Quang Ninh has 10 commune-level units to merge in the 2023-2025 period.

According to Resolution No. 35/2023/UBTVQH15 of the National Assembly Standing Committee, commune-level administrative units subject to rearrangement are small in area, population, limited development space, and have difficulties in planning and long-term planning for socio-economic development.

Based on those criteria, in the 2023-2025 period, Quang Ninh will have 10 commune-level administrative units subject to merger.

Specifically, merging Minh Cam commune and Luong Mong commune (Ba Che district); Cam Hai commune and Cong Hoa commune (Cam Pha city); Tan Viet commune and Viet Dan commune, Dong Trieu ward and Duc Chinh ward (Dong Trieu town); Hoa Lac ward and Tran Phu ward (Mong Cai city). With this plan, Quang Ninh province will reduce from 177 commune-level units to 172 communes, wards and towns.

The Standing Committee of the Quang Ninh Provincial Party Committee emphasized that from 2020, Quang Ninh province will resolutely implement Resolution No. 837 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units in Quang Ninh province.

During the merger process, Quang Ninh has taken systematic, scientific, and drastic steps with the spirit of doing things firmly, creating high solidarity and unity within the entire Party and political system and gaining consensus from the people. After nearly four years of implementation, comprehensive results in economic development have been achieved; the quality of people's lives has been improved.

The Standing Committee of the Provincial Party Committee requested that, on the basis of closely following the directive documents and regulations of the Central Government, the Party Committee of the Provincial People's Committee direct the Provincial People's Committee, relevant departments, branches and localities to develop and complete the overall plan for arranging commune-level administrative units in the 2023-2025 period in the province.

The arrangement and organization of administrative units aims to reorganize the development space, create conditions for maximizing and effectively exploiting resources, especially land, natural resources, indigenous culture and improving the quality of life and economic development conditions of the people. The arrangement plan must be implemented in accordance with the correct order and procedures, ensuring the centralized and unified leadership and direction of the Party, complying with the Constitution and the law; and properly implementing the authority, order and procedures prescribed in the Law on Organization of Local Government.

Linking the arrangement of administrative units with innovation, reorganizing the apparatus of the political system to be streamlined, effective and efficient; reducing budget expenditures, improving the effectiveness and efficiency of grassroots government operations.
