China calls US 'bullying', warns of legal consequences on chip exports

On May 21, China condemned the new US chip export control measures, calling them "bullying" and warning of retaliation.

"The US measures are typical unilateral bullying and protectionism, seriously undermining the stability of the global semiconductor industry and supply chain," China's Ministry of Commerce said in a statement today.

Last week, the US released new guidance, warning companies that using high-tech AI chips made in China — particularly Huawei Technologies Co.’s Ascend line — could put them in violation of US export control regulations.

The US Department of Commerce explains its policy is aimed at sharing US AI technology "with trusted countries around the world , while preventing it from falling into the hands of adversaries".

Beijing condemned the move, accusing the US of "abusing export control measures to suppress and contain China".

"These actions seriously harm the legitimate rights and interests of Chinese enterprises and threaten China's development interests," China's Ministry of Commerce responded.

The ministry also warned that any organization or individual that implements or assists in implementing such US measures may violate Chinese law.

China's Commerce Ministry said it may impose "corresponding legal responsibilities" on those involved in implementing the US measures, which it said could constitute "discriminatory measures" against Chinese companies.

In another development, on May 21, the CEO of the US Nvidia Corporation, Mr. Jensen Huang, said that Washington's control of artificial intelligence chip exports to China was a "failure", according to Reuters news agency.

“Overall, such export controls have been a failure. The assumptions that underpinned AI regulation in the first place have been proven fundamentally flawed,” said Mr. Huang.

The US ban on the sale of advanced AI chips to China has forced companies there to switch to buying semiconductors from domestic designers like Huawei, while also spurring China to invest heavily to build a supply chain that is not dependent on foreign manufacturers.
