New regulations on scientific articles and evaluation and classification of Vietnamese scientific journals

The Ministry of Science and Technology has just issued Circular No. 27/2025/TT-BKHCN regulating scientific articles and evaluation and classification of Vietnamese scientific journals. The Circular takes effect from December 15, 2025.

The Ministry of Science and Technology has just issued Circular No. 27/2025/TT-BKHCN regulating scientific articles and evaluating and classifying Vietnamese scientific journals. (Illustration photo).

This Circular regulates the selection of scientific articles and criteria, methods of evaluation and classification of Vietnamese scientific journals. Subjects of application are organizations and individuals performing the activities of selecting scientific articles, publishing, evaluating and classifying scientific journals and other relevant organizations and individuals in Vietnam.

According to regulations, the content of scientific articles must ensure academic and legality and be checked by plagiarism checking tools. Comply with regulations on scientific integrity and professional ethics as prescribed in Decree No. 262/2025/ND-CP dated October 14, 2025 of the Government detailing and guiding the implementation of a number of articles of the Law on Science, Technology and Innovation on information, statistics, assessment, digital transformation and general issues. Comply with the regulations for publishing articles of scientific journals.

The basic structure of a scientific article includes the following components: Title in Vietnamese and English; Authors/Author Group and contact information; Abstract in Vietnamese and English; Keywords in Vietnamese and English; Introduction/Problem statement; Materials and/or research methods; Results and discussion; Conclusion; Appendices (if any); Declaration of scientific contribution (if any); Commitment to conflict of interest (if any); Acknowledgements to the funding agency and/or related organizations and individuals (if any); References according to one of the international standards APA, IEEE, Chicago, Vancouver. Journals can adjust this structure depending on the field and readership. It is encouraged to publish scientific articles in English with appendices (title, abstract, keywords in Vietnamese) to serve the international ranking process.

The evaluation and classification of scientific journals must ensure scientificity, objectivity, transparency and fairness throughout the entire process of evaluating and classifying scientific journals. The evaluation and classification are based on the criteria specified in Article 36 of Decree No. 262/2025/ND-CP and are carried out periodically every year or suddenly at the request of state management agencies.

The total assessment score is 100 points including: Academic content (25 points), Editorial Board (15 points), peer review process (20 points), publishing standards (10 points), transparency and accessibility (10 points), index (20 points). Journals meet scientific standards when they score over 75 points and meet the mandatory criteria of the Circular./.
