BHG - Public assets are the material basis for implementing State management, providing public services, and are an important resource for socio-economic development, ensuring national defense and security. In recent times, all levels and sectors from the provincial to the grassroots have paid attention to leading, directing and thoroughly grasping, raising awareness and responsibility of each organization and individual, contributing to strict management, economical and effective use of public assets; preventing and repelling loss, waste, corruption and other acts of encroachment on public assets.
After the Law on Management and Use of Public Assets (2017) took effect, the Provincial People's Council - People's Committee promptly issued documents on decentralization of management and use of public assets; regulations on standards and norms for the use of public assets to publicize, clarify, and clearly decentralize the authority and responsibility of units and individuals. Departments, branches, districts and cities, according to decentralization, have proactively issued documents on management and use of public assets, and registered the purchase of public assets according to regulations. The development of regulations on management, use, disclosure, and inventory of public assets has been seriously implemented by agencies and units.

Currently, the total number of agencies, organizations and units assigned to manage and use public assets in the province is 1,655 units. Of which, there are 416 administrative agencies, 28 Party agencies, 77 socio -political organizations, and 1,134 administrative and public service units. In the period of 2018 - 2022, the Provincial People's Committee has handled 97 public asset handling files under its authority, including 2 recovery files, 18 transfer files, 15 asset sale files, and 62 public asset liquidation files. Centralized procurement of assets and equipment for 77 provincial units and 24 district-level units in the form of signing framework agreements with a total estimated value of VND 16,283 million; After bidding to select contractors with a total value of 15,931 million VND (saving 352 million VND compared to the estimate assigned to the units). Liquidated 81 surplus, damaged and unsafe cars, collected over 5 billion VND for the budget.
The management and use of public assets such as houses, land, constructions and other assets attached to land are carried out according to the prescribed authority. From 2018 to 2022, the Provincial People's Committee has issued 45 decisions approving plans to rearrange and handle houses and land of agencies, units and organizations in the area with a total of 2,807 houses and land. Of which, 2,457 facilities will be retained for continued use; 301 facilities will be transferred; 42 facilities will be sold for land, 6 facilities will be transferred to the locality; 1 facility will be recovered. Districts and cities have successfully auctioned 37 houses and land, with the total amount after the auction being more than 558 billion VND.
Regarding public assets, which are infrastructure, including 3,050 road traffic works and 2,673 irrigation works; the Provincial People's Committee has directed departments, branches, districts and cities to complete the review, classification and assignment of asset management, to carry out the management, use, exploitation and maintenance of assets according to regulations; contributing to serving well the tasks of socio-economic development and ensuring people's lives.
However, in reality, the management and use of public assets in the province still has many limitations such as: The approval of the plan to rearrange and handle state-owned houses and land has been implemented, but it is still slow, up to now there are 1,714 houses and land that have not been approved for rearrangement and handling. There is still a situation where the land of some enterprises has been left unused for many years, or the allocated land area has not been fully used, and has been leased out in violation of regulations. Some public service units have been allocated land but have not had a long-term land use plan, causing waste of land resources. Many public service units have locations and commercial advantages but have not had a plan to use it effectively.
Up to now, the whole province still has 1,135 agencies and units that have been operating stably but have not been granted Land Use Rights Certificates to monitor the management and use of public assets. Some commune-level offices, schools, and village halls have not been used due to mergers, leading to degradation, damage, and waste. There is a situation where some public service units (hospitals) are using public assets for business purposes, leasing, and joint ventures that are not in accordance with regulations, and have not been approved by the Provincial People's Committee. The review, arrangement, and handling of cars for general work and specialized cars are still slow, many cars have expired, are damaged but have not been liquidated. Many traffic infrastructure works are degraded and have not been repaired...
Recognizing the limitations, the Provincial People's Committee has directed specialized agencies to advise on amending and supplementing regulations on management and use of public assets according to their authority. Review and approve plans to rearrange and handle 1,714 houses and lands that have not been rearranged according to regulations. Resolutely handle houses and lands that have been encroached upon, disputed, used for the wrong purpose or left fallow for a long time, to avoid wasting land resources. Strictly handle public service units that are using public assets for leasing or business purposes that are not in accordance with regulations.
