On November 28, Cambodian King Preah Bat Samdech Preah Boromneath Norodom Sihamoni began a state visit to Vietnam, at the invitation ofPresident of the Socialist Republic of Vietnam Luong Cuong.

King Norodom Sihamoni was born on May 14, 1953 in Phnom Penh, the son of King Norodom Sihanouk and Queen Norodom Monineath Sihanouk. After graduating from high school, he studied many advanced courses in music and theater arts abroad. He was a professor of art at several conservatories in France.
He was Private Secretary to King Norodom Sihanouk from 1979 to 1980. He was unanimously elected by the members of the Supreme National Council of Cambodia as Permanent Representative of Cambodia to the United Nations from 1992 to 1993; Ambassador of Cambodia to the United Nations Educational, Scientific and Cultural Organization (UNESCO) from 1993 to 2004; and member of the High Council of the International Organization of La Francophonie in 2004.
On February 1, 1994, he was given the title Samdech Krom Khun. He was appointed as the Supreme Advisor to the King from October 17, 2003. On August 31, 2004, he was given the title Samdech Preah Boromneath by King Norodom Sihanouk. On October 14, 2004, he was unanimously elected by the members of the Royal Council as King of Cambodia to succeed King Norodom Sihanouk, who had decided to abdicate.
