School pays wrong allowance for 4 years, now forces teachers to pay back all at once

Many teachers in Pleiku City (Gia Lai) were upset and reported to Tuoi Tre Online that the school required them to return the preferential allowances that were wrongly spent in previous school years, otherwise they would be included in the competition evaluation.

Will not pay be considered for competition evaluation?

A teacher at Pham Hong Thai Secondary School, Pleiku City, said that the school recently announced that from June 2021 to December 2024, the school will pay 35% preferential teacher allowance to teachers.

This is not in accordance with the prescribed preferential allowance of 30%. Therefore, the preferential allowance of 5% must be collected from June 2021 to December 2024.

Except for the arrears of 2024 that have been paid, teachers must pay arrears for 2021 - 2023 before May 20 by one-time transfer to the school's account number.

If teachers do not follow the above plan, the school will review and evaluate them at the end of the school year and reward them.

According to this teacher, depending on the salary level, the amount of money spent incorrectly each year is about 8 - 10 million VND/teacher. Many teachers are in difficult circumstances, their monthly salary must be spent on many purposes such as raising children, education, medical treatment, living expenses... if paid all at once it is very difficult.

In addition, the evaluation of teacher competition is also unreasonable when the wrong spending is due to the school, not the teacher's fault at all.

Mr. Hoang Huu Huong - principal of Pham Hong Thai Secondary School - said that the Departmentof Education and Training of Pleiku City had a meeting and implemented the collection of fees at all primary schools, secondary schools, and kindergartens in the area, not just this school.

Authorities require schools to complete the collection by May 2025. For schools, if counting all teachers who are working, retired, transferred, etc., there are about 90 people who must pay this amount back.

In response to teachers' concerns, the school said it had compiled their opinions to send to higher authorities for consideration. For teachers who are facing difficulties, the school will discuss with the union for support. Regarding the inclusion of teachers who do not pay on time in the competition assessment, after discussion, the school decided not to include it in the competition assessment.

Nearly 2,000 teachers forced to return wrongly spent money

According to the Department of Education and Training of Pleiku City, the city has about 50 schools with nearly 2,000 teachers who are required to pay back this amount.

This agency said that in the process of building the budget estimate and allocating the budget, there was a mistake in providing money to schools to pay teacher allowances. This is an unwanted mistake, from the paying agency to the beneficiaries. But in essence, this is money transferred by mistake, so it must be returned to the state, it cannot be left unpaid.

The leader of the City Department of Education and Training said that for teachers with extremely difficult circumstances, they can submit an application for confirmation from the authorities and consider a gradual payment plan.

Meanwhile, the Finance and Planning Department of Pleiku City informed that in the process of implementing the payment of preferential allowances for teachers, many localities in the province and other provinces were also confused like Pleiku City.

Regarding this matter, the authorities require that the collection must be completed by May 2025, because the upcoming administrative unit arrangement will eliminate the district level, and if it is prolonged beyond this time, it will be very difficult. The department has received teachers' recommendations on the refund progress and is studying and considering this matter.
