New regulations on health insurance for military and police from July 1

The Government has just issued Decree No. 74/2025/ND-CP detailing and guiding the implementation of a number of articles of the Law on Health Insurance (HI) for the People's Army, the People's Police and those working in key positions.

Accordingly, participants in health insurance under the management of the Ministry of National Defense include: military officers, professional soldiers on active duty; non-commissioned officers, soldiers on active duty; military cadets receiving living allowances who are Vietnamese; reserve officer training students of 3 months or more who have not participated in social insurance and health insurance; military cadets receiving living allowances who are foreigners.

Previously, military personnel participating in health insurance only included officers, professional soldiers on active duty and non-commissioned officers and soldiers on active duty.

Participants in health insurance under the management of the Ministry of Public Security include: professional officers, non-commissioned officers and technical officers and non-commissioned officers working in the people's public security force;

Non-commissioned officers and soldiers on duty in the people's public security force; people's public security students receiving living allowances are Vietnamese; public security students receiving living allowances are foreigners.

According to previous regulations, the force participating in health insurance under the management of the Ministry of Public Security includes: professional officers, non-commissioned officers and technical officers and non-commissioned officers working in the people's public security force;

Non-commissioned officers and soldiers on duty in the people's public security force; people's public security students receive living expenses from the state budget.

Cryptographic workers participating in health insurance include: cryptographic workers receiving salaries similar to those of soldiers working at the Government Cryptographic Department; cryptographic students receiving living expenses are Vietnamese;

Cryptography workers receive salaries similar to those of military personnel working at cryptographic organizations of ministries, branches, and localities except the Ministry of National Defense and the Ministry of Public Security; cryptographic students receive living expenses as foreigners.

Previously, people working in the cryptography sector received salaries like soldiers and were working at the Government Cryptography Department; cryptography students received living expenses from the state budget according to the same regime and policies as military students;

People working in cryptography who receive salaries like soldiers and are working in cryptography organizations of ministries, branches and localities are in the group paying health insurance.

What is the health insurance premium?

According to the regulations effective from July 1, the monthly health insurance contribution level is determined based on the percentage of salary used as the basis for compulsory social insurance contribution according to the provisions of the Law on Social Insurance or the reference level according to the provisions of the Law on Health Insurance.

The monthly health insurance contribution rate is equal to 4.5% of monthly salary for officers, non-commissioned officers, soldiers on active duty, military students; professional officers, non-commissioned officers and police technical officers and non-commissioned officers;

People working in cryptography at the Government Cipher Committee; people working in cryptography receive salaries as military personnel working in cryptography organizations of ministries, branches and localities except the Ministry of National Defense and the Ministry of Public Security.

For the remaining groups, the monthly health insurance contribution is equal to 4.5% of the prescribed reference level.

The state budget guarantees all health insurance premiums for these groups.

For military, police, and people working in key positions, the Health Insurance Fund will pay 100% of medical examination and treatment costs according to the scope of benefits.

In addition, the decree also supplements a number of articles of the new Law on Health Insurance, such as when examining and treating patients upon request, the health insurance fund will pay part of the medical examination and treatment costs within the prescribed scope.

The difference between the price of medical examination and treatment services upon request and the payment level of the health insurance fund shall be paid by the patient to the medical examination and treatment facility.
