This morning (October 30), the National Assembly will hear a report on the implementation of three national target programs including new rural construction, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas.

Afterwards, the National Assembly deputies will discuss this content all day. At the end of the discussion session, relevant Government members will explain and clarify a number of issues raised by the National Assembly deputies.

On October 31, the National Assembly will discuss in the hall a number of controversial contents of the draft Law on Real Estate Business (amended).

The National Assembly will spend 1.5 days discussing in the hall a number of major issues, including: Assessment of the results of the implementation of the 2023 socio-economic development plan; projected socio-economic development plan for 2024. Mid-term assessment of the implementation of the 2021-2025 socio-economic development plan; economic restructuring plan for the 2021-2025 period.

The draft Law on Land (amended) with some contents with different opinions will be commented on by the National Assembly on November 3.

Thus, this week the National Assembly will spend a lot of time discussing the implementation of socio-economic tasks in 2023 and the directions and tasks for 2024.

Reporting to the National Assembly at the beginning of the session, Prime Minister Pham Minh Chinh stated that it is necessary to strive to achieve the highest level of the 2023 plan targets, in which GDP growth reaches over 5%, inflation is around 3.5-4%.

GDP growth in the third quarter reached 5.33%, and for the first nine months it reached 4.24%. The average consumer price index (CPI) for the first nine months increased by 3.16%. The money and foreign exchange markets were basically stable, and interest rates decreased.

State budget revenue in the first 9 months reached 75.5% of the estimate, and is estimated to reach and strive to exceed the assigned estimate for the whole year while exempting, reducing, and extending many types of taxes, fees, charges, and land rents of about 75,000 billion VND.

One of the contents announced by the Prime Minister is that thanks to promoting increased revenue and saving expenditure, the Government has set aside about 560,000 billion VND for the salary fund to date, ensuring enough resources for salary reform in the 3 years of 2024 - 2026.

Regarding salary reform, at the group discussion session on the socio-economic situation, Minister of Home Affairs Pham Thi Thanh Tra said that at this session, the National Assembly will officially approve the salary reform policy. This is the highlight and mark of this National Assembly session, both historical and topical, creating a joyful and exciting mood in society and among cadres, civil servants and public employees.

"Through four salary reforms, I have never seen a salary policy as synchronous, comprehensive, and fundamental as this one. This is a new salary policy that is very progressive, fair, truly harmonious, and reasonable," Minister Pham Thi Thanh Tra affirmed. In particular, the education and health sectors will achieve the goal of increasing salaries, creating excitement among civil servants, especially teachers and doctors.
