
Before discussing the draft Law, the National Assembly listened to the Chief Justice of the Supreme People's Procuracy present the Report on the draft Resolution of the National Assembly on piloting the People's Procuracy in initiating civil lawsuits to protect the civil rights of vulnerable groups or to protect public interests, and the Chairman of the National Assembly's Committee on Law and Justice presented the Report on examining this draft Resolution.
Discussing the draft Law amending and supplementing a number of articles of the Law on Organization of the People's Procuracy, delegates basically agreed on the necessity of amending and supplementing a number of articles of the current Law in order to promptly institutionalize the Party's resolutions and conclusions. At the same time, they agreed with the key contents proposed in the draft Law.
The contents that delegates focused on discussing included: Scope of amendments, on the organization of the People's Procuracy system; authority, power, and tasks of each level of the People's Procuracy; on the rank of prosecutors, on the addition of the number of prosecutors of the Supreme People's Procuracy; on the scope of operations of the regional People's Procuracy and the similarity and synchronization between the Law on Organization of the People's Procuracy with the Law on Organization of the People's Court and related regulations...
Commenting on the People's Procuracy system in Clause 3, Article 1, delegates highly agreed with the provisions of the draft Law that the People's Procuracy system consists of 3 levels: the Supreme People's Procuracy, the Provincial People's Procuracy, and the Regional People's Procuracy. Such a provision is consistent with the direction of streamlining the People's Procuracy system; at the same time, they also expressed their agreement with the policy of ending the activities of the High People's Procuracy and the District People's Procuracy. Many opinions agreed with the provisions of the draft Law.
Regarding the content of converting the ranks of Prosecutors and Investigators as stipulated in Clause 13, Article 1 of the draft Law. Agree with the policy of allowing the conversion of the ranks of Prosecutors and Investigators. However, the delegate suggested that it is necessary to consider adding clear regulations on principles, conditions, and mandatory standards so that the conversion of ranks takes place objectively, transparently, ensuring deep expertise, contributing to controlling power in judicial activities.
Regarding the regulation on adding the number of Supreme People's Procuracy Prosecutors in Clause 27, Article 1, the majority of delegates agreed to increase the number to no more than 27 people, to ensure similarity with the number of Supreme People's Court Judges, in accordance with the requirements of the tasks in the new period.
At the discussion session, Chief Justice of the Supreme People's Procuracy Nguyen Huy Tien explained and clarified a number of issues raised by National Assembly deputies.
Concluding the session, the Vice Chairman of the National Assembly requested the Supreme People's Procuracy to coordinate with the Standing Committee of the Judicial Law Committee and relevant agencies to study, absorb and fully explain the opinions of National Assembly deputies, complete the draft Law, and report to the National Assembly Standing Committee for comments before submitting it to the National Assembly for consideration and approval at the end of this Session./.
