New regulations on the qualifications of inspectors

From 2025, vehicle inspectors will no longer be required to have a university degree in a field related to motor vehicles and specialized motorbikes.


What qualifications does a inspector need?

According to Decree 166/2024 regulating the conditions for business of motor vehicle inspection services; organization and operation of inspection facilities; and the term of use of motor vehicles (effective from January 1, 2025), there will be 3 ranks of inspectors: rank I, rank II (corresponding to senior motor vehicle inspectors and former motor vehicle inspectors) and adding rank III inspectors to perform emission inspection.

From 2025, the entry level professional qualifications of vehicle inspectors only require a bachelor's or engineer's degree in a technical field related to motor vehicles and specialized motorbikes (illustrative photo).

The Decree also amends the time limit for being evaluated from a Grade II inspector to a Grade I inspector to 5 years instead of 3 years as before, accordingly, requiring higher professional experience for Grade I inspectors.

Notably, according to the Vietnam Register, Decree 166/2024 also amends regulations on input professional qualifications of inspectors in a more open direction than before.

Specifically, inspectors only need a bachelor's or engineer's degree in a technical field related to motor vehicles and specialized motorbikes.

In particular, a grade III inspector who conducts emission inspection of motorbikes and scooters only needs to have an intermediate technical degree related to motor vehicles and specialized motorbikes.

According to the Department of Registration, this regulation aims to facilitate registration facilities in recruiting and arranging personnel.

For professional staff, the professional qualification from 2025 is to graduate from intermediate level or higher and be guided by the Vietnam Register to perform the work according to regulations.

Decree 166/2024 only stipulates the minimum number of inspectors at the inspection facility instead of the minimum number of inspectors on the inspection line as before (illustrative photo).

Amending regulations on human resources at inspection facilities

Decree 166/2024 also amends the regulations on human resources at inspection facilities. Accordingly, the head of the inspection facility must be a grade II inspector or higher, instead of the previous regulation requiring him/her to be a senior inspector (equivalent to a grade I inspector) or an inspector who has performed the duties of an inspector for at least 36 months.

On the other hand, the Decree only stipulates the minimum number of inspectors at the inspection facility (does not stipulate the minimum number of inspectors on the inspection line) to carry out vehicle inspection.

Specifically, the inspection facility must have at least 1 inspection facility leader who is a grade II inspector or higher; at least 1 inspection department leader who is a grade I inspector; at least 2 inspectors from grade II or higher; and professional staff.

In which, the leaders of the inspection facilities and the leaders of the inspection department are allowed to participate in inspection at the inspection lines and are considered inspectors according to regulations.

For motorcycle and motorbike emission inspection facilities, the human resource requirement is only to have at least 1 inspector (grade III, grade II or grade I) and professional staff.
