teacher position structure of the educational institution.
At the same time, the draft also proposes not requiring teachers to meet all the professional qualifications of the professional standards for the teacher position being considered for special consideration.
Cases eligible for special consideration for career advancement include: Teachers with outstanding qualities and abilities, and exceptionally excellent achievements in their professional activities, who are unanimously recommended by the collective of management staff, teachers, and employees in the educational institution to the head of the competent agency or unit for career advancement consideration according to regulations; Teachers who have been recognized and appointed to the titles of professor or associate professor according to the provisions of the law.
The process for granting special consideration for career advancement is based on a review of submitted documents.
The Minister of Education and Training shall specify in detail the criteria for considering teachers with outstanding qualities and abilities, and exceptionally excellent achievements in their professional activities at each educational level and training qualification, as a basis for granting special promotion to higher professional positions for teachers.
Regarding the career advancement of teachers, instead of the current three professional title categories (I, II, III), the proposed teacher title classification is to be divided into 3-4 new categories.
The change in three job titles applies to all educational levels, from preschool to university and continuing education and vocational training institutions. The intermediate and college levels, however, retain four job titles.
For example, for the general education level, the new teacher titles include: Preschool/Primary/Secondary/High School Teacher, Senior Preschool/Primary/Secondary/High School Teacher, and Advanced Preschool/Primary/Secondary/High School Teacher.
Specifically, at the intermediate level, there are intermediate practical teachers, intermediate teachers, senior intermediate teachers, and senior intermediate teachers; at the college level, there are college practical lecturers, college lecturers, senior college lecturers, and senior college lecturers.
Appointments to teaching positions are made during recruitment, hiring, and job position changes.
