At the working session, Comrade Le Van Luong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee reported on some features of the socio -economic development situation; disbursement of public investment capital; implementation of the arrangement of administrative units and 2-level local government; education and training situation in the province. Accordingly, in 2025, Lai Chau province's socio-economic development will continue to develop positively. The GRDP growth rate in the first 9 months of the year is estimated at 8.5%, the whole year at about 8%, exceeding the target assigned by the Government (7.5%) and achieving the province's target. Many economic indicators increased compared to the same period, some indicators exceeded the plan. Agricultural production ensured progress, grain output reached 226 thousand tons, forest coverage rate reached 54%. Concentrated commodity production areas such as rice, tea, fruit trees, and medicinal plants continued to develop. Budget revenue exceeded the central government's estimate by 21%, up 16% over the same period - the highest level ever.

The cultural and social fields achieved many positive results. Social security was ensured, people's health care, education and training were implemented as planned. Health insurance coverage reached 95%; jobs were created for 9,493 workers. The program to eliminate temporary and dilapidated houses was effectively implemented, mobilizing many resources, eliminating 9,797 houses. National defense and security were maintained, national border sovereignty was ensured and stable.
Public investment and national target programs were directed resolutely. The province strictly implemented the Central's resolutions on reorganizing the apparatus and administrative units. After the reorganization, the whole province had 38 commune-level administrative units (36 communes, 2 wards), a reduction of 1,118 organizations, agencies and units compared to 2017. 1,003 staffing levels were streamlined according to regulations; 2,037 workplaces were arranged and handled, of which 1,945 establishments continued to be used; public housing was arranged for 607 officials and civil servants in need.
The Education and Training sector has been interested in directing and issuing many policies suitable for practice. The work of mobilizing students to go to class has achieved high results: 99.8% of 3-5 year old children; 99.9% of 5 year old children and students entering grade 1; 65.07% of junior high school graduates entering grade 10. The province has met the standards for universal preschool education for 5 year olds, primary school level 3, junior high school level 1; the rate of schools meeting national standards is 69.7%. 100% of preschool children who are ethnic minorities are enhanced with Vietnamese, studying 2 sessions/day. The rate of trained workers is 62.4%, each year vocational training is provided for more than 8,000 people and jobs are created for about 9,400 people. The education sector has put into use a common online teaching platform for the whole province.
The province is implementing the construction of 11 inter-level boarding schools in 11 border communes. Of these, 5 schools (Phong Tho, Pa Tan, Bum Nua, Hua Bum, Dao San) have started construction, the remaining 6 schools are expected to start construction in 2026. Planning and site clearance work is being accelerated to ensure progress.

Besides the achieved results, Lai Chau still faces many difficulties: Weak and unsynchronized socio-economic infrastructure; limited transportation, electricity, telecommunications, water supply, primary health care, and schools in remote areas. The fragmented terrain and harsh climate cause many obstacles. There are still many semi-permanent and temporary classrooms; teaching equipment is lacking, especially in the IT, Foreign Language, Music, and Fine Arts departments; and a shortage of teachers for these subjects...
At the meeting, Lai Chau province proposed a number of contents such as: Proposing the Prime Minister, the Ministry of Finance, and the Ministry of Construction to soon implement key projects according to the Conclusion of Prime Minister Pham Minh Chinh, including: Bao Ha (Lao Cai) - Lai Chau Expressway (CT13) to Ma Lu Thang border gate and the Khau Co Pass Tunnel Project, creating momentum for socio-economic development.
Propose that the Ministry of Finance and the Ministry of Education and Training allocate additional funding for 11 inter-level boarding schools in border communes; consider supplementing the teacher staff, budget for investment in facilities and teaching equipment. At the same time, promptly issue guidelines for implementing Decision 2371/QD-TTg on making English the second language in schools.
Propose that the Ministry of Education and Training and the Ministry of National Defense support the selection of a particularly disadvantaged commune to invest in a production, livelihood, and infrastructure development model for the 2026-2030 period, contributing to the sustainable development of border areas.

Speaking at the meeting, Comrade Nguyen Kim Son - Minister of Education and Training highly appreciated the efforts and achievements of Lai Chau province in the past time. He emphasized that despite many difficulties, Lai Chau has an important position in terms of security and defense, so it is necessary to continue to maintain and deploy the task of ensuring national defense, security and taking care of people's lives, ensuring social security as the top priority.
He suggested that Lai Chau province should pay more attention to key education, maintain and improve the high school graduation rate, continue to effectively implement educational projects, especially the inter-level boarding schools in border communes; arrange the system of scientific educational facilities, suitable for practice; consolidate the system of vocational education facilities to meet labor training requirements. The Ministry of Education and Training will coordinate with relevant units to allocate funds, guide the operation of the general school system, and at the same time study the restructuring of the border school network in accordance with reality after the inter-level schools are completed; encourage educational institutions to increase production, grow green vegetables to ensure food hygiene and create a friendly learning environment.
Regarding the staffing and recruitment of teachers, the Minister suggested paying attention to arranging enough teachers, giving priority to schools in border areas with English, Chinese, and ethnic minority languages. For the subjects of Music, Fine Arts, and Information Technology, it is necessary to mobilize local human resources, promote artisans and experienced people in the community to participate in teaching, contributing to both preserving the national cultural identity and developing comprehensive capacity for students...

Speaking at the meeting, Comrade Le Minh Ngan - Secretary of the Provincial Party Committee respectfully thanked the attention and direction of the Party, the Government and the Ministry of Education and Training for Lai Chau province. Education is a field of profound humanistic significance, so improving the quality of education is one of the important resolutions of Lai Chau province in the coming term. Lai Chau province will strive to overcome difficulties so that all ethnic children in the province can study, take charge of their lives, and contribute to the development of their homeland.
The Provincial Party Secretary assigned the Provincial People's Committee and relevant agencies and sectors to turn the Minister's instructions into specific work content, with clear people, clear tasks, and clear time for implementation. At the same time, he hoped that the Minister would continue to pay attention to supporting the province in education and training in the coming time, so that Lai Chau could successfully carry out the task of building boarding schools - a task imbued with the humanistic spirit of our Party and State.
