Due to the inability to attend the Conference in person, General Secretary Nguyen Phu Trong, Secretary of the Central Military Commission, sent his speech and suggested some important contents for the Central Military Commission Conference to refer to during the discussion process.

General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense chaired and directed the Conference.

At the Conference, delegates discussed and gave opinions on the draft Report on the summary of military and defense work in the first 6 months of 2024, directions and tasks for the last 6 months of the year; the draft Conclusion of the Central Military Commission on the results of leadership in implementing military and defense tasks and Party building of the Army in the first 6 months of the year; key tasks for the last 6 months of 2024.

According to the report, in the first 6 months of 2024, in the context of intertwined opportunities, advantages, difficulties and challenges, under the leadership and direction of the Party and State, directly by the Politburo, the Secretariat, the coordination of central and local departments, ministries, branches, the Central Military Commission, the Ministry of National Defense and Party committees and commanders at all levels, the entire army has led and directed the completion of 13 groups of tasks on schedule as set out in the Resolution on leadership of tasks in 2024 of the Central Military Commission, many tasks were completed excellently, some contents had breakthroughs.

The Central Military Commission and the Ministry of National Defense have proactively studied, grasped, and correctly assessed the situation, promptly advised the Party and the State on policies and measures to flexibly and effectively handle situations, avoiding passivity and surprise; maintained and strictly performed combat readiness tasks; participated in preventing and overcoming the consequences of natural disasters, searching and rescuing, protecting the safety of people's lives and property; promoted the core role in building the all-people national defense; built defense zones, maintained political security, social order and safety; strictly controlled the border areas, seas and islands of the Fatherland; participated in quality planning of ministries, branches and localities.

At the same time, the Central Military Commission and the Ministry of National Defense have led the implementation of three breakthroughs and the 2024 theme "The year of basically completing the adjustment of the force organization towards being lean, compact, and strong"; the quality of training, education and training, drills, competitions, sports, building discipline, discipline management, building comprehensively strong agencies and units "Exemplary models" have been improved. Inspection, examination, investigation, prosecution, trial, execution of sentences and prevention of corruption, negativity, and waste have been carried out in accordance with the law. International integration and defense diplomacy have been proactive, flexible, substantive, and effective.

The Central Military Commission and the Ministry of National Defense have had many solutions to build a clean and strong Party organization of the Army, a politically strong Army. They have well organized the study and implementation of the Central Committee's resolutions; the articles of General Secretary Nguyen Phu Trong; organized a preliminary review of 3 years of implementing Conclusion No. 01 of the Politburo, 2 years of implementing Resolution 847 of the Central Military Commission, honored many advanced models, contributing to spreading the qualities of "Uncle Ho's soldiers"; the activities of "Repaying gratitude" such as visiting, giving gifts, building houses, taking care of Vietnamese Heroic Mothers, repairing and embellishing martyrs' cemeteries have received attention with an amount of over 1,950 billion VND.

At the Conference, General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense, announced the full text of the speech by General Secretary Nguyen Phu Trong, Secretary of the Central Military Commission.

In his speech, the General Secretary affirmed, acknowledged and highly appreciated the achievements and results that the Central Military Commission and the Ministry of National Defense have led and directed the entire army to achieve in the first 6 months of 2024. Specifically, they have thoroughly grasped and strictly implemented the Party's directives and resolutions, the State's policies and laws, upheld principles, closely followed reality, resolutely led and directed the entire army to promote the results of the previous year, effectively implemented strategic breakthroughs, and comprehensively completed the tasks set out at the beginning of the year. Among them, many tasks were completed well and excellently.

The General Secretary emphasized that in the last 6 months of 2024, the world and regional situation is forecasted to continue to have new, rapid, complex and unpredictable developments. This is also an important time to focus on basically completing the targets and objectives set out in the Resolution of the 13th National Party Congress. At the same time, preparing for Party Congresses at all levels for the 2025-2030 term towards the 14th National Party Congress. Therefore, the entire Party, people and army need to continue to strive to successfully implement the goals and tasks set out in 2024.

In order for the entire army to successfully carry out its tasks in the last 6 months of 2024, the General Secretary suggested that the Central Military Commission should focus on leading and directing the implementation of a number of contents, with the spirit of "5 determinations and 5 proactiveness". The 5 determinations include: Determination to successfully complete the goals, tasks and solutions set out by the Resolution of the 13th National Party Congress and the 11th National Party Congress of the Army; Determination to lead and direct the best combat readiness and combat training; Determination to lead and direct the improvement of the Army's organization and staffing; Determination to build a strong army cadre team to meet the requirements of tasks in the new situation; Determination to well organize activities towards the 80th anniversary of the founding of the Vietnam People's Army and the 35th anniversary of the National Defense Day. Meanwhile, the 5 proactiveness are: Proactively advising, proposing and handling situations; Proactively protect the sovereignty of borders, seas, islands and the unity and territorial integrity of the Fatherland; Proactively carry out well the preparation work for the 12th Military Party Congress, towards the 14th National Party Congress; Proactively direct the effective implementation of assigned political tasks; Proactively carry out measures to build a truly clean, strong, exemplary and representative Military Party organization in terms of politics, ideology, ethics, organization and cadres.

Building national defense associated with people's security

Speaking at the Conference, President To Lam and Prime Minister Pham Minh Chinh acknowledged and commended the outstanding achievements and results of the Central Military Commission and the Ministry of National Defense in recent times.

Prime Minister Pham Minh Chinh requested the Central Military Commission to continue to be proactive, sensitive, improve its research capacity, grasp, forecast, and correctly assess the situation, advise the Party and the State on planning military and defense policies and strategies to meet the task of protecting the Fatherland in both the short and long term; promptly and effectively handle situations, and not be passive or surprised. Ensure adequate and timely logistics and technology for the tasks. Carry out planning and investment, finance, and defense economics closely, effectively, and in accordance with regulations; focus on building and completing projects and plans to develop a modern, dual-use defense industry to meet the requirements of the task of building and protecting the Fatherland in the new situation.

Regarding the direction and tasks in the coming time, President To Lam emphasized a number of contents that the Central Military Commission and the Ministry of National Defense need to implement. In particular, strengthening national defense potential, focusing on building a national defense foundation associated with people's security. Building and strongly promoting the "people's hearts" in the national defense foundation, building and consolidating a solid national defense foundation; specifically implementing solutions to build solid military defense zones and defense zones at all levels; linking defense and security consolidation with economic development, economic development with defense and security.

The President also asked the Central Military Commission and the Ministry of National Defense to coordinate and effectively implement the Resolution of the 13th Central Committee, Session VIII, on the Strategy for National Defense in the new situation; strategies, projects, plans, and the legal system on military and national defense; focus on improving the overall quality and combat strength of the Army; strictly maintain combat readiness, tightly manage airspace, sea areas, borders, and inland areas, firmly protect sovereignty, territory, and maritime economic development activities; closely coordinate with the People's Public Security to maintain security and order nationwide.

The President also noted the need to build an exemplary Army Party organization that meets the requirements of leadership in carrying out military and defense tasks in the new situation. Focus on organizing party congresses at all levels in the Army closely, thoughtfully, and in accordance with regulations. Thoroughly grasp the Central Committee's direction and guidance, concretize the guiding documents, and guide the organization of party congresses at all levels in the Army towards the 14th National Party Congress in accordance with the Army's characteristics. Actively protect the Party's ideological foundation, fight against erroneous and hostile viewpoints, and signs of degradation such as "self-evolution" and "self-transformation"; promote the study and practice of Ho Chi Minh's ideology, morality, and lifestyle.

The President also requested the Central Military Commission and the Ministry of National Defense to seriously and closely implement the Politburo's Conclusion on international integration and defense diplomacy until 3030 and the following years. Improve the effectiveness of bilateral and multilateral defense cooperation. Actively and responsibly participate in defense activities, regional and international multilateral forums; and maintain United Nations peacekeeping. Promote international cooperation to overcome the consequences of war, clear bombs and mines, and handle toxic chemicals. Take care to implement policies towards the Army and the military's rear and promote "Repaying gratitude" activities. Continue to affirm and shine the qualities of "Uncle Ho's soldiers" in the hearts of the people.

At the Conference, General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense, spoke to receive the instructions of the Party and State leaders, the opinions of the Central agencies and thoroughly grasped a number of key tasks that the Central Military Commission and the leaders of the Ministry of National Defense need to focus on leading and directing the implementation from now until the end of 2024.
